A general note must be added to the Site & Landscape Plan that addresses the number of parking spaces, in driveways and garages, to be provided on each lot. The 30 proposed guest parking spaces as shown will primarily serve the existing condominium units on the south side of the east -west private drive. It is recommended that you look at adding spaces, or relocating some of the proposed spaces along the northerly private drive, to provide adequate off-site/off-street guest parking for the new patio homes. 2. A general note must be added to the Site & Landscape Plan stating that the landscaping will be completed prior to issuance of a Certificate of Occupancy. Money in escrow, a letter of credit, or another acceptable form of collateral for the amount of 125% of the estimated cost of the landscaping could be approved and accepted by the City in lieu of completion of the landscaping. This becomes part of the Development Agreement between the City and the Developer, identifying the anticipated time of completion, that must be signed before proceeding with construction. 3. Ramps for the handicapped should be shown on the Site & Landscape Plan, Utility Plans, and installed at all intersections where sidewalks exist. 4. The 24' wade private drives must be posted "No Parking - Fire Lane" on both sides with City approved signs. These drives must remain private and be maintained by the Home Owners Association. The City will not accept ownership of and responsibility for these drives. 5. There is an ornamental tree shown in the utility easement at the northwest corner of Lot 21 on the Site & Landscape Plan. Public Service will be extending their 1-1/4" plastic gas main ?,'� I North Colle„e Avenue • I'.0. fie» =;(1 f e�rt Ce�l',in� C �� 1-1 1 l �1I-,, ��� through this area, coming from Front Nine Drive. The line will be 8' south of the private drive. Trees must be planted at least 4' from any gas main. 6. The south. end of Lot 19 encroaches into a previously dedicated 13' wide utility easement along the north side of the private drive. There is an existing 1-1/4" plastic gas main in that easement. The easement needs to be extended through this lot on the Plat, or the lot could be reconfigured. 7. The open space & ditch easement tracts and designations must be consistent on all plans. The Plat reflects Tracts A through F, with Tract A being the Mail Creek Ditch easement. The Site & Landscape Plan shows the same number of tracts but they are designated Tracts A through D, with a definite overlap on that of the Plat. 8. Tracts B, C, D, E, and F need to be described as Utility Easement; to provide utility access to Lot 1 (Tract B), Lots 8-11 (Tract C), Lot 15 (Tract D), Lot 18 (Tract E), and Lots 19-21 (Tract F). 9. Building architectural elevations must be submitted for review. 10. If the intent is for all these patio homes to have 2-3 car garages and the driveway widths are constructed accordingly, then the separation between driveways would be minimal. What will the streetscape look like with this in mind? It is important to provide a front yard/streetscape landscape plan for this development, with a typical lot plan as a minimum. 11. The Site & Landscape Plan does not satisfy the requirements for a Preliminary/Final PUD submittal. Please review pages 4.7 - 4.15 in the Development Manual. 12. The sheet title for the Site & Landscape Plan should read "A Site & Landscape Plan for the Third Replat of MAIL CREEK VILLAGE AT SOUTHRIDGE GREENS P.U.D. - Preliminary & Final". 13. The legal description of this request needs to be modified to delete the reference to Tract A of the Second Replat of Mail Creek Village. This should be done to satisfy a concern about the Second Replat being recorded in the County without being reviewed by the City. Wally Muscott, Brian Shear and myself met on November 12th to resolve this concern. This completes staff's comments at this time. In order to stay on schedule for the December 16, 1991, Planning and Zoning Board hearing you should be aware of the following deadlines: Plan revisions are due November 27, 1991 by 12:00 noon. Please check with me for the appropriate number of each document to submit. PMT's, renderings, and final revisions are due December 9, 1991. Final documents, including all signed mylars, are due December 12, 1991 by 12:00 noon. I think it is important to meet at your earliest convenience to discuss these comments and concerns.
