Setback from Lemay Avenue to parking is to be 100 feet. 7. Internal parking lot layout to be prioritized. 8. Location of curb cuts on Lemay to be approved by City. 9. Line-up curb cuts on Wheaton with existing curb cuts._ 10. Access to Wheaton should be provided. 11. Suggest maintaining greenbelt on Lemay as platted on west side of Lemay Avenue. 12. Provide pedestrian connection to properties to the east. 13. Staff is concerned with construction of Lemay Avenue and conditions may be placed on development. 14. Job No. 83-269-010 City of Fort Collins Storm Water Drainage Department 300 LaPorte Avenue Fort Collins, Colorado 80522 Attn: Mr. Phil Waite Dear Phil: FncloCed please find the response to your comments addressed to Courtney Park P.U.D. dated 5/8/84. 1) Fxhibit C now shows the h_storic drainage basins X, Y and Z. 2) In the final grading and drainage plan, basin C and E will be combined. The individual release points onto Gtieaton Drive were a result of the preliminary grading plan. 3) Spring Canyon lateral will remain as is. Basin A will remain as i5 except for a clean-up and possible landscaping. The detention area for basin D will not affect Spring Canyon Lateral. 4) My apologies for the inclusion of the first five pages of the calculations. These were preliminary calculations to give an idea of the amount of detention. I have included as part of the revisions to the Preliminary Storm Water Drainage Report the correct pages in the correct order. My apologies. 5) Calculations for basin D are now included in this report. They are found on pages 3 of 12 through 5 of 12. 6) The rnuz-off coefficient of 0.60 is calculated by determining the areas of impervious and pervious characteristics. In determining the weighted average runoff coefficient of. 0.60 is relevant to this site. I have included, as requested from Ms. Bonnie Tripoli, two revised copies of this Preliminary Storm Water Drainage Report to be forwarded to you. Box 580 Fort Collins, Colorado 80521 ATTN: Cathy Chianese Dear Cathy, The following revisions have been incorporated into the Courtney Park Preliminary P.U.D. submittal. 1. The northern segment of the continuous traffic loop through the site has been eliminated and replaced by disconnected parking nodes which are buffered from single family houses to the north by lower scaled buildings. 2. The continuous 125' greenbelt setback at Wheaton Drive has been replaced by a landscaped green area which varies from 50' to 155', allowing access to the clubhouse and active open space in a more effective manner and a more desirable undulating streetscape. 3. The previous plan of eleven two and a half story buildings has been replaced by a layout of nine two and a half story buildings oriented away from the single family homes, transitioning to three one and a half story buildings across Wheaton from the single family housing. The one and a half story bui ldings are also the smallest footprint buildings, helping to blend with the scale of the single family houses. 4. Access to the site off Wheaton has been moved to allign with Kingsbury Drive instead of New Bedford to alleviate neighborhood fears of increased traffic on New Bedford and provide better future access to the neighborhood center. Dimension sidewalks, parking areas, street flowline widths, and parking lot radii. 2. Building envelopes require more dimensions. 3. Sidewalks are to be designed to City standards. Handicapped ramps are to be provided at all intersections. 4. Parking lot setback from Wheaton Drive to be 60'. 5. Developers ,gill be required to sign agreement for participation in future improvements to Harmony Road. 6. Ditc"I company approval must be obtained. 7. Offsite easements required for drainage. 8. Indicate easements on site plan. 9. Building envelopes should be clearer graphically on the site plan. 10. Pool and Clubhouse are to be within a building envelope. 11. Provision of utilities to buildings may be difficult due to the location of buildings adjacent to paved areas. 14. Thy density figure listed on the site plan should reflect City Council decision on the PUD. 15. Specifically indicate height of buildings on the site plan. 16. The landscape plan appears to indicate berms within the detention ponds. 17. No Certificate of Occupancy (CO's) will be issued on Courtney Park until Lemay improvement, to Horsetooth Road, is completed. Revised dra,;gings addressing the above concerns are to be submitted by November 7, 1984.
