The revision of the building on envelope no. 1 of Cottonwood P.U.D., will not change the drainage calculations or sewer and water service require- ments. The storm run-off quantity and flow direction will remain the same as shown on the utility plans for Cottonwood P.U.D., as approved in 1981. Brunton, City Manager PF: Consider the Cottonwood PUD: Preliminary Plan In this revision of the initial preliminary plan presented to the City Council at its June 1, 1976, meeting, the petitioner has responded to Council concerns about the originally proposed placement of two commercial buildings at the corner of Stover Street and East Drake Road. The City Council had referred the initial plain back to staff to work out a more suitable location on the site for the commercial uses permitted by review within the planned residential. zone. The plan is for 312 units of single -and multi -family development on 52 acres at the northeast corner of Drake Road and LeMay Avenue. The revised plain essentially reverses the locations of the proposed day care center, and these two commercial structures. Also, the revision relocates the swimming pool from a southeast location to an area between the single-family and multi -family development and provides an additional access path to the active recreational area. The new location for the day care center seems less appropriate than initially proposed, and the other commercial uses seem well suited for the corner, pro- vided City controls concerning commercial uses prevail. Because the City has review over the nature of commercial uses within a PUD, retail commercial. activities can be prohibited while certain office uses allowed. In that the Council and interested citizens at the June 1, 1976, meeting appeared most con- cerned over the possibility of retail uses on the corner, the City has the option to allay these fears by imposing use restrictions for commercial structures within the Cottonwood PUD. Recommendation: The City Administration recommends that non -retail, commercial uses allowed in the R-H,-high density residential zone, be allowed for the non -day care commercial buildings in the Cottonwood PUD, and that the Stover Street --Drake Road corner for such commercial activities, as proposed, continue. 28 C I T Y t) I' F (-) P T C D I, I, I N S hlf��h1t)itANi)U^1 August 17, 197E TO: The Honorable. Final Plat The Cottonwood P.U.D. consists of 52.28 acres of property located on the northeast_ corner of Stover and East Drake Road. The proposed zoning is R-L-P. TOP preliminary plans were reviewed by the City Council at its Junp l and 22, 1976,ireptings. At its August 9, 1976. meeting the Planning And Zoning Ward voted unanimously to recommend approval of the final plat providing the condition; on the density and the various technical revisions and Amenities are provided. Enclosed is a memo from the Planning Department on this subject. Recommendation: The Administration recommends that the City Council adopt the iinal plat- of Cottonwood P.U.D. with the following conditions. (1.) Thu project should be phased so that at no time will the accumulative density ot the project exceed six units per acre. Similarly, the nonresidential use should he developed only after the dwelling units on which they are pro- portionat-elv haled under the P.U.D. Ordinance are developed. Dear Maurice: Telephone 303 484.4220 I have discussed the question of restricting building permits from one common access within the Cottonwood P.U.D. with Roy Bingman. He is in agreement that there would be no problem in the northerly section of the subdivision provided adequate circulation within the subdivision is provided. Specifically, once the normal conditions for receiving building permits are met, those lots on Cambridge Drive and Vanderbilt Court may receive building permits with a ccnTmn access to the city street system at Stover Street and Cambridge Drive. For permits in excess of 660 feet from Stover Street, interior circulation will be required. If you have further questions concerning this matter, please contact me. Dear Maurice, Telephone 303 484-4220 This letter_ is submitted in response to the street repairs which will be necessary on Stover Street in order to supply utility services to the Cottonwood Sid)division. As there appears to be no other method of providing services to those lots fr_ont.inq on Stover Street other than cutting the paving which was constructed in 1973, the City will require that if the patches settle or }x jre a maintenance problem that the Developer place a one -inch asphalt overlay on the entire street. I have discussed the situation with Roy Bingnv-m, Director of Engineering Services, and he agreed that if an overlay is regliir_ed that the City would pay for one-half_ the total cost- of construction. We are granting this request due to the pressures of the neighborhood even though it might have an adverse affect on traffic flow in the area. Therefore, we feel this variance should not be used as basis for future variances. Thomas ftirphy's request to be allowed to release storm water runoff from Cottonwood P.U.D. lst phase into the existing detention pond located in the Southeast corner of Cottonwood P.U.D., I have the fol- lowing comments. After reviewing the drainage runoff characteristics for Cottonwood Sub- division it was determined that the existing detention pond does have enough capacity to handle the runoff from the 1st phase of Cottonwood P.U.D. Mr. Murphy's request is hereby granted provided the following conditions are met: 1) A grass lined drainage channel from the lst phase to the existing pond must be provided with enough capacity to channel the 100-year developed runoff flows produced by the 1st phase development. 2) Erosion control must be provided at all erosion prone areas. (ie. the transition from asphalt to channel.) At such time when the 2nd phase of Cottonwood P.U.D is built, Mr. Murphy will be renuired to regrade the existing detention pond to match that shown on the approved final grading and drainage plan of Cottonwood P.U.D. by JCR Engineering and dated September 8, 1981.
