The plans submitted were reviewed by numerous City departments and other agencies. The comments are offered by Staff to assist you in preparing final plans for building permit issuance and utility plan approval. At this time I have not received comments from the following departments: US West and Natural Resources. I will forward any additional comments upon receipt. Please return all redlined plans and 4 sets of utility plans for review. And 5 site plans if you plan on changing the site plan layout from what was approved by minor amendment. Collins, Colorado Dear Sheri, This is a response 1:0 your project engineering comments regarding Lot 2, Corral Business Park P.U.D. First Filing dated September 4, 2001. Original comments, and responses to each, are provided. Will need a mylar copy of the site and landscape plans to final the minor amendment. R As you and I discussed, we now recognize that the minor amendment process may not have completed. We will coordinate mylar requirements further when utility plan mylars are submitted. Apparently, the requirement for mylars was not made clear in Ted Shepard's Minor Amendment acceptance letter to Pinecrest Planning and Design dated June 16, 2000. A copy of that letter is attached for your immediate reference. The utility plans do not match the redlined site plans that were submitted as a minor amendment. 1 have marked the areas of deviation. R As you and I discussed, the site plan changes on the east side of the building were made in order to accommodate the approved east building elevation view for the overhead door location according to the approved minor amendment. We have added a handicap parking space to conform to the approved minor amendment. We have relocated the trash enclosure to conform with the location shown on the approved minor amendment. Provide the correct general notes. See attached list. I can also -email a copy to you if you would like it. R The general notes have been changed and now reflect the latest version received from the City of Ft Collins. The comment requested a letter from the adjacent property owner accepting and allowing improvements on that property. Shear Engineering Corporation responded to a similar comment on September 21, 2001. At that time the following comment and response was provided: You are showing some curb and gutter to be done off site to the west. Off -site easements are needed for any work off -site. R The owner of Lot 2, Corral Business Park First Filing is Western Trade Supply (Tom Luevane). This is the same owner of the lot to the west, Lot 16, South 13 Subdivision. A letter from the Poudre Valley Fire Authority, indicating fire flow requirements, is required. 5. Extended services, as shown on sheet 4 of 6, are not acceptable. 6. In order to complete your submittal for the May 20, 1985 Planning and Zoning Board meeting, revisions reflecting these comments should be submitted no later than May 1, 1985 at noon. Comments that can not be noted on the plans should be addressed in writing. 1. Show where curb cuts exist or are are proposed to serve Lots 9 and 10. These curb cuts should line up with those to the north. 2. Access drives should line up wherever possible. 3. Off -site street improvements will be required. We should meet as soon as possible to determine if and how they can be phased. The Traffic Impact Study should be used to justify phasing. 4. Dimensioning is missing on the southernmost driveway. 5. Smokey Street is misspelled. 6. Dimension interior radii. 7. Engineering is concerned with location of access drives relative to easements. Discuss this with Bonnie Tripoli. 8. Bonnie has found several problems with the plat. Contact her on this. 9. Handicapped access ramps should be better located. 10. Dimension the walkway adjacent to parking. All access roads, including the loading zone must be posted "NO PARKING" for emergency access reasons. 13. All access roads should be shown as easements. 14. The 6" water main may not provide adequate fire flow. Each building will need to evaluated based on size and risk and sprinklers may be required. 15. Show hydrants on the plan. Additional hydrants will be required. 16. Comments made by Storm Drainage Staff in August advised against - lot -by -lot detention. A single large pond is recommended for efficiency, cost and maintenance reasons. 17. Initial storm frequency is 10 year, not 2 year for this site. Double check street capacities. 18. Contact the Parks Dept. regarding drainage into the ditch. Note Section 1.2.7 in the Drainage Manual. 19. Contact Gary Huett of Public Service Co. regarding a suggested change in the easement line east of buildings 4 & 5. 20. The smallest dimension of the loading zones must be 10' and it may not extend into an accessway. For each building up to 20,000 s.f. in size, 1-500 s.f. loading space is required. For square footage over 20,000 s.f., an additional 500 s.f. is required. 21. Lot #7 will be allowed only one freestanding or ground sign. 22. Indicate height and material of trash enclosures. 23. Show bike racks on the site plan. 24. Show easements on the site plan. 25. Extend the sidewalk in front of building #1 back to Smokey Street. 26. Extend the sidewalk adjacent to building #6 to the east property line and to the access drive. 27. Indicate how mechanical equipment for the buildings will be enclosed. 28. How does the project achieve an overall reduction in energy use (all development criterion #29)? 29. A note should be added to the plan regarding screening of outdoor storage areas. Corral Comments 4/24/85 - Page 3 30. More detail is needed on exterior materials. What type of masonry? 31. Building foundation plantings should be provided throughout the plan. 32. Additional street trees should be provided (at least one per 45-50 ft. of frontage). 33. A higher berm and fencing should be provided on the south property line. 34. Screening/buffering should be intensified on the north and east sides of the project. 35. Sight distance may be a problem at driveway intersections and entrances to parking. Please reevaluate the landscape concept at these locations. 36. The proposed development appears quite intense. Improved landscape screening and attractive building materials that make a positive contribution to the area could mitigate the impacts but Staff does have questions regarding use of the site. The site design and building plans do not lend themselves to the uses specified on the site plan. The uses listed frequently require outdoor storage and display areas and none are shown. The specified uses also require loading bays and service areas while the submitted elevations portray more of an office concept. How would a greenhouse or construction services use fit in? 37. Topographic information and scale should be on the plans. 38. The Police Department has requested that more interior security lighting be provided. They are concerned that this intensity of development and the site layout creates an area which is difficult to patrol. Let me know when you wish to meet on these items. P1.11's, colored renderings, and copies of the plans for the Board are due by 4:30 on May loth. Final documents (mylars, development agreement) are due on May 16th. It is very unlikely that the work for this project will be completed by March 31, 2000. Therefore new easements for the grading and construction of the retaining walls on the property lines are needed. Attached is a DCP application.
