Box 580 Fort Collins, CO 80522 ATTN: Storm Drainage Division RE: Collindale Recreational Facility Dear Sir: This letter is submitted as an explanation of how storm drainage will be controlled for the proposed Collindale Recreational Facility. The Collindale Recreational Facility, consisting of 1.164 acres, is located on the east side of Lochwood Drive approximately 400 feet north of Horsetooth Road. The Collindale Commercial area is located between the site and Horsetooth Road. The intersection of Lochwood Drive and Horsetooth Road is a high point, therefore, offsite drainage from Horsetooth Road does not enter the site at this point. The Commercial area, the Recreational site, and a strip of land approximately 100 feet wide along the east side of Loch - wood are the only contributing drainage areas to Lochwood Drive. There- fore, it is obvious that the street will be able to handle the initial and major storms in accordance with the City's storm drainage criteria. Future development areas east of the Commercial and Recreational sites will drain to the east. Stormwater detention for the Collindale area is combined with the South - moor Village development. This is in accordance with the drainage con- cept as approved in the initial development stages of the Collindale project. Utility and storm drainage planning must be coordinated with development of adjacent parcels. 2. A 24-foot driveway access into the site, given the development potential of adjacent parcels as designated on the Collindale Master Plan, is not adequate to service the area. 3. 4. A A temporary turnaround should be provided with this project at the end of the accessway planned for the recreation facility. The applicant will need to submit a request to the Assistant City Engineer for Development to vary the 200-foot spacing requirement between curb cut. The kiddie pool, lifeguard station, diving boards, and volleyball courts need to be within a building envelope. Five copies of the revised site plan must be submitted to this office by Wed- nesday, April 7, 1982. On Monday, April 19, 1982, an 8-21"xll" reduction and colored rendering of the site plan must be submitted. If you have any questions, please feel free to call. As stated in this letter, we are utilizing the existing combined storm drainage facilities of Collindale area and the Southmoor Village East development. This is in accordance with the drainage concept as approved in the initial development stages of the Collindale project. We are requesting a variance regarding the on -site detention for this site. This variance was granted for the Collindale project and we are conforming to those conditions for this phase. Should there be comments or questions concerning this please contact me. Due to the fact that the existing drainage facilities located in the Southmoor Village East and Collindale areas have been designed and built to accept the initial and major storm run- off from this site, and that stormwater detention for all of the Collindale area including the recreational facility is included in the Southmoor Village development, I can see no problem with your request. A variance in the detention requirements for the Collindale Recrea- tional Facility is hereby granted provided the final finished grad- ing of the site does not create any erosion or inconvenience to offsite areas due to point discharges.
