In this discussion, I informed you that the City of Fort Collins does not require of the developer any specific permits for the installation of public improvements. We do require a developer to provide us with a set of drawings prepared by a licensed engineer in the State of Colorado. These plans are reviewed by various City departments for comments relating to City design standards and construction specifications. After these plans have received sufficient review by the City departments they are given to the City Engineer for his signature. When a set of drawings have been signed by the City Engineer, a project is then ready for construction. In effect, the City views the approved set of plans as the necessary permit to begin construction of the improvements as shown on the plans. No further permit is required until the start of the building structure. However, prior to the release of any building permits, the Engineering Department does require water and sewer mains with services be installed and initially accepted, and an all weather surface roadway for emergency vehicles be constructed. GARY GREATHOUSE RE: IRRIGATION LINE CIMARRON WEST SHIELDS & DRAKE Dear Mr. Greathouse: This is to confirm our verbal agreement at the site on June 6, 1985, to changes in drawings as prepared by Parsons & Associates for the above referenced project to comply with Colorado State University's requirements. The irrigation line is located on Shields street from approximate station 5 + 55 to approximate station 10 + 00. The irrigation line is approved by Colorado State University with the following modifications: Manholes at station 5 + 55 and 9 + 90 will be changed to pressure manholes. The existing 21" RCP pipe at approximate station 11 + 00 will be fitted with a state highway flared end section with a bar screen and a smaller screen attached to the bar screen. Directly in front of this flared end section, a 4.6 CFS Mechanical Ditch Cleaner will be installed. 1 additional 4.6 CFS ditch cleaner will be provided to Colorado State University. The installation of this line will be completed so that Colorado State University may turn the water on by June 10, 1985. If the mechanical ditch cleaner cannot be installed by the above date, the bar screen will be maintained by the Contractor until the mechanical ditch cleaner is in place and working. Box 580 Fort Collins, CO 80522 Dear Mr. Waite: Referencing the final grading plan for the Cimarron West PUD (pg. 11 or 21, signed by City Officials on 2/20/81), this is a formal request for approval to reroute the designed 15" diameter RCP storm drain (Raintree Drive flowing west along Drake Road to the flared end section). The Storm Water Drainage Report for Cimarron West PUD (January, 1981) indicates that the two year release rate for the 4.59 acre basin "A" (currently designed to flow to the 15" diameter RCP and west) would be 1.07 cfs. It is proposed that a 15" diameter RCP be constructed running east from the east rim of the designed detention pond, with use of a restrictor to allow only 1.07 cfs to flow to the new catch basin at Drake Road and Shields Street. JCR Engineering 211 West Myrtle Fort Collins, CO 80521 Dear Mr. Roesser: In reference to your letter to this office dated December 1, 1981 regarding the drainage at Cimarron West P.U.D., I have these ccarments. Your request to re-route the historic release from the detention pond in Basin "A" to the new curb inlet at the southwest corner of Drake and Shields seems reasonable. After investigating the as -built capacity of the new storm drain it was found that these is enough capacity to handle the additional 1.07 cfs you intend to route into the inlet. Approval fran the storm drainage department is hereby granted provided the revised design meets City of Fort Collins standard specifications for the construction of storm sewer. Sincerely, Robert W. These revisions are required to be approved by the City before the project will be permitted to proceed to the Planning and Zoning Board.
