Box 580 Fort Collins, Colorado 30522 Dear Mike: The purpose of this request for a variance to City Standards is to obtain a)proval of in -place road improvements which vaere built as a part of an earlier project. Charleston was originally designed and partially developed as a townhome project serviced by a private street. Due to changes in the single family housing market, it is heinn redesigned as detached single family housing, ,%,hich is best serviced with public streets. The conversion from the private street as designed to a )ublic street leaves a number of items sub -standard. We are proposing, as indicated on our utility drawings, the reconstruction of the following items to City Standards: 1. The pans :,/hich cross the internal cul-de-sacs(5' wide instead of 4'). 2. The radii on the east side of these pans with spandrel as required. 3. Replacement of the patterned concrete at each entrance to the project with a City Standard )an and A.C. patch. 4. The internal cul-de-sacs are redesigned to City Standards. Je request a variance from City Standards on the following items: 1. The short radii on the internal street near each entrance. Although these curves are far belo�j standard, they are quite comfortable to drive at speeds up to 20 mph and represent no safety hazard. Because of con- fiouration of this street, and the proximity of these curves to the intersection, it is unlikely that anyone gill be driving over 5 mph at these curves. It is my opinion that reconstruction of these curves mould be an tinnecessary financial burden and would result in an excessive en- croachment on the existing townhones. 2. The short radii on the returns at each entrance to the project. These entrances were originally constructed as driveways since the internal street +.eras orginally a private street. He propose eliminating the patterned concrete and reconstructing with a standard pan and asphalt as designed for a normal intersection. However, we would like to leave the short radii on the returns in order to eliminate the need to reconstruct a street light and power vault. Mike Herzig Page Two 6/3/87 3. The internal street is built as 24' from flow line to flow line with 6 foot wide parking gull -outs on each side for most of the full length of the street leaving essentially no opportunity for parking within the 24' travel lanes. With this configuration and the fact that none of the proposed units -Face on this street, I feel there will not be an access problem and the existing street essentially meets the intent of the City Standards. Box 580 Fort Collins, Colorado 80:522 RI: Charleston Variance Request Dear Mike: In addition to the previously submitted variance request for existing irprovewents in Charleston, I !"could like to request a variance to the minimum curb radii entering a cul-de-sac. Current City design criteria call for a 50' radius as a street transitions into a cul-de-sac. Rutledge Court has cul-de-sacs proposed at each endwhich if constructed to these standards would negatively impact other design features of the project. On Rutledge Court to the north of Charleston Way four perpendicular parking stalls are required to service the existing townhomes. We have designed a 25' radius entering this cul-de-sac in order to avoid eliminating one or two of these parkinn snaces. On Rutledge Court south of Charleston Way we have designed a 25' radius in order to allow room for a driveway to enter the street on a straight portion cf the street.
