Planning Objectives Market Centre P.U.D. is located in the Center for Advanced Technology master planned development. The land at the northeast corner of Drake Road and Shields Street was envisioned as a Community Center but was scaled down to a Neighborhood Center with the current Overall Development Plan. The proposed uses include a grocery store, drug store, retail shops, bank, restaurant and office buildings. Existing uses on the site include Cinema Savers Movie Complex, a Conoco Convenience Store, Performance Tune Car Service and the Allnut Funeral Home. A three-story 95 unit congregate care facility and medical office complex is planned south of Centre Avenue. This corner of two important arterial intersections is the hub of an existing mixed use neighborhood. Our intention is to promote seasonal items such as pumpkins, Christmas trees, floral and plants and seasonal produce sales in the plaza. In addition, we will promote community events such as bike rodeos, safety events and fundraising events like car washes, bratwurst shed sales and cookie and candy sales for schools to name a few. We would like to ease your minds and assure you that all of the events we foresee taking place would be as attractive to our project as possible. All events would be staffed. with professional, responsible people with adult supervision. We would also like to propose a partnership project with the city utilizing a series of flag poles to carry city-wide announcements of upcoming programs and sporting activities. We feel this would promote city involvement in this area of Fort Collins. In addition to these suggestions, we would like to have two sets of ballards in the parking area of market plaza to section off the promotion area for customer and pedestrian safety. Finally, we would like to assure you that events which are not in thE! best interest of good business or which do not promote positive community involvement will not be allowed in the proposed area. Based upon past meetings with the City, CSURF, and Sear -Brown dated 7/24/97, 8/12/97, 8/20/97, 9/5/97, 9/8/97, 9/25/97, and individual phone conversations, the following list is our understanding of the components that were agreed upon. 1. (Meetings held on 7/24/97 and 918/971: The roadway typical section will be 50 feet from flowline to flowline. The top of pavement will be crowned with a 2-percent grade. The typical section will consist of a 4-feet wide landscape zone between the back of curb and the proposed sidewalk. This landscape zone will have a minimum grade of 2-percent �k sloping towards the roadway. The sidewalk will be 5-feet wide and will have a minimum slope of 1/4-inch per foot sloping towards the roadway. There will be a 2-feet earthen bench adjacent to the sidewalk. This bench will have a grade of 2-percent and will slope away from the sidewalk. With the exception of the 2-feet earthen bench, the described typical section will continue through all box culvert crossings. The construction drawings will include erosion control protection, however, landscape and irrigation plans will not be included. 2. [Meeting held on 9/81971: The construction drawings will be prepared in accordance with City standards. The survey datum for the drawings will be on the City Black Bolt p)� System. The maximum road profile grade will be. 5-percent. The minimum road profile grade will be 0.4-percent. The profile drawings will show proposed left and right flowline grades. Construction (profiles) will be extended at existing pavement (match/intersection) locations to provide smooth transitions. Cross -sections will be shown at 50-feet intervals for grades greater than 2.0 percent. Detailed construction information will be shown at both intersection locations. 3. [Meeting held on 9/5/971: Key Maps will be shown on the construction drawings showing the overall site plan of the roadway improvements. 4. (Meetings held on 9/5/97 and 9/8/971: Based upon the blueline drawing submittal to the City (dated September 4, 1997), the horizontal curve C-3 will be changed to a 800-feet to D� 1000-feet radius. The remainder of the horizontal curves (C-1, C-2, and C-4) will remain at minimum 610 feet radii. With the above conditions, the general horizontal alignment will remain the same. Based upon the blueline drawing submittal, the vertical curve (VC) at PVI Station 21+85 will be moved to the south and lengthened to 300-feet. The VC at PVI Station 28+24 will be lengthened to 400-feet. The VC at PVI Station 40+25 will not be less than 125-feet. The VC at PVI Station 47+30 will be Iengthened to 300- feet. 5. (Meetings held on 9/5/97 and 9/8/971: Construction drawings will be prepared for the storm sewer system of inlets and pipes necessary for draining Centre Avenue. Along with 0 general curb capacity Iocations and Iow point locations, curb inlets will be shown on both sides of the roadway just south of the Sherwood Lateral culvert and just north of the Spring Creek culvert. �. (Meeting held on 9/8/971: The CAT 19 Project will be referenced on the Cover Sheet of the construction drawings. 7. [Meeting held on 9/81971: Construction drawings for the box culverts will be prepared per City requirements. Matt Baker provided culvert details showing railing, parapet wall requirements (i.e. Georgetown brick), etc. This information will be incorporated into the design. (09. [Meeting held on 8/I2/97]: Construction drawings will be prepared for a 12-inch waterline along Centre Avenue from Research Blvd. to the existing 30-inch main (about 3000 feet north of Research Blvd.). At this point in time, a waterline from the 30-inch main to the existing main under Center Avenue (near the Holiday Inn) will not be designed. 0. [Meeting with Ditch Companies held on 8/23/97]: The irrigation culvert capacities v1` (Larimer No. 2 Canal, Sherwood Lateral, Arthur Ditch) will be hydraulically sized and structurally detailed. The Larimer No. 2 Canal size of S-feet by 20-fect (dictated per ditch company) will be confirmed. The Larimer No. 2 Canal and the Sherwood Lateral will be realigned to cross Centre Avenue at 90-degree angles. Sear -Brown will coordinate with the respective ditch companies. The Sherwood Iateral north bank between Centre Avenue and the railroad tracks will be hydraulically sized to contain I - foot of freeboard. The Larimer No. 2 Canal's realigned channel cross section will be hydraulically sized to contain 1-foot of freeboard. 11. [Meetings held on 7/24/97, 8/12/97, 8/20/97, 9/5/97, and 9/25/97]: The Spring Creek culvert crossing will be hydraulically sized and structurally detailed. This effort will include updating the future fully developed 100-year SWMIvI hydrology model (provided by the City) with the proposed Centre Avenue improvements. Additionally, the Spring Creek crossing and the Centre Avenue improvements will be hydraulically analyzed as they relate to the existing condition of the FEMA requirements. The goal is to avoid a FEMA CLOMR and LOMR process. The survey datum used for the modeling will be the City Black Bolt System plus 0.34 feet (this will be equivalent to the Ffi1,v1A NGVD 1929 datum). The detailing and final size of the culvert crossing will not be completed until the updated hydrology model and culvert sizing is approved by City Stormwater and FEMA. At the time of approval, Sear -Brown will prepare details for the box culvert. Depending on the approval tiae, this effort may have to be inserted into the construction drawings as a revision. 114 box culvert will. be oversized to allow for the Spring Creek: ce ' path to cross under Centre Avenue. Some utility companies include U.S. West, Public Service Company, TCI of Fort Collins, etc. 14. [GeneralJ: At this time, the following schedule is proposed for the project: • November 3, 1997 - Submit Construction Drawings for City review. • November 17, 1997 - Receive review comments back from City. • November 24,1997 - Re -submit Construction Drawings for 2nd City review. • -December 8, 1997 - Submit final mylars to City for signatures. • December 15, 1997 - 100% Construction documents including Development Agreement if you have any questions or comments, please feel free to contact us. (Steele's Market and Long's Drugs) has submitted for Final P.U.D. As you are aware, the extension of Centre Avenue is a critical offsite street improvement tied to this P.U.D. There will be many design aspects to this street extension since it will cross Spring Creek with a bridge and feature sidewalk connections to the Spring Creek Trail. Let's make sure we are all on board on how this street and bridge are designed. The reason I am sending this message is that I heard about a scoping meeting on design issues after the fact. This may be O.K. in the short term but I am concerned about the long term as the project progresses. My opinion is that this project will need a "whole brain" team due to natural resource issues, stormwater issues, and the enhanced transportion requirements as found in the Land Use Code. Avery important issue for me is the timing issue and how best to coordinate the opening of either Steele's or Long's Drug with the completion of the street extension. I know this is an issue for the P&Z Board. Lets use Groupwise, Vcicemail, or other old fashion communication devices to keep each other informed of what's going on. Date: 9/10/97 9:00am Subject: Centre Avenue Extension -Reply Ted-- CSURF has been looking at Centre Ave since the SID #90 in the 80's. I have been involved with preliminary discussions since 1988. It appears that CSURF is now finally able to complete this project. Because of the long history of discussions, and the importance of the Federal Reseach Lab, and the politics to make this happen, the City Manager and several Department Heads are involved with this Centre Avenue project. Gary Diede asked me to set up a meeting with Sear -Brown, Kathleen Byington of CSURF, and Craig Foreman, and Eric Bracke to discuss the preliminary alignment option chosen by CSURF for Centre. We clarified the design parameters we wanted to see with this alignment. It was intended to help CSURF overcome any misconceptions they may have had from the long history of options so they could begin their roadway design. l intend to follow normal development review for utility plans. There are many stormwater and other issues that need to be addressed. The tight time frame and potential impact to Steele's will not make this an easy review. Maybe we should get together and brainstorm this project so we are all on the same page. Date: 9/11 /97 12:45pm Subject: Centre Avenue Extension -Reply -Reply In conversations between John Fischbach and CSURF on this issue, a commitment has also been made to purchase some lands from CSURF for natural area and stormwater purposes. I'm unsure of the status because I haven'l been at the meetings, and CSURF has recently said they aren't sure that they want to sell the property. At any rate, I'd like to be kept informed of status. Would a staff coordination meeting be appropriate to bring everybody up to speed and determine who needs to be involved in what? If so, I'd like both Rob Wilkinson and myself to be included. For Final P.'J.D. on November 20th, we will need dedication of right-of-way for all possible Centre I Avenue alignments. The non -selected alignments can be vacated. Everitt and CSURF should verify if, in fact, CSU is a land owner. If so, then the r.o.w. dedication may have to go before the State Board of Agriculture. A brief look at the zoning map indicates some ":Not Zoned" land but I can't tell if this is in one of the alignments. 2. For Final P."J.D., we need a submittal of a Centre Avenue Roadway Plan indicating Preliminary Design. 3. For Final P.U.D., we need a letter from Everitt that they are willing to act as a funding source, if needed 4. For Development Agreement, we will need the design of Centre Avenue, and a financial instrument to secure the improvement. Whether or not CSURF signs the D.A. deoerds . 5. We need to decide what is needed and what should be performed by certain deadlines such as Site and Utility Work, Footings and Foundation Permit, Full Permit, T.C.O. and C.O. 6. Finally, we need to decide how best to implement the "No Later Than One Year" directive from J.Fischbach on tieing the completion of Centre Avenue to the C.O. of Steeles. ILL Single Family Wood West Subdivision Meadowlark Subdivision With the extension of Centre Avenue to Prospect Road this site becomes more directly connected to the Colorado State University campus as well as the Spring Creek Bike Trail, a major east/west bicycle and pedestrian corridor. The major objective of this plan is to create a sense of place within the existing character of the neighborhood. Given the diversity of the surrounding land uses, a neighborhood center can provide neighborhood serving uses that compliment the existing residential uses by creating an environment that is safely and easily accessible by pedestrians, bicyclists and automobiles. The design features east/west and north/south pedestrian connections that prioritize safe, direct movement of people into and through the center. Worthington Circle has been terminated as a public street to allow improved pedestrian connections from the Senior housing to the north. Outdoor spaces create rest stops and places for people to gather within the center as well as a the extremities. A community pavilion is located to provide shelter for transit service and offer an architectural identity to the street scape. Plaza style overflow parking is located around the perimeter to accommodate peak parking requirements. When not needed for parking it will serve as civic plazas for seasonal events such as farmers markets, high school car wash fund raisers, pumpkin sales, etc. The network of plazas provide opportunities for sidewalk cafe dining, entertainment, vendor carts, rest areas and function as hubs for bicycle parking. Architecturally Market Centre will have a consistent theme throughout with compatible materials, colors, lighting, signage, and identity. Vertical elements such as towers and steel grid work will) accent entrances and provide visual interest. Canopies will give covered connections at storefronts and create a strong sense of rhythm with repetitive columns. Landscaping will reinforce this rhythm and accentuate pedestrian ways and will frame views to special event areas. Parking is divided with islands and large landscaped circulation corridors to minimize the visual impacts of the automobile. Raised textured crosswalks serve as traffic calming devices and prioritize safe movements of pedestrians. Market Centre P.U.D. agrees with the locational criteria used by the City for Neighborhood Centers as well as complying with the new City Plan Principles & Policies adopted November 5, 1996. College Ave. Fort Collins, CO 80525 Dear Mr. Livingston: This letter is to clarify expectations expressed by the City of Fort Collins Development Review staff at our meeting on October 30, 1997. The main issue of the meeting was to discuss the C.A.T. 19 Centre Ave. extension and its impacts to the C.A.T. 19 Market Centre currently scheduled for the November 20, 1997 Planning and Zoning Board Agenda for Final P.U.D.. It is the opinion of the Development Review staff that this project is not ready for Final P.U.D. at the November 20, 1997 hearing based upon the fact that conditions set by the P&Z Board at Preliminary P.U.D. approval have not been complied with, specifically the Centre Ave. Extension plans have not been submitted for engineering review. We are aware of your concerns, due to your lack of control over CSURF and their involvement with the Centre Ave. portion of this project, but feel the condition of preliminary approval to be of absolute necessity prior to the November 20, 1997 P&Z Board hearing for Final P.U.D.. In order for the review staff to recommend this proiect to the P&Z board for approval the City will require a formal submittal of Utility Plans for the Centre Ave. Extension. Said Utility Plans need to be submitted by 12:00 pm on November 10, 1997 for the project to remain on the November 20, 1997 P&Z Board Agenda, otherwise it will be continued to the December 18, 1997 P&Z Board Agenda_ These plans must contain horizontal and vertical alignments for the proposed roadway and adequate information for a preliminary review by all departments, including dedication of right of way and easements. These are minimum requirements and the review process may uncover additional items necessary to fully understand the projects impacts. Please feel free to include any additional data beyond these minimums to adequately convey this projects design and construction needs. If you are unable to meet these time lines, you do have the option of proceeding to the November 20, 1997 P&Z Board Meeting and asking the Board to waive compliance with the Preliminary P.U.D. condition. Date: 11 PI 3/97 4:16pm Subject: Centre Ave. Comments MEMORANDUM November 13, 1997 Marsha Hilmes and I reviewed the Centre Ave. Extension Plans that were delivered yesterday afternoon. Since they are part of the P & Z conditional approval for the C.A.T. 19th Market Centre, I thought I should get some preliminary comments sent as quickly as possible. It is also a discussion item for tomorrow's P & Z work session. The primary concern is that the plans do not address the crossing of Spring Creek as was requested. There are no details but using a scale on sheet 30, it appears the opening is a maximum of 90 feet (including the bike path) which does not match the options that have been presented in the past. Previously the options were: A. 1 - 20'xl0' and 3 - 19'x6' box culverts = 77' of culvert width B. 1 - 20'x9' and 7 - 20'x5' box culverts = 160' of culvert width I didn't find anywhere on the plans what size of culverts were being proposed for the Spring Creek crossing. My understanding was that these plans were to show a large enough opening so that the water surface analysis (HEC-2) would verify "no rise" in the 100 year flow condition. SearBrown was looking into a smaller opening, but has not presented any information for review. The preliminary analysis did indicate that the proposed project will have to be submitted to FEMA to obtain a CLOMR prior to construction unless the larger opening is used. The storm sewers and inlet sizing was not reviewed since no design report was submitted. The design report usually does accompany even a preliminary design. I still have concerns about when we will be able to get the information and the time (with multiple rounds) it will take to review it while C.A.T. 19th is under construction. The review time alone may exceed the time the Traffic Department is allowing between the C.O. of Steeles and the construction of Centre Ave. Especially if FEMA is involved. Also how do we assure it gets built? The staff report indicates it will be worked out in the development agreement. Does the applicant know what this means as far as escrow requirements? We could end up with final approval and the applicant not agree to the escrow. My general overall opinion of the plan set is that it is not really a complete preliminary design. On the other hand there is considerable information shown which will generate good comments in the continuing design/approval process. One such item is "Ted's issue" of the connecting road from the west which is not shown. I hope this helps in determining if the condition of approval has been met. Glen CC: BSMITH From: Dave Stringer TO: GDIEDE Date: 11 /15/97 11:30am Subject: Drake Road - Left turn lane for Har-Shalom Gary, At P&Z last week Al Capel got up and expressed his desire that a left turn lane be installed on Drake Road to provide access to Har Shalom. He was basically placing this responsibility on the CAT 19th project, primarily, because they are not showing anything on their plans. Since P&Z Al is saying That the City (you) promised him that there would be a left turn lane built for the church. Do you recall this conversation? According to Eric and Mike Dean the median and taper would not fit with their existing access and would probably create more of a hazard than what currently exists. The best situation would be to build an island and force the traffic to a right in , right out situation. At this point Mike D is at a stand still with the plans for this area of Drake until we decide if the left turn lane is or is not to be built. The traffic normally coming from the east will do U-turns at Worthington, or circle back through the neighborhood. The neighborhood will more than likely complain. 2. Altering the travel patterns for these patrons of the Temple will increase VMT, but only marginally. Actually the entire median policy for urban design purposes increases VMT. In place and available to serve the new development in accordance with the development agreement, or 2. Funding for such improvements has been appropriated by the city or provided by the developer in the form of cash, nonexpiring letter of credit, or escrow in a form acceptable to the city. The ability to provide funds prior to completion of improvements, thereby allowing the developer to obtain building permits, is placed within the development agreement for the specific project with the terms being agreed upon by both the developer and the City. The amount of the funds that are put in place with the City is an amount based on an estimate (reviewed and approved by the City) for the cost of the improvements (including design if a completed design is not in place at the time the development agreement is signed) plus a percentage to cover contingencies and construction mana`,einent. The usual contingency is: 15% for construction contingency for changed conditions. 10% for construction management, 3% for geotechnical testing, 3% for traffic control, and 3% for surveying totaling 34% of the construction estimate. An additional 16% of the construction estimate is added to cover the costs of inflation in construction costs over the term of the escrow. Therefore the standard accepted amount received in the form of escrow or letter of credit has been administratively determined to be 150% of the approved estimate. If cash is provided the amount has been reduced to as low as 125% as the city can utilize the interest gained on the money to offset the effects of inflation. Section 3.3(1)) of the Land Use Code, Required Improvements Prior to the issuance of Certificate of Occupancy, also allows for the escrow of funds for the completion of those items required prior to the issuance of a certificate of occupancy if the completion of those improvements places an undue hardship upon the person requesting the certificate of occupancy. All streets is one of the items listed as an item required to be completed prior to issuance of certificate of occupancy. By this it is clear that the Land Use Code allows for the completion of improvements to be delayed beyond the :issuance of building permits and certificates of occupancy for a development provided that sufficient funds are placed with the City to ensure the improvements can be completed at a latter date by the City or another party. As provided in Section 3.3(A)(3) of the Land Use Code once the improvements are built and accepted by the City the letter of credit or cash guarantee covering that portion of the work shall be released. The variance we are requesting is in regard to 4 driveway width associated with the 19" Filing. Two of these driveways are located across from each other, accessing onto Worthington, and the other two are located on the south side of the project, and access onto Drake Road. I have attached a schematic that shows these driveway locations in relationship to the site. Per City requirement, a variance request must come from a licenced Engineer. I will address justifications for this variance from an Civil Engineers perspective only. Should the City require additional justifications for this request from either a traffic or planning point of view, other more qualified professionals in those; respective disciplines should be consulted I understand that it is a City Ordinance that Driveways be no more than 35' wide. The Centre for Advanced Technology 19'" Filing site has proposed two driveways that are 38' wide, one that is 44' wide and the fourth is 40' wide. Actual configurations of these driveways is as follows: Driveway 1 - 38' total width- 2-15' wide travel lanes with an 8' wide raised median Driveway 2 - 38' total width - 2-15' wide travel lanes with an 8' wide raised median Driveway 3 - 44' total width - 22' wide travel lane, 15' wide travel lane, and T raised median Driveway 4 - 40' total width - 2-17' wide travel lanes with a 6' raised median. All of the raised medians will be landscaped. None of the median is located within either the Drake or Worthington Right -of --Way. Concrete crosspans will be extended to the Right -of -Way lines in front of each driveway, allowing the unimpeded flows of runoff across the width of the driveway. Therefore from a drainage standpoint, the additional width does not affect runoff. As you can see, all four of the proposed driveways have a raised median. This fact in essence actually defines each of these driveways into 2 separate driveways, all of which are less than 35' wide. If only actual asphalt width are considered, only driveway 3 exceeds the City criteria (22' + 15' total asphalt). These driveways have been graded such that drainage will be directed away from the medians towards the respective inflow curb sections along the outer edge of each driveway section. The consultant (Sear -Brown) will need to prepare a temporary traffic control plan for trail users which the City will need to approve. The plan will need to have signs at College and Shields to inform people of the trail closures, detour routes, people to call for info, etc. Much like we have done for Timberline project. The contractor would be responsible for maintaining the detour signs, public safety, etc. 2. The trail can be closed daily but we would like the trail open every evening from about 4:30 pm. on, and the trail must be open on weekends. The contractor will be responsible for providing a smooth and safe surface across the haul route. Stan indicated the hauling would take about one month. We do not want to get into the late summer with this work when CSU is back in session. 2. At the end of hauling, the contractor will need to provide a 2" , by 8' wide asphalt trail reconnecting to the existing trail. Stan indicated the actual construction of Centre Ave. will be done later this year or into 1999. This patch should hold us until the trail can be relocated with the Centre Ave. project. Here's what I learned and then I have a question: CSURF is working with Sear Brown, Stormwater, and FEMA on the length of the span of the bridge. Preliminary indications, based on the HEC II and the EXTRAN models, is that a 40 foot span will work. Thus it appears that the 200 foot span will not be needed saving CSURF a considerable sum of money. CSURF and Sear Brown will submit to FEMA documentation for a CLOW and LOMR. Part of this submittal is that FEMA needs Preliminary Roadway Design for Centre Avenue. CSURF is working with Bob Smith to find out how we did Timberline over the Poudre River and to what level of plan completion FEMA needs, 80%? 90%? Sear Brown is expected to submit Centre Avenue plans to Engineering around September 1st, 1998. 1 advised CSURF to coordinate a pre -submittal meeting with Engineering to discuss a timeline. I thought that if we could give them the timeline for Timberwood Drive plans that may be a fair estimation on how long plan review would be. They would like to do their bridge and irrgation ditch work this winter and then come out of the ground in Spring with roadwork. This means that plan review would have to be done this Fall. Boltz Drive --The milling and paving on Boltz Drive started on Monday, August 10 and will be completed by Friday, August 14. The overlay will be done on Wednesday, August 19, barring bad weather. The Water Utility repllaced a water line prior to our construction so the time under construction for Boltz Drive was longer then our usual projects. 2. Drake Road, Allnutt, and Steele's--The north side of Drake Road is to be improved with the current development of these, properties through a combination of the local street requirements the developers have to provide and the Street Oversizing Program. There have been two smaller developments along Drake Road (Allnutt and Norlarco) that have small amount of frontage along Drake. In order to avoid "piece meal" construction of Drake, these developments were allowed to proceed with temporary mitigation improvements (such as deceleration lanes). These developments were also required to place their financial portion of the permanent improvements in escrow with the City so the entire project can be completed at once. The project will be managed by the Street Oversizing engineering staff. Steele's Market, associated retail, and the office buildings in the CAT 19th filing have the majority of the frontage on Drake Road. The construction of these developments has triggered the need for improvements to Drake. Engineering staff is proceeding with the Drake Road project from Shields Street to Allnutt. Although Steele's will be open before the improvements to Drake are complete, the road construction project :should begin next Spring. The engineering design for Drake Road is complete. Engineering/Street Oversizing is preparing bid documents and coordinating the relocations of utilities at this time. One of the large PRPA electric line towers will need to be moved at the intersection of Drake and Shields. Since it takes several months to fabricate, ship, and install a new tower, staff began working with PRPA in April of this year. Next Spring, construction will begin with the installation of a 36" storm sewer from Shields to Research Blvd. Street construction will proceed after utilities are installed. At this time the construction schedule is still being finalized. Once completed, Drake Road will be fully improved with sidewalks, landscaped medians, bicycle lanes, bus stops and street lighting from Shields Street to Research Blvd. The only remaining unimproved segment of Drake Road between College and Taft Hill will be the frontage of the CSU Veterinary Teaching Hospital. Given these representations, and assuming that construction stays on schedule, it will not be necessary for the City to exercise its rights under subparagraphs 5.b. and 5.c. to require additional funding and/or hold the issuance of additional building permits in the CAT 19`h Filing. The meeting was with Kathleen Byington and Julie Birdsall of CSURF staff and with their consulting engineer from RBD and consulting project manager from Empire Management. They described three options for construction of Center Avenue. The first would leave the flood plain as it is with no excavation or fill on either side of Center Avenue allignment. This is the area we had previously agreed to purchase with natural area funds. The second option would excavate and create stormwater detention to the east of the Center Avenue allignment. There would be about a two -to -three foot cut and the material removed) would be used to raise the grade to the west of Center Avenue to allow for future development, bringing that area out of the floodplain. The area to be excavated is where there are existing sewer lines in the ground that would require berms to keep the pipes underneath grade. The third option would provide for some excavation on both the east and west sides and filling an area to raise for development adjacent to NRRC site. Kathleen stated that there would be a CSURF Board Meeting on the 16th of this month. At that meeting they would make a decision on which of these options to choose. The meeting was then turned over to Stan Meyers from RBD Engineering, their consulting engineer who is doing the design work on Center Avenue. He raised a number of issues that he believes need City resolution. 1. Street over -sizing. What will be the final number for City participation in the project from the street oversizing fund? 2. How much land will be inundated in the 100 year flood compared to current conditions' City Stormwater staff need to cooperate with them in order to have FEMA maps corrected in a timely manner that meets their deadlines. 3. There is currently a bike path along the south side of the Sherwood Lateral. They have designed an at -grade crossing of Center Avenue where the bike path intersects Center. They stated if the City wanted an underpass at Center Avenue for the bike path, that the project would need to be redesigned and that there would be additional fill, probably 7 to 8 feet, raising the grade of Center Avenue. They raised the question of who would pay for the redesign and the construction of the underpass. They said that Parks and Rec had previously offered $50,000 participation, but this would probably be inadequate. They talked about the possible relocation of the bike path to the north side of the Sherwood Lateral. This would require less fill and a lower road, but would require another bridge crossing Sherwood, and would also require reconstruction of the path from the railroad tracks for a considerable east -west distance. 4. They raised the issue of the intersection of Center Avenue and Prospect near the Holiday Inn, and whether it would need to be redesigned, resignalized and turn lanes installed. 5. They noted that there is a 12 inch water line in Center Avenue where it stops currently iri the Center for Advanced Technology. They plan to come down into the flood plain area to tie into a 30 inch line currently installed there. There is also a 16 inch line in Center Avenue that terminates by the Holiday Inn. They question whether or not the City, at our own expense, would want to complete the loop in that area connecting all of these water lines. 6. They had planned for a sewer line alignment in Center Avenue to serve the NRCC building. There may be a change in the design to come over land rather than in the Center Avenue right-of-way to tie into the existing 27 inch line in the floodplain. 7. They questioned the timing of any improvements to Drake Road along the Center for ,Advanced Technology frontage and the timing of those improvements to be coordinated with the construction of Center Avenue. Kathleen asked that we hold a meeting sometime between July 17 and July 24th at which all City departments who are involved would get together to make some decisions about these issues. I recommended that the number of interdepartmental issues involved would require a single project manager on the part of the City, either from the City Manager's Office (which would be preferable) or from the Transportation Department to coordinate the project. As I mentioned to you, Kathleen told me that they had not made up their minds to sell to the City the natural areas that they previously requested that we buy. That decision appears to be dependent upon whether or not they choose to excavate a portion of the area in the floodplain and raise other areas for future development. This summarizes most of the major points that arose during the meeting. Never knowing the time for development and the amount of adjustment to the trail has always made this a tough project to estimate. The location of a trail underpass of Centre Avenue seems to be best at the Spring Creek crossing. Current Stormwater requirements are for a 10' by 40' opening at Spring Creek under the proposed road. The preliminary drawings show the road surface at elevation 97+/- and the creek at elevation 87+/-. Therefore it appears the road would need to have minor, if any, adjustment to allow for the trail. The trail underpass should be 8' high by 12' wide. Minimum opening would be 7' high by 10' wid.e. The trail bottom needs to be about 1' to 2' from the bottom of the stream. This allows for gentle slopes off the trail near the underpass and minimizes rip -rap and fencing requirements. The box under Shields Street to the west is a good example to follow. The box was set 1 foot to low; or it would be prefect for the trail. Underpass options near the existing trail location do not appear feasible. Staying south of the ditch would involve considerable fill and a special structure for the trail which would cost more than $150,000. A main stormwater line will be entering the ditch from the south and causes the trail underpass to need to be raised 5+ feet. Thus additional fill is needed for the road and road grades may be less than desirable. Moving the trail underpass to the north of the ditch would involve two ditch crossings, a special structure and likely some road fill. This option would likely cost close to the cost of the south crossing option. I indicated at the meeting that we have in our plans to replace this section of trail with concrete but were waiting for the Centre Ave. project to coordinate, relocate ,if needed, the trail. It appears the option of going under the Spring Creek structure will result in the following items of work: The City would pay for the 2,400 feet of existing trail to be replaced with concrete. This cost of about $3.00 per sq. f. would total about $72,000. The suggestion was made at the meeting to bid our work with the road work and obtain a lower unit price cost. My estimate is that this could reduce our cost to $.2.50 per sq. ft. or less. Our cost could be in the $60,000 range. The City would pay for our share of the adjustments to the road/underpass at Spring Creek to allow for the underpass. Looking at the present alignment and grades; this cost appears to be minimal. Perhaps less than $20,000. The remainder of the $50,007not used at the underpass would be used to help fund the City's 2,400 feet of trail cost. The developer would pay for any additional length of trail construction costs above the 2,400 feet length. This may be only a few hundred feet in length. The developer would pay for a new trail bridge over the ditch on the western edge of the project to connect to the existing trail. This bridge would cost about $20,000. 1 % ff9-T Xrl ?V61.1 c PLACES ? The existing trail r.o,w. is about 20' wide. The new trail alignment would work better if the width was a minimum of 30' with 50' being ideal. This wider width will allow for the proper buffer on the trail edge and for the placement of a "soft path" near the concrete trail. Park Planning and Development feels our budget will work if the costs total about $80,000. This would be a very cost effective project for us. The large flood opening at Spring Creek which requires minimal adjustments for the trail, and taking advantage of bidding our work with the larger road work project is great use of the developer/City partnership. It would be nice to have a new section of trail in place in 1998 in this area. The widening to 10' concrete with land for a "soft path" will sure help the trail user in this area. Summary: If there are no surprises with the cost of the trail and trail underpass and our costs stay in the $80,000 area; we are able to fund this work in our 1998 budget. If costs begin to rise above $20,000 to $30,000 at the underpass; then we may need to look closer at our available budget.
