The following comments are offered: Regarding the Drainage Report, the methodology used to calculate the release rate must be verified by the City's Stormwater Utility. The Report indicates the release is at the 100-year rate when it should be at the two year historic rate. Please have the representative from Galloway, Romero, and Associates contact Mr. Glen Schlueter of the Fort Collins Stormwater Utility to discuss the details. 'Mr. Schlueter can be reached on our Denver line at 573-0444. 2. The actual natural gas service line will differ from those shown on the utility plan. The carwash and store will be separately metered. Please contact Mr. Gary Huctt of the Public Service Company at 221-8542 for details. 3. As mentioned at Conceptual Review, there will be development charges and installation procedures required by the City Light and Power Utility. Please contact Nlr. Doug Martine at 221-6700 for details. 4. The City has recently adopted new regulations regarding the installation of the underground storage tanks. Please contact Mr. Bob Poncelow of the Poudre Fire Authority at 221-6570 for details. 5. Staff has concerns with the northerly parking lot drive aisle connection into the Potts narking lct. This ;will remove valuable parking spaces for a parking lot which is known to have a shortage of spaces. Staff is extremely reluctant to approve a site plan which will cause a disadvantage to an existing business. Also, Staff is concerned about the aesthetics of what amounts to a frontage road between Taco Bell and Potts. This connection does not seem to add any dimension of quality to the overall site plan or the immediate area. Staff, therefore, recommends this connection not be made. 300 I-allorte venue • P.O. Staff suggests, however that additional plantings be pi ;cc:, along t c southerly property line to buffer the future residential area from the carwash and security lighting. (The Carl's Jr. site plan indicated extensive landscaping in this area.) 7. The City Forester recommends that the Sunburst Honeylocust be changed to a different variety such as the Skyline or Shademaster. 8. The size of both the Austrian Pine and the Pinvon Pine should be upgraded to 6' to 8' in height. ^. These spaces should be defined with islands to provide safe traffic flow. Since the islands may reduce the number of spaces, Staff suggests that pavement stiping be used to indicate one parallel parking space on both the north and south sides of the store. 10. Have you considered adding planters between the pumps? There are a variety of shrubs that would do well in the shaded area under the canopy. Planters are used in other stations to break up the expanse of asphalt. 11. Plcase add the following two notes to the landscape plan: "A free (no charge) permit must be obtained from the City 7:,. s :C. I r: t3 planting, pruning, or removing any trees on the public right-of-way." "All landscaping must be installed or secured with an irrevocable letter of credit, performance bond, or escrow account for 125% of the valuation prior to issuance of a Certificate of Occupancy." 12. Staff is concerned about security lighting spilling over onto adjacent properties. Since the canopy is higher than the store, the canopy lighting becomes an important site design element. The 8 x 10 colored photos of other stores indicate that there is substantial canopy lighting. Staff recommends that these canopy light fixtures be recessed into the canopy rather than protrude. This will allow light to remain concentrated over the gas pump area and not spill over to the neighboring property. 13. The recently approved Conoco gas and convenience store at the Centre for Advanced Technology and the Amoco gas and food store at Raintree Village generated substantial discussion at the Planning and Zoning Board hearings in September and October of 1988. Much of the discussion involved the amount of signage. In fact, the Amoco did not receive final approval until November due to a disagreement over the size of the monument sign. Conoco was approved for a monument sign measuring 6'7" high by 57' wide for a total of 36.75 square feet of sign copy per face. Amoco was approved for a monu- ment sign measuring 5'6" high by 6'6" wide for a total of 35.75 square feet of sign copy per face. Both signs were mounted on brick pedestals. Given the precedent of these two similar projects, Staff feels the proposed monument sign measuring 49.24 square feet is excessive and should be reduced to the scale of the two recently approved similar uses. Staff also recommends the pedestal should be brick. February 27, 198-c Page 3 ld. "I'he signature block on the plat for the Director of Planning is only allowed for an administrative subdivision review. Since this request is going to the M:inning .::id Zoning BoarJ, the signature block should be the same as on the P.U.D. site plan. By reviewing the plat concurrently with the P.U.D., you are saved $150 in processing fees. This concludes ,Staff comments at this time. For a preliminary P.U.D., the submittal is very well detailed and conipicte. I suggest we meet io discuss ihcs: comments at your earliest convenience. In order to stay on schedule for the March 27, 1989 Planning and Zoning Board hearing, please note the following deadlines: Plan revisions are dve March 9, 19S9. PNIT's, colored renderings, and 10 prints are due on March 20, 1989. Again, please call if there are any questions or clarifications regarding these comments. As one of the conditions of preliminary approval, the canopy lighting must be fully recessed. Please provide new cut sheets on this recessed specification. 2. The landscape plan does not indicate whether detention area will be seeded with a grass mix or sodded. Please specify. 3. Staff would like to re-emphasize the comment that the large hard surface paved area would be well served with planters under the canopy. Other gas stations have used planters with shade tolerant shrubs. Under straight zoning, parking lots arc required to be provided with 6% landscaping. As a P.U.D., the project has greater design flexibility but should, nonetheless, try to meet or exceed the minimum requirements of the Zoning Code. 4. The southwest corner of the site needs additional easement area to accommodate the water utility. 5. The easement width along West Elizabeth should be 15 feet not 12 feet. 6. The site plan shows a logo on the east elevation of the canopy. This logo should also be added to "rear" elevation on the Elevation sheet. 7. The elevations should be labeled west, south, north, east. Not front, right, left, rear. This will assist our zoning inspectors. 8. Due to the number of proposed signs in various locations, it will assist our zoning inspectors and the sign permitting process to list, in table form, all the signs on the property. The Drainage Report needs revising to account for off -site flooding from the southwest portion of the site. 10. The plat should show the area of the lot. 11. Please indicate the building envelopes and show the distance to the property lines. 12. The canopy and carwash must be within building envelopes. 13. Please add a note to the site plan stating: "All signs to comply with Sign Code". This concludes Staff comments at this time. Please note the following deadlines for the May 22, 1989 Planning and Zoning Board hearing: Plan revisions are due May 3, 1989. PMT,s, colored renderings, and 10 prints are due May 15, 1989.
