U S WEST will provide telephone service in accordance with the rates and tariffs on file with the Colorado Public Utilities Commission. Telephone facilities generally occupy rear lot utility easements, which must be located on terrain which permits trenching operations. The north arrow on this plat does not match north on the preliminary plat. U S WEST would require the following utility easements in addition to those shown on the plat: along the north property lines of Lots 150-151, along the side property line between Lots 159-160, along the side property line between Lots 54-55, and along the rear property lines of Lots 51-52. The developer is responsible for provision of all trench, street crossings, and ditch crossings for telephone facilities within the project, and the developer pays up front construction costs for facilities within the development. Any relocation of existing telephone facilities required by these plans will be paid for by the developer. Development c/o Chuck Betters 375 East Horsetooth Road Fort Collins, CO. 80525 Dear Chuck, Staff reviewed your submittal for Dakota Ridge P.U.D., Second Filing - Final at their regularly scheduled Interdepartmental Meeting on June 21, 1993, and would like to offer the following comments at this time: 1. U.S. West has stated that the north arrow on the final subdivision plat does not match the north arrow on the preliminary subdivision plat (nor is it consistent with the Final Site & Landscape Plan). They will require the following utility easements in addition to those shown on the subdivision plat: a) along the north property lines of Lots 150 & 151, b) along the side property line between Lots 159 & 160, c) along the side property line between Lots 54 & 55, and d) along the rear property lines of Lots 51 & 52. A copy of the U.S. West comment sheet is attached to this letter. 2. North should be to the right of the sheets on the subdivision plat, not up as shown. 3. Wally Muscott, the City Surveyor, has indicated that there are many problems with the final. subdivision plat. Please contact Wally at. 221-6588 to discuss the concerns. 4. Mark Taylor of the Water/Wastewater Department has indicated that his, comments have been forwarded to your engineer with the red -lined check set of utility plans. The Stormwater Utility has very significant concerns about this project and wants to have a meeting with the developer, Parks & Recreation, Larry Odau (builder), and the Planning Department as soon as possible. Steve Olt, the project planner, will be scheduling this meeting. Please contact him at 221-6750 with available times for this meeting. A copy of Stormwater's comment sheet is attached to this letter, as well as a red -lined Final Site & Landscape Plan that should be returned to Planning when revisions have been made. Kate Malers of the Stormwater Utility is your contact person and can be reached at 221-6589. 6. Two fire! hydrants should be added; at the corner of Wetterhorn Drive and Willow Creek Drive, and at Lots 25 & 26. 7. State on the plans who will maintain the 20' wide utility & pedestrian easement behind Lots 1 through 7 and the detention pond. Will there be a Homeowner's Association in this development? Is the developer building a paved pedestrian/bicycle walk? A cross section on the Site & Landscape Plan of this area would be helpful. A section apparently is shown on the utility plans. 8. The street tree spacing along Red Mountain Drive varies from 60' to 901. This should be more consistent and be closer to 40' on -center. There is a detached sidewalk along Creekstone Drive where street trees should be provided. Also, one street tree per lot is recommended by the City and should be indicated on the Final Site & Landscape Plan. The note ... "Trees will be planted in the curb areas along the east side of Red Mountain Drive and Creekstone Drive as shown. Trees will be maintained by the City of Fort Collins. Ground cover in these areas will be planted and maintained by the adjacent. homeowners"... should be added to the Final Site & Landscape Plan. This note is consistent with a note on the Dakota Ridge, First Filing plans. 9. The final subdivision plat needs to show the solar lots and address the solar orientation compliance (number and %) by note or legend. 10. Do Lots 160 through 166 already have existing curb, gutter, and sidewalk on their side of Creekstone Drive? If so, please label as; existing. 11. There are sight distance concerns associated with several of these lots that must be addressed. Please contact Kerrie Ashbeck of the Engineering Department to discuss these concerns,. Kerrie can be reached at 221-6750. Is Lot 63 buildable with the sight easement as shown? 12. A fencing detail and guidelines should be included on the Final Site & Landscape Plan. 13. Lots 166 (167) through 169 (170) should be renumbered on the Final Site & Landscape Plan to be consistent with the subdivision plat. 14. The pedestrian path shown along the south property line (and across the detention pond at the southeast corner) must be continued north along the east property line and connect to Willow Creek Drive between Lots 19 & 20 and/or 28 & 29. 15. Plant Note 4 should read "A Free Permit must be obtained from the City Forester...". 16. How is Plant Note 6, referring to plant quality and quantity going to end? Presently it is just left dangling. 17. What areas are included in the private open space and the common open space as referred to in the PROJECT STATISTICS table? 18. Two questions about the Planning Objectives: * under Access & Circulation - shouldn't that read "Red Mountain Drive, which gives primary access to Dakota Ridge 2nd Phase from Horsetooth Road;"? * Cinder Land Use Policies - shouldn't the Policy 79 paragraph read "within walking distance to planned high school... "? This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Please be aware of the following dates and deadlines to assure your ability to stay on schedule for the July 26, 1993 Planning and Zoning Board hearing: Plan revisions are due July 7, 1993 by 12:00 noon. Please contact me for the number of folded revisions required for each document. PMT's, renderings, and 8 folded copies of final revisions (for the Planning and Zoning Board packets) are due July 19, 1993. Final documents (including the signed development agreement, applicable mylars and utility plans) are due July 22, 1993 by 12:00 noon. Final Drainage Report Checklist Page 14 IV. NOTES/COMMENTS Note Note/Comment No. 1. Typical street cross sections have not been provided on the Utility Plans. 2. The geometric alignment of all proposed storm drainage improvements was not provided on the Utility Plans. 3. The locations, size and type of all proposed inlets is missing from the Overall Utility Plan sheets. 4. The profile view of the storm drainage system is missing various items. 5. The overflow swales are missing the water surface elevations. 6. Details of the detention pond outlet concrete headwall are missing from the Utility Plans. 7. The Engineering Plans and Drainage Report are not consistent in regards to the Under Drain System. The text appears to be missing part of the discussion of the subdrain system. The utility plan set is missing a sheet relevant to the subdrain system. 8. No flow concentration points are shown on the Drainage and Erosion Control Plan. 12. A general location description/vicinity map is missing from the Plat. 14. Riprap erosion protection should be provided at the 27" X 42" HERCP culvert upstream and downstream ends on Creekstone Drive. 15. The Dakota Ridge subdrain system must be installed in conjunction with the construction of the regional 36" outfall pipe. Specific requirements for the construction of the subdrain may be imposed. 16. Some of the Erosion Control Effectiveness calculations indicate that the "During Construction" effectiveness of the plan is below the required effectiveness. 17. A copy of the Erosion Control Cost Estimate was not included with the Drainage Report. 18. Because the Stormwater Utility will be accepting maintenance for the Dakota Ridge detention pond, an engineered spillway must be designed and constructed to operate in the event that the pond outlet becomes plugged.
