Revisions reflecting these comments are due in the Planning Office by noon on April 10, 1985, to complete your submittal for the April Planning and Zoning Board Meeting. Revisions that cannot be shown or noted on the plan should be addressed in writing. Master Plan 1. An attorney's certification is needed on the plan. 2. Engineering has questioned the streets on the southern portion of the Master Plan area. A turn -around (100') must be provided if these are to be included in the plan. 3. A road should extend to the eastern property line so that the adjacent property will have access. 4. Existing overhead utility lines will need to be relocated or an easement must be provided. A minimum of 10' in width is required by Light and Power for the easements on all streets. Public Service requires 15' adjacent to Timberline Road. 5. The plan should show where pedestrian and bicycle routes will be located, 6, The Master Plan landscape concept is good since it takes into consideration buffer areas along roadways, property lines and wildlife areas. The buffer zone along Timberline Road should be expanded, however. Kleckner March 15, 1985 Page 2 required to provide large landscaped setbacks, a requirement which contributes to a high quality appearance and enhances the development. Since Timberline Road is also planned as a major arterial, a minimum 50' buffer zone should be provided from the property line. 7. A note should be added to the plan which defines the type of industrial uses proposed in more detail. 8. The plan notes maximum building height limits in excess of 40'. 50' and 60' buildings may be too massive for the area. Although height will utimateiy be determined at the PUD stage, it does not make sense to create unrealistic expectations at this point. Preliminary PUD Plan 1. Hoffman Mill Road should be planned to extend to the east. Traffic, Fire, Engineering and Planning Departments all see a need for this extension. The cul-de-sac would not work with an extension of the road. 2. A more detailed Traffic Impact Study is required. Staff also questions some of the data that has been provided. Information on the current condition of Hoffman Mill Road is needed. Since this represents a substantial amount of work, I suggest that you contact Rick Ensdorff, the City Traffic Engineer, as soon as possible on the necessary information. 3. Off -site street improvements will be required. This will require further discussion once the needed traffic information has been submitted. 4. Timberline Road and Hoffman Mill Circle should be properly dimensioned. Street widths as well as curb, gutter and sidewalk should be shown on the plan. 5. Streets, curb, gutter and sidewalk must be designed to City standards. 6. Traffic information that was submitted calls for 70 average vehicle trips per day. Why are 100 parking spaces necessary? 7. Truck parking should be provided. 8. The phasing of parking should be shown on the PUD Plan. 9. Parking stalls adjacent to landscaping and sidewalk can be reduced to 17' in length. The compact stalls are larger than required by Code and the standard size stalls in the center are too short. 10. What is the rectangular area in the parking lot to the east of Phase I? 11. The point charts that were submitted are outdated. Please resubmit more current information. 12. The following revisions/additions to the landscape plan are needed: a. The buffer strip along Timberline should have a well-groomed, more refined appearance, rather than native. This area should also be irrigated. c. More detail on transition from native to more refined areas is needed. d. Timing of landscaping should be noted on the plan - will everything be done in the first phase? e. Less species and more repetition of selected trees would be desirable from a design standpoint. f. Provide additional coniferous tree clusters along Timberline and at building corners. g. Bermi ng should be provided along Timberline Road. Show all berms on the plan. h. More detail on the terrace and ornamental shrub beds should be provided on the final plan. 13. Staff has discussed the timing of the phases and believes that submttal of Phase III may be somewhat premature. If Phase III is submitted now, more detail is needed on the site plan in terms of building footprint, dimensions, landscaping, walkways, elevations, etc. 14. The development phasing information on the PUD Plan differs from what is shown on the Master Plan. Please clarify this. I am available to meet on these comments at your convenience. Police, Zoning, Parks, Storm Drainage and Natural Resources representatives have been given until March 15 to review the plans. As additional comments are received, I will forward them to you. PMT's and colored renderings are due by 4:30 PM on April 19th. Final documents (Development Agreement, mylars) are due by the end of the day on April 25th. Revisions reflecting these comments are also due by April 10, 1985 at noon. 1. An agreement to address storm drainage concerns relative to Chaffee Ditch is needed to cover the following: a. Who pays what? b. Design and easement c. Structure under Timberline Road 2. The Poudre flood plain limits must be delineated and included in the desi gn. _ cam., oy'S 3. A major storm spillway sounds like a good idea, but how will it�ffect flows between ponds? - sjR'`''�'r� �a�c' 4. Indicate what size "minor storm" ditch is proposed. 5. The Colorado Division of Wildlife has indicated they are trying to do away with some nesting areas in an attempt to control the geese population. It appears that we need to meet with the Division of Wildlife, Parks and Recreation Department, and City Department of Natural Resources to come to agreement on how the ponds should be handled. 6. Until Timberline is built through to the river, the Parks and Recreation Department would like to continue to have access through this property. An easement should be provided. 7. All compact parking spaces must be labeled "Compact Parking - Employees Only". 11. Indicate typical dimensions for parking spaces. 12. Each building must have a designated loading zone (500 s.f. with 10 feet smallest dimension). 13. Show motorcycle parking. 14. Show easements on the site plan and plat. 15. All signs must comply with the Sign Code which allows one free-standing or ground sign per property per street frontage. Only one of the three signs shown on Hoffman Mill Circle will be allowed.
