Bois 580 o Fort Collins, CO 80522 Dear Mr. Herzig: 1 have been asked to comment on a requested variance in a residential development known as Clarendon Hills. The variance requested is for four cul-de-sacs to have 28 foot wide streets. These four streets are Fox Hills Drive, Hobson Court, Ogden Court, and Hilldale Court. The number of dwelling units on each cul-de-sac is as follows: Fox Hill Drive - 9 dwelling units Hobson Court - 10 dwelling units Ogden Court - 13 dwelling units Hilldale Court - 14 dwelling units = ort Collins allows 28 foot -wide public streets as documented in "Design Criteria and Standards for Streets," City of Fort Collins, Colorado, City Engineering Office, Duly 1986. 1.02.10 28 Foot -Wide Public Streets. Twenty-eight (28) -toot wide public st_eems may be used in the City of Fort Collins provided they are used in a Planned ';nit Development (FUD) and meet the following criteria: a. Be a loop street or cul-de-sac which connects only with one public street. b. Have less than 750 ADT (average daily trips). C. Are not accessed from an arterial street. z d. Are not used in a single family area where w single family homes face each other across the z street. z e. One side shall be signed "No Parking" on UW standard City signs. _> • The above streets meet all of the above criteria except d and z e. While some lots are across from other lots, the short cul- de-sacs and small number of dwelling units on each street will ~ not present a problem. The lots are quite large and the size 0 of the .. ruses in this area have two and three car garages with N large driveway parking areas. Parking on the street shod' a be minimal or non-existent. in :my opinion, parking should be cc allowed on both sides of the street. The little parking that might occur on the street Would have ample gaps due to � driveways and unparked spaces. i conducted a peak hour trip generation analysis on each of the streets. Hi lldalecurt ~ represents the worst case with 14 dwelling units. Assuming a conservative peal __our factor of 0.5 and an average arrival 1ow) rate, during the afternoon peak_ hour, there wi 11 be 2.3 minutes between entering vehicles and 6 minutes between exiting vehicles. The probability that two vehicles will meet on a street is very small. If two vehicles do meet, there will be ample root; for once vehicle to utilize a parking land as a travel lane. This is a safe, acceptable design for a residential street in accordance With criteria set forth on pages 474 and 475 of A Policy on Geometric Design of Highway and Streets, AASHTO, i984. The practice of using narrow (28 feet) streets in low to ;;tedium density subdivisions is an accepted practice as documented in the following references: 1. "Recommended Guidelines for Subdivision Streets, a Recommended Practice," Institute of Transportation Engineers, Washington, D.C., 1984, Pg 5-10. 2. Transportation and Land Development, Institute of Transportation Engineers 'Washington, D.C., Stover;Koepke, 1988, pg. 87-94. 3. "Transportation Engineering Design. Figure 2. in addition to the above engineering criteria, the City of Fort Collins has consistently al1_owed 28 foot streets in similar situations. have concluded that the 28 foot street width provides a safe, efficient design for the above stated residential cul- de-sacs in Clarendon Hills. Replace irrigation crossing and finish Ag drain under Shields. D. Install 64 L.F. of 66 in. RCP. E. Build Retaining Wall "F". F. Fill for trail and to the west of Wall "E". G. Install 30 L.F. of 6 ft. X 10 ft. CBC. H. Build Retaining Wall "G". I Complete curb, gutter, and sidewalk south of Hilldale to Fossil Creek. J . Finish grading for: and install 10-in. water line and electric duct bank from Hilldale to Fossil Creek. K. 'Sub -base widened areas north of Burns and Hilldale south to Fossil Creek. L. Mr. Gary Nordick (RE: Clarendon Hills Fourth Filing - Shields Street Widening Dear Gary: As a result of our meeting of November 19th regarding this project, we have decided to allow the construction project, as you proposed it (where Shields street will not have to be closed down until March, 1992), to proceed as soon as important items are completed. The following is a list of items that must be complete before the project begins. 1. The construction plans must be signed and approved by the City. 2. An amendment adding Exhibit "B" to the Development Agreement for the Clarendon Hills Fourth Filing must be executed to allow the City to make reimbursement payments to you for the storm drainage improvements. 3. We must receive a letter from you along with documentation that the project has been properly bid, including the items affected by the change in plans for construction sequence. In addition, prior to beginning the second phase of the project where Shields Street is to be shut down to install the major culverts and the bike tunnel, easements must be secured from the property owner (believed to be the RTC) on the west side of Shields. I appreciate the effort you and your people have put into changing the construction sequencing of the project. I believe it will be better for all of us. Thanks.
