The plans indicate that you are providing concrete to the property line at the entrances. Since the access is not a public street we don't require concrete to the property line, but you can do it if you like. 4. At the north end of the property there is a two foot metal sidewalk culvert per the total petroleum plans. WEB have located the swale at the south end of the property and have modified the landscaping and surfaces accordingly. g. The grease trap has been moved. 6. Transportation a. Sidewalks have been added. b. Site Plan and Landscape Plan show the new sidewalks. C. Currently there is no service north bound on College. There is a stop at Willox and College. 7. City Forester a. Street trees have been moved to the strip between the street and sidewalk. b. Note has been added to Landscape Plan. 8. Current. Planning a. Planning signature block has been modified. b. vicinity Map has been so modified. C. Legal has been modified as requested. d. Note 1 has been changed. e. Light poles have been added to the Plan. They are to be 24 feet high. they will match the existing lights on the Albertsons property. They will be mounted on a 3 foot high base. There will be soffit lights concealed within the building overhang on all sides of - the building for security. f. Elevation of the trash area is shown and the gates are noted as metal. g. The word current is eliminated from note #9. h. Site information for Total has been shown. i. Sidewalk widths are now shown. j. Building size has been added to the foot print. At this time a restaurant is a potential for the north end of the building but no lease has been secured. I have added the potential location and size. The size is subject to vary in. accordance to any lease agreement. k. Building Materials List has been moved to the Elevation Sheet. A Color Board accompanies this submission. 1. Raised patterned concrete is noted at the sidewalk crossings of the two drive entries of the building. 0 0 M. All patios and sidewalks are concrete. n. No. So added. o. Daniel Moore of the City of Greeley offered the following comments: a. The same comments as offered before, regarding the Greeley water main easement, still apply to this new layout proposal. Copies of the comments dated 12/26/96 and 3/19/97 are attached to this letter. b. There is no concern about the new building layout. C. All utilities must submit a crossing plan to the City of Greeley for review. d. Please call Keith Ikenouye, at (970) 381-3586, for locations and construction inspection within Greeley's water main easement 48 hours in advance. e. The landscaping as shown on the 5/23/97 plan is OK. f. No detention ponds are allowed over the water main easement. 2. Roger Frasco of the Poudre Fire Authority offered the following comments: a. The building is out of access as measured from the drive to the east of the site and, therefore, it must be equipped with an automatic fire sprinkler system. 281 North College Avenue • P.O. The Building Code requires that a building over 5,000 square feet in size be protected by an automatic fire sprinkler system. Note 13 on the Site Plan confirms that a fire protection sprinkler system will be installed. C. A fire hydrant must be installed on the existing drive directly east of the proposed building. It could be placed where the 6" fire line will be tapped into the existing 6" water line. Please contact Roger, at 221-6570, if you have questions about these comments. 3. Gary Lopez of the Zoning Department stated that if the canopy/awning is to be a fabric material then it must be opaque. No backlit lighting is permitted if the signage for the uses in the building is on the canopy/awning. 4. A copy of the comments received from Sharon Getz of the Building Inspection Department is attached to this letter. 5. Clark Mapes of the Advance Planning Department suggests that a base [material] element be added to the building. Something possibly protruding slightly, possibly a smooth -ground face, or a darker color. This would further add interest to the uniform pattern of the proposed architecture, materials, and color. A copy of the building elevation, with Clark's comments, is attached to this letter. 6. The proposed trash enclosure at the southwest corner of the parking lot, as shown on the Site Plan, is not shown on the Landscape Plan. The proposed landscaping in this area is not adequate for screening if the enclosure is to remain in this location. Would the trash enclosure be better served if it were in the southeast corner of the site? 7. Shrub beds should be added at the west end of the parking lot to provide adequate screening of the area from North College Avenue. 8. One additional tree, and possibly shrubs, should be added in a planting island midpoint in the tier of parking on the south side of the drive. 9. There are several labels on the Site Plan (roof overhang, curb & gutter, curb, gutter & sidewalk, existing concrete vault) that are floating, without arrows pointing to the item and location. 10. The electrical transformer at the northeast corner of the site is approximately 15' back from the flowline of the drive. I think Light & Power requires that the transformer be within 10' of a paved area where they can park a line truck. 11. A copy of the comments received from Mike Coley of the Engineering Department is attached to this letter. There are additional comments on a red - lined Site Plan that is being forwarded to Hattman & Associates and on red -lined utility plans that are being forwarded to Stewart & Associates. Please contact Mike, at 22'1-6750, if you have questions about the comments. 12. A copy of the comments received from Roger Buffington of the WaterlWastewater Department is attached to this letter. There are additional comments on red -lined Site and Landscape Plans that are being forwarded to Hattman & Associates and on red -lined utility plans that are being forwarded to Stewart & Associates. Please contact Roger, at 221-6681, if you have questions about the comments. 13. A copy of the comments received from Matt Fater of the Stormwater Utility is attached to this letter. Please contact Matt, at 221-6589, if you have questions about the comments. 14. There is still the issue of the effect of private Declaration of Covenants, Conditions and Restrictions regarding Replat No. One of Evergreen Park, which this property is a part of. There is an Architectural Review Committee defined in the covenants that administers the rules and restrictions as set forth in the document. The City of Fort Collins is not a party to and does not enforce these covenants. City staff has determined that this development proposal meets the policies and regulations of the City and, therefore, can go to a public hearing for a decision on the project. A copy of the Covenants and the Assignment of Declarant's Interest is attached to the comment letter to Hattman & Associates. 15. A public hearing before the Current Planning Director has been scheduled for 2:00 p.m. on Thursday, July 31, 1997 in the Current Planning Office at 281 North College Avenue. Property owners within a minimum of 500' of the development proposal will be notified of the hearing and will be given the opportunity to express any concerns or comments that may be relevant to the proposal. 16. Any necessary revisions to any of the documents based on these review comments should be made prior to the public hearing and submitted to the City for review. The Poudre Fire Authority offers the following comments: a. The proposed building exceeds 5,000 square feet and must be equipped with an automated fire suppression system or fire contained in sections of less than 5,000 square feet. b. If the building is equipped with an automated fire suppression system, a "KNOX BOX" must also be provided. C. If grease laden vapors are produced during cooking, a hood fire protection system is required. 2. The City of Greeley stated the following: "The City of Greeley owns and operates a 27" water main located 5 feet south of the center line of the 20 foot easement in the northeast corner of the lot. There shall be no permanent structures, walls, trees or plantings greater than 3 feet mature height, located in the easement or within 10 feet of existing water line. This includes the trash enclosure as shown. The City intends to install another water line in the Spring of '1997. Early project coordination is essential for all parties involved in order to save costs both now and in the future. Call Keith Ikenouye for locations or anytime construction occurs near the water line 48 hours in advance. His phone number is ('970) 350-9324. The Water Conservation Specialist stated the following: "The landscape plan shall contain a general note calling for the review and approval by the City of Fort Collins of any required landscape irrigation system, prior to the issuance of a Building Permit. Please reference the attached Water Conservation Standards for Landscaping and Irrigation Systems for further information. 4. The Water and Wastewater Utility offers the following comments: a. Please include all standard general notes on the Site Plan (contact Roger Buffington at 221-6681 if you have any questions). b. A 10 feet separation must be maintained between water and sewer lines. C. Will an irrigation tap be needed? d. Please provide required landscape separations from water and sewer mains, services, etc. and a note for same on the landscape plan (10 foot separation for trees and 4 foot separation for shrubs). e. Please show utility services on the Landscape Plan. f. More separation is needed between the sanitary sewer and the storm drain. g. Please show the manhole located in the Burger King drive and not invert elevations. h. Please provide stationing from the downstream manhole and sanitary sewer service. Please move the meter pit and curbstop away from the sanitary sewer main. Please see the landscape and utility plans for other comments. Please return all red -line plans with plan revisions. 5. The Engineering Department offers the following comments: a. (Utility Plans) General Note 1 needs to reference the "approval of these plans" instead of the development agreement. b. (Utility Plans) Indicate the property to the south is the Burger King Site and the property to the north is the approved Total Petroleum Gas and Convenience Store. C. (Utility Plans) The plans indicate that you are providing concrete to the property line at the entrances. Since the access is not a public street, we don't require concrete to the property line, but you may do it if you prefer. d. (Utillity Plans) At the north end of the property, there is a two foot metal sidewalk culvert per the Total Petroleum Plans. The Total Petroleum Plans also show the contours on the north being modified from what you have shown. e. (Site/Landscape Plans) The swale along the north property line may interfere with the proposed landscaping. f. (Site/Landscape Plans) A 2 foot concrete swale runs just north or the 7 foot walk (along the south property line). It goes right through the middle of the six dwarf burning bushes shown between the walk and the patio. It may also interfere with some of the other plantings. g. (Site/Landscape Plans) The grease trap may also interfere with some of the landscaping depending upon the size of the grease trap. 6. The Transportation Planner offers the following comments: a. Sidewalks need to be added on the island in the parking area east of the building. See the attached plan for notes. Please return all red -line plans with plan revisions. b. The! landscape plan will need to be modified to reflect the additional sidewalks. C. Please contact Transfort regarding any need to provide a bus stop along North College Avenue. 7. The City Forester offers the following comments: a. Street trees are needed between the sidewalk and the curb along North College Avenue. b. Please add the attached landscape notes to the Landscape plan. 8. The Current Planning Department offers the following comments: a. Thee modify the Planning Certification block on the Site Plan to reference approval by the "Director of Planning" instead of the Secretary of the Planning and Zoning Board. b. Please provide a the scale for the Vicinity Map and clearly label major streets which surround the property. C. Please capitalize the words "Second Filing" in the legal description on the Site Plan. d. General Note 1 on the Site Plan states that the maximum building height is 40 feet. The building elevations show 19 to 20 feet. Please modify General Note 1. e. The Site Plan and Landscape Plan should show the locations of any light poles on the site. What is the height of the poles that are proposed? f. Please provide an elevation of the proposed trash enclosure. General Note 4 on the Site Plan references that materials must be compatible with the main building. Please do not propose a wooden gate. g. Please delete the word "current" in the first sentence of General Note 9. h. Please show the locations of access and buildings of the Total convenience store, car -wash, etc. that is approved for the lots north of this proposal. i. Please label the width of all sidewalks on the Site Plan. j. Please label the square footage of the proposed building within the building footprint on the Site Plan. Is a restaurant still proposed or only retail use? If a portion is to be a restaurant, this should be noted within the building footprint. k. Please move the building material and color list from the Site Plan to the Building Elevation Sheet. Please provide color samples of the proposed materials as all buildings within the shopping center are to be complimentary. Raised, patterned crosswalks are needed at any point where pedestrian traffic crosses vehicular travel lanes and parking. M. What materials are proposed for the patios and the sidewalks? n. Is there any reason why there is not a direct sidewalk connection from the middle entrance of the building to the sidewalk along North College Avenue? o. Landscape Note #15 references that the Landscape contractor is to coordinate with the Utility Plan for location of all utilities. The Landscape Plan being proposed needs to be coordinated. Please reference Water and Wastewater Utility and Engineering Department comments. P. Please delete Landscape Note #21. The Landscape Plan must show the location of all plant materials. q. Please modify Landscape Note #22 to state that trees will be pruned to the City of Fort Collins medium prune standards. r. Due to the proximity of the north patio to the proposed car wash on the property to the north of this proposal, additional landscaping may be needed along the north property line. S. An additional tree is needed on the east side of the building between the building and the parking, at about the mid -point of the building. t. Additional shrubs are needed along the eastern edge of the parking lot to screen the fronts of parked cars. U. Please move the Landscape Water Consumption Table to beneath the plant list. 9. Comments from the Stormwater Utility are attached. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Once revisions addressing Staff comments have been submitted by the applicant and reviewed by Staff, I will schedule an administrative hearing with the Director of Planning for this development request. College Ave. Ft. -Collins, CO 80524 RE: COUNTRY CLUB CORNERS LOT #1, SECOND FILING Dear Michael: The following is our response to Comments concerning our project for this property. 1. Poudre Fire Authority. The building will be divided into fire containment sections of less than 5,000 s.f. At this time the food service business considering leasing part of the space is not intending to prepare grease laden foods. if this changes during the useful life of the building it is understood that a hood over such cooking equipment will be required along with the appropriate fire suppression system for a hood will be provided. 2. City of Greeley. We understand that they will not replace any finished surface throughout the project. We will notify the Utility Locate Service a minimum of 48 hours before construction as we have noted on the plan. We have relocated the trash area. 3. Water Conservation. We acknowledge the conservation standards and note that the irrigation system will be designed to these City Standards. We have also added a note concerning the approval of the irrigation system relating to the issuance of the Building Permit. 4. Water Utility a. Roger wanted the Standard General Notes on the Engineering Plans and not on the Site Plan. b. A 10 ft. separation is provided between water lines and sanitary lines. C. Ir=rigation will be taken from the domestic service line. d. Plantings have been revised to provide separation as noted for specific plant types and service lines. A note to this end has been added to the landscape -plan. e. Utility lines have been added to the Landscape Plan. f. Additional separation has been provided between sanitary and storm sewer lines. g.
