We are in the process of finalizing agreements with adjacent property owners that are affected by improvements in this third filing of Clarendon Hills. Until I talked with Mike Hertzig this morning, we were going to request a variance to the Street Standard for two curves on Rochelle Circle. I agreed with Mike to look closer at these two "L" intersections and comply with the City Standard unless there are significant problems in doing so. I will be meeting with Mike to resolve this, and to discuss the Subdivision Agreement, later this week. We would like, however, to request a variance to the City of Fort Collins Storm Drainage Design Criteria, City of Fort Collins, May, 1984, for the following situation: During a 100 year storm, the storm water runoff on the south side of cul—de—sac "c" ponds to a depth of 2.4 feet at Catch Basin #1, which is in excess of the 1.5 feet of depth allowed by City Standard. The Standard is given in Table 4-4, Page 4-6 of the referenced design criteria. The standard is not met because during the very large storm runoff, storm water runoff is being released both in an underground pipe culvert and in a overland surface channel to drain the storm water from this location to a detention pond located downstream. By building the standard catch basin and drive over curb, gutter and sidewalk at this location, the L10ert, or low point, of the Swale is 0.7 feet above the gutter. These Deflection Inspection Tests shall be verified by the Public Improvement Inspector. Deflection exceeding 5% shall be corrected prior to initial acceptance. The maximum allowable final deflection prior to the expiration of the guarantee period shall not exceed 5%. The City of Aurora at its option can require deflection tests by the Contractor on any section of pipe during the warranty period. An;y pipe damaged during installation or exceeding 5% deflection shall be removed, replaced or repaired at the Contractor's cost and in a timely manner. As such, the system is not anticipated to be under pressure during irrigation water flow — or at any other time. Also, regarding the ditch company approval requested by Lance in a conversation with Dick Schmidt of Schmidt Earth Builders, their is no ditch company ownership of the irrigation ditch lateral mentioned above. Instead, as discussed among Gary Nordick, Susan Hayes, Paul Eckmann, you and I prior to final approval by the Planning and Zoning Commission, the ditch is a lateral on Clarendon Hill Associates' property. Our construction standards now allow only concrete storm sewer pipe under streets. The concrete pipe specification requires a rubber or plastic gasket. Will ADS Inc. do some exfiltration testing to show a comparison between the ADS N-12 and properly installed concrete pipe? 2. Our construction standards now require all storm water conduits to have sufficient structural strength to withstand the AASHTO HS-20-44 loading. Will ADS N-12 meet this standard? 3. In our meeting with ADS Inc. Jim Heintz said he had some test data on the shrinkage of their pipe under a deep fill section. Is there any data on the shrinkage of the pipe under more shallow fills and how the shrinkage increases with the fill? My concern is the void that is created after shrinkage. Transmitted with this brief summary letter, please find three sets of prints of Sheets 5 and 6 of the project';, construction drawings (utility plans) showing the "sub --drain'' location and construction details. The subgrade drain has been installed in Langdale and Cul-de-sac "E", but not in Rochelle Circle. Pursuant to Neil Sherrod and I meeting with you and other staff a week ago today, we have tried to address the items t at were left to be accomplished after that discussion. We have had additional test holes dug in the street, inspected by Empire and finally determined the horizontal limits of the necessGry street drain improvements. I have discussed the best apparent solution to the design criteria and the construction requirements with the contractors, Neil, Jeff Smith from ADS, Gary Nordick, and some members of City Staff. The result is reflected on the transmitted drawings. Regarding the Storm Drainage Utility requirements, a separate amendment to the storm drainage report is being prepared now. In a phone conversation with Susan Hayes, I explained that we were required to tie in the street sub -grade drainage system into the storm sewer to rid the streets in the third filing from possible perched water conditions in the top three feet of the subgrade. Susan asked that the information be provided in writing that I orally presented at that time. There are no potential subdrainage flows that will enter this filing from off —site. The only water that will enter the subgrade drain will be from percolation into lawns fronting on the streets. It is not anticipated that that will lead to a large amount of water anywhere in the system. In the areas where the bedrock is within three feet of the finished street subgrade elevation, whatever lawn watering or storm water that can infiltrate the soil and reach the bedrock will flow (trickle) into the street subdrain. From there to the outlet into the 10 foot storm drainage catch basin, efficient flow is ensured via the 6 inch perforated drain and trench —full of 3/4 inch rock. Based on the design recommendation (which might be considerably higher than in fact) their might be 12 cubic feet pe the 10 foot inlet. Normally, I think flows from these sources are relatively clean. The only improvements not completed include the small drainage swale along the north side of Lots 84 and 85 and the extension of a swale, and/or concrete gutter pan, on the south side of Lots 4 and 5. It is recommended that all other Lots in the Third Filing be granted building permits upon request, and that a certificate of occupancy be granted for Lot 30 upon request. I have reviewed the improvements located in the 30 foot drainage easement on the east side of Lot 30, and the grading is essentially unchanged from that grading achieved prior to the building permit for Lot 30 issued by the City of Fort Collins. The Amendment to the Final Drainage Report, along with the supporting information, is enclosed with this letter. This causes the Ponded depth of stormwater to be '.4 feet over the gutter grade at Catch Basin 41. The depth of storm water runoff in the gutter, is within the allowable 1.5 feet within 40 feet to the Nast and within 85 feet to the west of the catch basin. This condition will cause some additional depth of storm water in the gutter at the driveway -'or Lots C3, and :2 (depending on the placement of the driveway For Lot 32) during major storms. The homes themselves will not be affected on t;ese lots, as their foundations are to be set at a minirnum of ? feet above the maximum storm water elevation. These services are described in the Scope of Work titled, "Channel Stability Analyses, Burns Creek and Fossil Creek, Clarendon Hills Development .in Fort Collins" (copy attached) . The costs will be shared as follows. Tasks 1 through 7 and Task 10 will be :split evenly between the Stormwater Utility and the Developer. If during the course of the project additional work is required in any of these tasks the sharing of the additional cost will be negotiated. The cost of Task 8, Evaluation and Design of Hydraulic Structures, including any additional cost due to changes, will be the responsibility of the Developer. Harmony Road Fort Collins, Colorado 80526 Re: Clarendon Hills 3rd Filing, Landscaping in Drainageways Dear Gary: Per your request, I am documenting the results of our meeting of April 4, 1991. The purpose of this meeting was to discuss landscaping guidelines for your use in evaluating proposed landscape plans, specifically with respect to landscaping in designated drainage channels. When reviewing the proposed landscape plans it is important to remember the purpose of the channels. Their primary function is to carry stormwater flows safely through the site, therefore it is of the utmost importance not to impede the flows. This still allows leeway in designing an aesthetic landscape treatment, but the following must be adhered to: Grading/Alignment: lot line elevations shall not deviate from the grades shown on the approved plans. This is to ensure that flows are not blocked from one property to the next, nor are there any abrupt drops in the chan- nel invert that may be a potential erosion problem. Channel alignment can vary from the alignment shown on the approved plans, for instance by adding gentle curves. However, a constant slope must be maintained through the lot. Fencing: all lot line fencing over a drainage channel shall provide a min- imum of one foot clearance from the bottom of the fence to the channel invert. This opening may be screened but only with material that has a minimum of 2"x4" openings. Wire mesh is not allowed. Hinged gates may also be installed that will be pushed open by the water. It should be made clear to the homeowner that any screening or hinged gate may accumulate trash and it is their responsibility to keep the opening clear of debris so as not to impede flows. Channel Treatment: the channel may be lined with a variety of groundcover materials such as grass, cobble, gravel, and landscaping bark. It is important that when the groundcover material is installed that the invert of the channel is not raised. Over -excavation may be required in order to install larger material such as cobble. ?» • P.O. Trees and shrubs shall be planted above the high water- line of the channel. For instance, if the water will get one foot deep and the channel sideslopes are 4:1, then trees and shrubs must be planted a minimum of 4 feet away from the channel centerline. For trees or shrubs that grow large, some additional distance should be added to allow for growth without impeding the channel flow. The only vegetation allowed in the channel itself are flexible plantings such as flowers or decorative gr�Lsses that will lay over and not impede the flow of the water. Even flexible plantings may cause the water surface level to rise due to the increased friction, so homeowners may see the water spread outside the defined channel during large flows. It is often difficult to determine exact planting locations on a landscape plan or to tell the relationship of the plantings to the drainage channel. To ease your review I suggest that you require a cross-section view of the channel on all. landscape plants that shows the limits of the channel treat- ment, location of trees and shrubs with respect to the high water line, and any planting proposed in the channel itself. This will help you determine if the requirements outlined herein are being met. I hope that this information is helpful in your review of the landscape plans. If you have any questions please call. Sincerely, i Rick Hunter Design Engineer RH/me Enclosure (TO BE ADDED TO THE SPECIAL CONDITIONS) PLASTIC GRAVITY DRAIN PIPE AND FITTINGS I. GENERAL This specification is intended to cover plastic gravity drain pipe and fittings suitable for underground gravity transportation of storm and waste water. The pipe and fittings shall meet all specifications of the manufacturer and conform to ASTM and AASHTO requirements regarding the specified pipe. Plastic! pipe may be smooth wall, corrugated or externally ribbed and may be manufactured of polyethylene (PE) or poly (vinyl chloride) (PVC). The material specifications are: Polyethylene (PE) Corrugated - AASHTO M294 Corrugated Polyethylene Pipe, 2—to==2-4 .; n Ribbed - ASTM F894 Polyethylene (PE) Large Diameter Profile Wall Sewer and Drain Pipe Poly (Vinyl Chloride) (PVC) Ribbed - ASTM F794 Poly (Vinyl Chloride (PVC) Large -Diameter Ribbed Gravity Sewer Pipe and Fittings Based on Controlled Inside Diameter II. PIPE DIMENSIONS Wall thickness shall be the minimum required by the manufacturer and meet ASTM and AASHTO requirements for the type, diameter and class of pipe shown on the drawings. Pipe shall be measured according to ASTM 21122. The diameter indicated on the plans shall mean the nominal_ inside diameter of the pipe. III. FITTINGS, JOINTS AND GASKETS All fittings, joints and gaskets shall be as recommended by the manufacturer and installed according to the recommendations of the manufacturer. Fittings, joints and gaskets shall be of such quality and type that they shall not reduce or impair the overall integrity or function of the pipeline. Joints and gaskets shall show no sign of leakage when tested according to ASTM D3212. Pipe gaskets shall meet ASTM F477 specifications. Corrugated polyethylene pipe is not approved for use as wastewater transmission piping. EDS.8006 -1- IV. MATERIAL STORAGE Pipe and fittings shall be carefully stored to maintain the condition of the pipe as manufactured. Pipe shall be stored on a flat surface to protect the pipe from deformation due to temperature fluctuations and stress fatigue. Pipe shall be stored to prevent dirt or mud from entering the pipe. The inside of the pipe shall be free of dirt and mud prior to placement. Pipe shall be protected from exposure to ultraviolet radiation per manufacturer's recommendations. Severe discoloration of the pipe material shall be evidence of ultraviolet damage and the pipe shall be rejected and removed from the project at the discretion of the Project Engineer. V. INSTALLATION Pipe shall be ins�alled in full compliance with ASTM Standard D2321 unless otherwise noted in this specifications. Pipe shall be installed using Class "B" Alternate Bedding, as detailed in these specifications, with the granular material brought up to a minimum of twelve (12) inches of depth over the top of the pipe. Bedding material shall be hand placed and compacted under haunches of pipe to insure uniform support. Bottom of trench shall be on undisturbed soils or fully compacted bedding material and on grade to provide uniform support along the barrel of the pipe. Bell holes shall be made at each joint. Backfill shall be compacted as required on the plans and specifications. Random tests for compaction may be made at all elevations of the trench sections to insure proper compaction around the pipe. Sufficient backfill shall be placed on the barrel of each pipe section to secure the pipe against flotation from water in the trench or subsurface water. Care shall be taken to insure a clean line. Whenever pipe laying is not in progress pipe plugs shall be installed at each end of the pipe. VI. TESTING AFTER CONSTRUCTION A. GENERAL Plastic Gravity Sewer Pipe shall be tested in accordance with this section as well as in accordance with other sections of these specifications after the pipe is in place and backfilled. Any testing required by the Contractor prior to backfilling, except soil testing, shall be supplied by the Contractor at the Contractor's expense. B. MAXIMUM DEFLECTION TEST Deflection Inspection Tests shall be conducted immediately upon completion of the entire sewer and prior to final acceptance. The maximum allowable initial pipe -2-
