HomeMy WebLinkAboutCAMPUS WEST TEXACO MINOR SUB - Filed GC-GENERAL CORRESPONDENCE - 2003-05-28CITY OF FORT COLLINS - CURRENT PLANNING PROJECT COMMENT SHEET CAMPUS WEST TEXACO The existing 6" VCP that is proposed to serve as the detention outfall pipe for basin B is part of a private system. An easement from the owner of this system is needed to tie the on -site detention outlet to this system. The signed copy of the agreement must be submitted with the next submittal. The re -submittal will not be accepted if the easement is not provided at the time. RESPONSE: The plan has been changed so that the 6" VCP will not be utilized. 2. Off -site grading is proposed on the properties directly north and south of the site. All off -site grading will require a grading easement from the affected property owners. RESPONSE: See enclosed agreement of the west access and grading on the west side of property. All other areas will not be modified. 3. Basin B must be detained at a release no greater than the 2-year historic rate for basin B. The criteria of "detaining the difference between the 100-year developed) conditions and the 2-year historic conditions" refers to the site releasing at the 2-year historic rate under 100-year developed conditions. The submitted drainage report simply subtracted the developed Q100 from the historic Q'10. This procedure is not standard for determining detention requirements. Please revise the report to be consistent with accepted detention requirements. RESPONSE: The site is part of Spring Creek Master Drainage Plan, because of that it is allowed to use historic Q10. Also, this has been accepted in the approved drainage plan for Amigos by Parsons & Assoc. 4. Please provide an exhibit showing the historic basin delineation. The existing contours do not show the same basin boundaries as developed the condition. RESPONSE: See enclosed exhibit. 5. Please clarify the detention outlet design. The plans show an orifice plate to be installed on the 15" outlet pipe. The plate dimensions do not match the pipe dimension. Please discuss this restriction plate in the report and provide design calculations to verify that the outlet will release at the required rate. RESPONSE: The outlet will not be used as originally designed. 6. The parking lot detention pond depth must not exceed 12". Please revise the detention pond to meet this requirement. RESPONSE: See drainage plan, the detention pond is 12-inch deep. 7. Please provide a utility plan cover sheet with all required notes. RESPONSE: See cover sheet. 8. Please provide additional spot elevations surrounding the pond. Emergency overflows from the pond must spill into Shields Street rather than on adjacent properties. RESPONSE: Spot elevations are on drainage plan. 9. The cost of a silt fence is approximately $2/LF. Please adjust the erosion control cost estimate to include the silt fence cost. To Whom It May Concern: Mr. Glen Werth, owner of Campus West Texaco Station, has shown me the plans for the development of the new station, and we have gone over the plans for the landscaping of the area. I am aware that his landscapers will be redeveloping the south side of his property which involves also working on the north side of our property on the corner of Shields and University. This will involve the removal of shrubbery, several trees, cutting out deadwood stumps, and fence. Let it be known that we have no problem with this work being done, and in fact, the sooner the better. At the same time, we will be beginning on the improvements of our property. am also aware that the present plans for the station include an entrance from the east side of our parking lot into the west side of his station. We have, at this time, agreed to the presence of this entrance although we will not grant an easement to this.
