U.D.- Minor amendment Project No. 806-001 Dear Mr. Fuchs: February 2, 2000 We have received comments for The Boardwalk at the Landings, P.U.D. — minor amendment application. We have made the necessary changes to plans, as per your request. The purpose of this letter is to address each comment and describe all changes made by our office. Vaught Frye has taken responsibility for addressing comment numbers 2 through 12 in your letter, dated January 11, 2000, to C. Aubrey Carson. TST made the necessary sheet plan corrections as requested by comment number 1 in the previously mentioned letter. We have also made corrections based on the comments provided by other departments. These comments, and our response to each, are in the following list: Ctnrmwnt,,r The detention area opening does not have an orifice plate. Trash screening is called out on sheet 5 of 7 as a wire mesh screen to be installed on the upstream side of the retaining wall. 2. The detention area/retaining wall is located inside the proposed Access, Drainage and Utility Easement. Please see sheet 4 of 7 for more detail. 3. A copy of the existing plat has been included in this plan set. Please see sheet 2 of 7. 4. Signature blocks were added to the sheets where indicated. 5. The second half of the IOth note of the General Notes found on sheet 1 of 7 was changed from "...release of any additional building permits as specified in the development agreement' to "...release of the certificate of occupancy." The elevation of the opening in the retaining wall was labeled on the detail sheet, the utility sheet and the grading and drainage sheet as 4998.00 ft. Zoning 1. Sign placement is addressed by Vaught Frye. Engineering 1. Signature blocks were added to the sheets where indicated. 2. The sidewalk along Whalers Way was changed from 4 to 5 feet wide to satisfy the necessary requirements for a collector street. 3. The ramp at the intersection of the driveway and Whalers Way will be removed and replaced according to the City of Fort Collins detail D-10, as shown on the Detail Sheet, page 5 of 7. 4. A Utility, Drainage and Access Easement is in the process of dedication by separate instrument. Please see the legal description that is attached to this letter. 5. The R.O.W. line is shown on the utility sheet and the grading and drainage sheet. The R.O.W. line is 1.98 ft. away from the flow line on Whalers Way. Water and Wastewater The Curbstop is shown and labeled on the utility plan. 2. A proposed Access, Drainage and Utility easement is indicated on the Utility Sheet, sheet 4 of 7. This easement will provide adequate easement for the existing fire hydrant. 3. A standard note was added to the Utility Plan, sheet 4 of 7. It reads as follows, "All water lines to maintain a 4% 'minimum and a 5'/ maximum depth of bury measured from finished grade." 4. The cathodic protection test station is shown on the Utility Plan, and is described with the following label, "Cathodic Protection Test Station, Protect in Place." TST, INC. We believe that the issues raised during this review have been addressed adequately to allow the minor amendment to move ahead in the approval process. Vaught Frye has taken responsibility for addressing all twenty-two of the comments in your letter, dated October 27, 1999, to C. Aubrey Carson. Our focus has been on comments provided by other departments. These comments, and our response to each, are in the following list: Transportation Planning A pedestrian walkway has been added by Vaught Frye, connecting the Whalers Way sidewalk: to the building entrance. 2. Vaught Frye has added bike -parking racks. Stormwater Zonin The existing R.O.W. boundary on Whalers Way is the property boundary of Tract B. This has; been more clearly marked and labeled on the revised plans. The proposed detention is within the property boundary, and therefore not within existing R.O.W. The timber wall used to create detention on -site does not have an orifice plate. An opening will be created by leaving space between timbers at ground elevation. This opening will be 18.5 square inches. See detail on sheet 4. The name of the project has been revised to "The Boardwalk at the Landings P.U.D. — minor amendment". 2. Vaught Frye has revised the site plan. 4. Vaught Frye addressed resemblance of proposed development to existing buildings. Engineering l . R.O.W. Lines, property lines and easements have been labeled. 2. The developer will dedicate a five-foot pedestrian access easement along Whalers Way. This will be done by separate document. 3. After field verification and research, plans have been revised to reflect the location of existing water lines to the best of our knowledge. 4. Fuchs Community Planning and Environmental Services 281 North College Avenue Fort Collins, CO 80522-0580 SUBJECT: Minor Amendment — Boardwalk at the Landings PUD #8-80A Dear Mr. Fuchs: This Letter is in response to the comments in your letter dated October 27, 1999. 1) We have revised our landscape plan to address LUC Section 3.2.1 (D) (2) regarding the location of street trees. We have added one additional tree and adjusted the locations of the others. 2,3,4) This parking lot and all sidewalks except the one to the south are already in place and the plants and trees are mature and existing. Our Minor Amendment submittal only addresses foundation planting around the building. The only modifications we are making to the existing sidewalks and parking area are as follows. A. Add a side walk on the south side of the building that is a continuation of an existing sidewalk. B. Add a handicap ramp on the north side of the building at the main entry. C. Relocate the trash enclosure to a location in the parking lot that is different from the original approved location, because new regulations require a larger trash enclosure to accommodate recycling. 5) The only routes that you have asked for that are applicable to this plan are pedestrian and vehicle circulation. It is our intent to use a brick that is complimentary to the brick used on the other office buildings. 7) The main entry of the building is oriented toward the major pedestrian way that connE!cts it to the rest of the development and the parking. This is the most logical orientation for the main entry. In order to address the intent of section 3-5.1 (C) of the LUC we have created a pedestrian friendly patio that addresses; the street corner. There are secondary entries to all levels of the building from this patio. We have also added an additional side walk connection to the patio as requested; see plan. 8) The east and south elevations on the submittal drawings are not drawn with the same level of detail as the north and west elevations because this is a preliminary drawing. As we develop the drawings further they will have similar detail. We will submit them to your office as the drawings are updated. 9) This building is indeed a part of a multiple building development and it is our intent to tie it to the existing buildings by the use of materials that are similar in color and texture. We also have created similar outdoor spaces. We have deliberately departed from the steep roof and stacked floor plates that are prominent in the other office buildings. This building is on the edge of the development adjacent to a residential neighborhood. It is our intent for this building to be a transition between the two existing developments, therefore, we have used design elements that have a residential character, specifically lower sloping roofs with overhangs, and a floor plan that varies in size from floor to floor. We feel this is a sensitive and valid approach. 10) For clarity, we have added additional dimensions on the elevations. 11) We have added a cricket on the roof to address your concerns; see elevations. 12) We have added additional trees on the north side of the building; see plan. 13) The pedestrian way is a part of the existing parking lot and will not be modified as a part of this development. 14) We have exceeded the minimum required species diversity. 15) The landscape contractor will locate the irrigation system connection points. 16) There is an existing electrical vault and transformer on site; we have revised our plan to provide screening. 17) There will be no wall mounted or pole mounted light fixtures used on this project. All light fixtures will be mounted in the soffits and/or shielded down. 18) All signage that is used on the building will be permitted as required. 19) All mechanical units and electrical gear will be located inside the building. The gas meter will be located on the exterior of the building as required by the utility company, and screened by landscape. 20) Redlined documents are a part of this resubmittal. 21) Only one sidewalk will be added on the south side of the building as a part of this development. It is a continuation of an existing sidewalk. 22) We feel we have met and/or exceeded the Land Use Code criteria, as it applies tc the extent of proposed work.
