Howes Fort Collins, CO Dear Ron_ Inc. 80521 As per our phone conversation today, I would offer the following in regards to access to the property on north College Avenue under consideration for development by the Auto Zone Corporation. College Avenue in Fort Collins, Colorado is a State highway and falls under the jurisdiction of the State Highway Access Code (SHAC). In 1992, this section of highway was reclassified from a Category 3 to a Category 4 highway by the State Transportation Commission, At that time, an additional requirement was placed on the City to develop an access control plan to more fully define the implications of the SHAC on this section of highway. The City of Fort Collins has selected a consulting firm to begin this process. We expect to start development of an access plan in December of 1993 and be completed in September of 1994. The development of this access control plan will define the future access points along north College that will address the requirements of' the SHAC, its design standards, and also try to be sensitive to the needs of the properties along north College. I have discussed with Mr. Lou Ellis of Auto Zone, the issue of this access control plan, the SHAC, and the City's ability to guarantee access on this property. At this time, without the completion of the access control plan, the City and the State do not know where access points will be planned. As I have indicated to Mr. Ellis, the property in question as well as all the other properties along north College will be provided access in accordance with the SHAC. The City, along with the Colorado Department of Transportation, as a part of the access control plan, will work with all property owners to try to meet their access needs and still meet the requirements of the SHAC. In discussions with Mr. Ellis, we talked about a couple of options for access to this property: 1. One point of access on the southern end of the property; and 2. The possibility of a shared access point with the property owner to the north. 235 Mathews • P.O. Sox 580 Fort Collins, CO 80522 near Steve, Larime>: County, SH 287 Autozone Minor Subdivision S. of Jax surplus Right side Fort Collins I have reviewed the'Autozone Minor Subdivision proposal and offer the following comments: RIGF-T-Ol-WAY It appears that the appropriate width of right-of-way is to be dedicated with this development resulting in 60 feet east of the highway canterline for a total. of 120 feet. ACCESS This revised plan shows a single access adjacent to the south property boundary. This location is As recommended to Kerrie Ashbeck on October 8, 1993. Sheet C1.0 shower a cross access with the property to the north (Jax Surplus). That access is located approximately 70 feet east of SH 287. The Jax Surplus site configuration has not been provided, therefore, it is not possible to evaluate the relationship of this proposed cross access to the traffic patternA of that existing comtgercial development. The accuse drive is dimensioned as 30 feet, flow line to flow line. T1ae dimensions of the gutter fan have not been provided (Sheet 1/C2.0 was not included in this submittal). Assuming a 2 foot gutter pan, the access width exclusive of curb and gutter would be 26 feet. The range of widths appropriate for this type of commercial use would be 25-35 feet exclusive of curb and gutter (The standard method of dimensioning access is exclusive of curb and gutter.) Sheet C1.4 shows the final access design to include 20 foot radii. This is the minimum radius recommended by the State Highway Access Codc. An access profile has not been provided. Howevar, based upon the spot elevations shown on Sheet c1.4 for the curb return flow line and based upon the projected edge of asphalt, I have determined that the access slopes from the ROW line toward the highway at a 4% grade. That grade should be maneuverable. I suggest that an access -profile be added to the plans for ease ct review and inspection. ACCESS PBRMITT3NC3 The City and the Department should discuss the permitting process for this condition when a temporary access is to be constructed. It seems appropriate necessary to issue a temporary perm:.r, at tlhia time that could include the entirety of 06/2=,/1994 14:32 CDOT REG 4 TRAFFIC PAGE 33 Mr. Steve Olt June 28, 1994 Page 2 of 2 Autazone Minor Subdivision these plans and a final permit at such time as the reconstruction is necessary based upon improvements to the state highway. 13RAINAp= The drainage plan shows a detention system at the east end of the property, away from the state highway. LANDSCAPING The landscaping plan shows all plantings outside of the dedicated ROW. The plantings would not obstruct sight distance at the highway a0cens. OTILITION Should new utility lines or connections be necessary within. the state highway ROW, a utility permit will be required. They indicated that the "as built" conditions results in a rise in the floodway. Therefore, they recommended to Autozone regrading the site ,as well as, acquiring an easement from Jax to regirade the adjacent site. Some of the work will require removing existing curb and gutter, as well as fairly significant site regrading. I told Simons Associates we will need a complete submittal including flood plai n/fl oodway analyses, site grading plans, and site drainage plans, etc. I expect they will submit sometime next week. As you know I will be out next week at SDIC. I plan to review the floodplain analyses when I return. Please don't give them a go ahead until I review the floodway analyses. You guys should determine whether the proposed regrading involves other departments. Kerrie was at the initial meeting so let her know. 'Thanks. As of today's date we have not received the permit. The permit authorized the access to your Autozone store located in Fort Collins, Colorado. The access was constructed prior to the compilation of this permit. Please obtain the Permittee's signature and return it to this office. If the Department does not receive the signed permit within 15 days from the date of this letter, we will file our copy of the unsigned permit along with a copy of this letter requesting your attention to this matter. Box 2198 Memphis, Tennessee 38101-9842 RE: Fort Collins, Colorado, AutoZone Site Dear Mr. Freeburg: Please consider this letter as notification that the Auto Zone site on North College Avenue in Fort Collins has been given final approval to begin site grading upon the deposit of an erosion control escrow in the amount of $ 1,837.50 with the City Engineering Department. In addition, the utility plan set should receive final approvals early next week and a full building permit can be released upon the City's receipt of 3 sets of prints signed and stamped by your project engineer and a mylar sepia set of plans. I will be in contact with your engineer as soon as the City has finalized all approval signatures so that he may return the required plan sets.
