Proposed Sites Jules 1 I , I ADEN1022 ! proposed new equipment compound will be developed with a 8' wood fencing to block all view to the equipment. The surrounding area consists of the city park to the North, East, West and Residential to the South. 5) Compatibility with existing antennas and towers: Clearwire is authorized to operate with specific frequencies licensed by the FCC. The Clearwire wireless facility will not interfere with other carriers or radio spectrum users at the proposed site. 6) Other permits: The installation will require no other new permits other than the standard city/county building permits. 7-9) Affirmations: a. The proposed facility, alone or in combination with other like facilities, will comply with current Federal Communications Commission's (FCC) standards for cumulative field measurements of radio frequency power densities and electromagnetic field; b. The facility will comply at all times with current FCC regulations prohibiting localized interference with reception of television and radio broadcasts: c. The facility will not interfere with any public safety frequencies servicing the city and its residents. 10) Co -locations: The plans have been review by a structural engineer who attests that the proposed tower and attests that the proposed tower will be structurally adequate to allow for the placement of the Clearwire equipment and ancillary equipment and antenna's. 11) City Master Plan: This facility as proposed does not conflict with the City Master Plan. The facility is being built to fall within the criteria for administrative review. All equipment will not be visible from view by utilizing stealth applications a) Clearwire is a WiMax provider that will allow it's customers to have up to "49" wireless network capabilities. Although, Clearwire is not a "cellular" phone provider, the equipment does meet all Federal E911 mandates, as required. As part of the larger network of Clearwire sites, locations are needed to meet coverage objectives and to send a signal of information from one site to another. The sites are on average about 1 mile apart, which is optimal to meet the coverage for it's customers. Such as a link in a chain, if one site is weak or omitted, the network does not provide coverage in that area for it's customers to the level that Clearwire wants to deliver. Similar as "dropped -calls" on cellular phone usage. b) The Radio Frequency (RF) Engineers designed the network for Fort Collins area to have the ability to deliver the highest possible quality of service to it's customers, and by locating a facility at the Collindale Golf Course area, this would assist the network designers in obtaining this goal. If a location is not able to be obtain in the general area, the "hole" or gap in service would become a determent to the network. Which would not give Clearwire the overall ability to provide service to it's customers in the area As a link in the network chain, Fossil Creek Park -maintenance facility was indentified by the RF Engineers as a required location due it's ability to send/receive signal information from other surrounding locations, as well as provided quality service to a dense area of neighborhoods. c) Clearwire was not able to locate another location in the area, that meets this criteria and would be accepted by the City of Fort Collins Planning Department. The local power company was approached to allow collocations on existing power poles, but the power company declined the proposal, stating that they are no longer allowing wireless carver to collocate on their highline poles. Giving the fact that Fossil Creek Park -maintenance facility is surrounded by residential neighborhoods and no other viable candidates in the area to meet Clearwires network objectives, the City of Fort was approached to enter into a lease. The lease terms that the City of Fort Collins will be receiving are a Premium for Clearwire to pay, compared to most other markets. d) Clearwire appreciates the City of Fort Collins entering into a lease, which will allow Clearwire to provide a quality 4G wireless network service to the Fort Collins area and it's customers. 3) Alternatives: There are currently no other viable locations within the proposed area. The entire area surrounded by residential housing. 4) Setting: The proposed location is a new site build application located at the City of Fort Collins, Fossil Creek Park -maintenance facility. All equipment will not be visible from view by utilizing stealth applications. The antenna equipment will be housed within a Stealth pole and the ground equipment will be housed within a 25' x 25' wood fence compound.
