Springfield is a through street from Taft and is also a snow route, used by many cars, bicyclists, and pedestrians on their way to CSU. This leads to aback up of traffic at Springfield and Shields, left turns are practically impossible. It also leads to jaywalking pedestrians and bicycles crossing between cars. An additional 100 people living on this corner would certainly require action on the part of the City to address the already existing intersection issues at Springfield and Shields as well as Bennett and Shields. So the three story issue and parking/traffic issue are the main problems I see with the development as proposed by Mr. Bailey. Attached are the notes, from the neighborhood meeting regarding the Carriage House Apartments project. The attached document is intended to be simply notes from the meeting and not intended to be "formal minutes" or a transcript of the meeting. I apologize I have not been in touch sooner. I was disappointed in Mr. Bailey's lack of specifics at the meeting of October 29th and in his opinion that the neighbors had not clearly communicated their concerns. I feel the neighbors have been clear and would like to reiterate those concerns to you as I see them. 1. City code indicates that new developments should fit into the surrounding existing neighborhood. The three story structures proposed will be greatly different than the one and two story single family residences surrounding this development. This would also infringe upon the privacy of the surrounding properties. Two story buildings would be much more appropriate. 2. The three story structure is also concerning because of the fact that the buildings will greatly shade Springfield from the south winter sun. The street curves at the end near Shields and is already icy in spots in the winter. A three story structure will lead to even icier conditions on an already busy intersection, made much busier by the addition of 100 potential°residents of this development. The fence on the property to the north has been broken numerous times by cars either sliding on the ice or taking the curve too quickly. I am concerned about the consequences of more people and more ice on that corner. 3. Traffic and parking are of great concern to me related to this potential development for several reasons including #2 above a. The current placement of the entrance is right next to an existing property. b. The entrance is also on the curve which inhibits visibility and could lead to potential accidents. Cars are parked on this section of the road daily. c. There are currently 20=30 cars parked on Springfield each school day and if there is not sufficient parking required for this proposed development due to the TOD, residents and their guests will park on Springfield as well. This will greatly change the accessibility, safety and look of our street.
