Finally, 1 would support a parking permit process implemented by the city for the residents of the neighborhood. This would exclude those living in the development from obtaining parking permits. also would recommend that parking would need to be addressed on Bennett Rd as well. There are many parents that drop off and pick up their children during the school day. Many parents also volunteer at Bennett Elementary School and will need a place to park when at school. Overall, I was very disappointed at the outcome of the meeting. I was under the impression that the meeting was for the neighborhood to meet with the developer to hear about the proposed plans and for the developer to listen to the concerns of the neighborhood. The meeting was nothing more than a repeat of the meeting that was held last year. The developer was asked by many in the audience about specific plans such as size, height, capacity, parking and buffer from the neighborhood. He was unable to answer any of these questions. It is very difficult for citizens to have any input when we have no clear idea of the real plans. I found his request to have a designated spokesperson representing the neighborhood an insult. This effort was to commit us to compromise on aspects of the design that don't really exist. I came away from the meeting not believing that his "conceptual design" would be the plan that is ultimately submitted. It was quite evident that the developer has no intention of listening to any of the neighborhood concerns regarding the compatibility of this project with the existing neighborhood. He ;leady stated that the concerns of the neighbors that were brought up at the meeting would not be incorporated into the proposed project. It is clear the developer has no concept that this is a community of folks who care about each other and for the quality of this neighborhood to be sustained. I am a member of this neighborhood and believe that our community should continue to represent itself as a whole. We have expressed our concems repeatedly and they will likely not change. This community is made up of several elderly individuals, retirees, families with children, new couples and students. We care about our neighborhood and want our community and the quality of life we enjoy to be sustained. We recognize that a development will likely happen in our neighborhood but would like to ensure that it is compatible with the existing neighborhood. We are the folks that live here day to day and experience the challenges that already exist, such as noise, parking and traffic. My understanding of the NCB zone is that it is a buffer between high density and single family neighborhoods. As you are aware this is a residential neighborhood with single story or at most two story homes. There are no three-story residences within several blocks of the proposed development. The proposed plan does not provide an adequate buffer zone. The green space between the parking area and the neighbor backyards does not provide an adequate buffer to the residential neighborhood. I urge the planners to consider an adequate buffer for the neighbors. The location of the driveway for the development is not in an appropriate place on Springfield. This is right on the curve and will likely provide additional safety issues. As I brought up at the meeting I am very concerned about the safety of many individuals, such as the new tenants in the proposed ,)roject, the residents in the neighborhood, CSU employees, parents and children attending Bennett Elementary School.
