The project is located at 903 Buckingham in Fort Collins, Colorado. Based on the analyses, investigations, and findings documented in the various sections of this Transportation Impact Study, the following can be concluded. • The project will not present a significant impact to the surrounding roadway system. • The project will produce similar trips to the FedEx use that was previously occupying the site. • The project is expected to produce approximately 497. During the morning peak hour, 60 trip ends can be expected and 70 trip ends can be expected from the project during the afternoon peak hours. It is likely that the trips produced by Colorado Iron and Metal are less than the previous use on the site. • Level of service is acceptable at the key intersections • Level of service will continue to be acceptable at the key intersections with the implementation of the project • No new auxiliary lanes are required with the project • Pedestrian LOS will not be achieved with the project due to the gaps in continuity in the system to both the east and west of the site. F.-i K 9 i0-_"5-R942 =— Engineenrzfalabroadband.net Weekday Frequency of Service: Since the site is relatively close to an identified route of high frequency transit service, the minimum of 15-minute service is met. Travel Time Factor: The travel time factor is portal-to-portal travel time divided by auto travel time (peak hour). The standard for the criteria is for the travel time in bus to be no more than two times that of the automobile. This standard is not met for the project for any of the destinations. The principle reason for this is that the site is approximately 1/4 mile from the bus stops that will be provided with routes 8 and 9 and the additional walk time results in failure of the standard. The standard requires that this value be _S 1.2. Based on the LOS Manual, for all future routes, the presumed peak load factor is 1.0 and therefore the standard is satisfied. Based on the above, the transit LOS achieved 3 out of the 4 criteria and is therefore the LOS is calculated at "C, which is acceptable. ELB Engineering. The first gap is approximately 700 feet to the west towards the Buckingham Neighborhood. The second gap is approximately 400 feet wide to the east of the site that would connect to the Andersonville Neighborhood. Both of these gaps are along undeveloped property. When these properties develop, they will be required to complete the sidewalk system in the area. There is an asphalt trail along Lemay Avenue that provides connections to the north and south of the site. Based on these gaps in connectivity the project does not meet the current standards for pedestrians. Additionally, the street crossing at Buckingham and Lemay is substandard. It should be remembered that this is an existing facility that was developed under different standards than exist today. The pedestrian worksheet is found in Appendix F. 8.2 Bicycles Level of Service The project will meet the bicycle level of service standards for both north/south and east/west connections. There are currently bike lanes on Linden, Buckingham, and Lemay Avenue. C. Transit Level of Service According to the LUCASS Multimodal Level of Service Manual, transit level of service for the City of Fort Collins is based on the routes and service levels planned for the year 2015. However, the Manual was written in 1997 and is significantly outdated and no . longer considered valid. The transit LOS analyses are therefore based on the 2010 Transfort Strategic Plan. The analysis is based on 4 factors — hours of weekday service, weekday frequency of servicetravel time factor, and peak load factor. The LOS standard for transit is "D" based on this site location. The 2010 transit plan shows that the site will have close access to Route 8 and Route 9 which will have direct access to the downtown area. Hours of Weekday Service: Since Route 8 will take people directly to the downtown transit center, it is assumed that the site will be served by 18 hours of service on an average weekday. Under normal circumstances, a northbound left turn lane would be required at the intersection of Lemay/Buckingham. However, the City's Master Street Plan shows Lemay being relocated in the future and the existing Lemay being downgraded to either a local or collector roadway. Alternative Modes Analysis Section 4.5.3 (B) of the Larimer County Urban Area Street Standards requires that projects undergo a level of service analysis for alternative modes of transportation. The modes of transportation that must meet LOS standards are bicycles, and pedestrians. Transit service LOS must also be analyzed at the time of development review. However, transit LOS is not part of the Adequate Public Facilities test. The area of interest for the alternative modes of transportation is shown below in Figure 8. The results of the analyses are displayed in Tables 4 and 5, respectively. As can be seen from the tables, the key intersections continue to operate within the LOS standards set by the City of Fort Collins. Capacity worksheets are found in Appendices D and E. Year 2010 background traffic is displayed in Figure S. The site generated traffic was then added to the background traffic to obtain year 2010. total traffic and is displayed in Figure 6. Projections for the driveways were not developed due to the low trip generation spread out over 3 curb cuts. Performing a capacity analysis for such low volume driveways is not a useful exercise or analysis. Since the volumes of traffic on Buckingham are relatively low, it is assumed that the LOS at the driveways are well within the acceptable standards. ELB Engineering. The manual presents trip generation rates from numerous land use studies. For the iron and metal aspects of the project, ITE code 110, light industrial was utilized. The trip generation estimates for the recycling proposal were taken from data collected by the City of Fort Collins at the Rivendale drop off site. It is likely that the Colorado Iron and Metal recycling efforts will have significantly lower rates. This statement based on the Rivendale site remaining open. However, for a conservative analysis, the city data was used. Table 3 below summarizes the proposed trip generation for the project. The project is expected to produce approximately 500 trips per day. During the morning peak hour, 62 trip ends can be expected and 70 trip ends can be expected from the project during the afternoon peak hours. It should also be noted that this project is replacing the trip that were once produced by FedEx. Although no counts had been obtained from the site previous to this submittal, it is likely that the trips produced by Colorado Iron & Metal are similar to the previous use. There is an existing facility located on the property that will house the general offices as well as the fabrication facility. The project will also construct a weigh facility and a machine shop on the property. There are 32 employees expected to work at the new site and 3 existing curb cuts that service the site. Table 1 below provides the definitions of LOS for both signalized and unsignalized intersections. It is not likely that the key intersections will ever require signalization. As can be seen in Table 2, the key intersections operate at acceptable levels of service. The PM peak hour minor street left turns at Buckingham/Lemay do experience some delay, which is considered normal for an urban condition. The worksheets from the analyses can be found in Appendix C. It is understood that the New Belgium Brewery has responsibility for rebuilding the north side of Buckingham, adjacent to the neighborhood. The area immediately adjacent to the site has a roadway width of approximately 44' which consists of a travel lane in each direction and bike lanes. The speed limit is posted at 25 mph. There are sidewalks and street trees in place on the site. The land uses in the immediate area are light industrial and residential. Recent peak hour turning movements at the key intersections were obtained during July and August 2008. The morning and afternoon peak hour traffic counts at the key intersections are displayed in Figure 2. The peak hour counts were conducted in 15 minute increments for the periods of 7:00-9:00 AM and 4:00-6:00 PM. The raw information regarding the turning movements is provided in Appendix B. The stretch of roadway between Lemay and Linden varies in width and function. Bracke, P.E., P.T.O.E October 4, 2008 Colorado Iron & Metal Relocatiot Memorandum This memorandum addresses the transportation impacts of the proposed Colorado Iron and Metal Relocation Project. The project also entails developing a recycling drop-off center. The current location of the business is 1400 East Mulberry in Fort Collins. The proposed location is in an existing structure located at 903 Buckingham. The proposed site was once the location of the FedEx distribution center. A vicinity map of the new location is displayed in Figure 1 on the following page. Colorado Metal & Iron is a local business that specializes in metal recycling as well as metal and steel fabrication. The business has 32 employees. A meeting was held with the City Traffic Engineer to determine the scope of the transportation impact study. It was agreed that the project will have relatively minor impact to the surrounding street system and that a memorandum would be sufficient to address the related transportation impacts. Here is a copy of the original traffic study for your convenience. Traffic Study Colorado Iron & Metal Expansion PDP/Final 5/30/2012 The program is exactly the same as proposed previously. The only difference is that the industrial yard is larger, which allows the same amount of business activity as before, but allows the site to be less congested.
