HomeMy WebLinkAboutCITY OF FORT COLLINS POLICE SERVICES FACILITY - PDP - 29-05 - SUBMITTAL DOCUMENTS - ROUND 1 - PLANNING OBJECTIVESFort Collins Police Facility • This facility has been designed to be as sustainable as possible through the selection of resource conserving materials and appliances, and by reducing water use, energy use, and long term maintenance costs as much as possible. > PRINCIPLE ENV-10: The City will apply cost-effective pollution prevention and zero -waste strategies that will help protect all environmental resources, including air, soil, and water and accelerate the community's ability to meet the City's adopted goal of diverting 50% of the waste stream from disposal in landfills by 2010. • In addition to the overall resource conserving design of the facility, the construction of the facility will include recycling as much waste as possible. In addition, the facility will be equipped with recycling facilities for the long tern use and end users. PRINCIPLES AND POLICIES: NEIGH13ORHOODS PRINCIPLE MMN-2: The layout and design of a Medium Density Mixed -Use Neighborhood will form a transition and a link between surrounding neighborhoods and the Neighborhood Commercial Center, Community Commercial District, Employment District, or Industrial District. • The site plan has been designed to provide a transition between proposed residential uses to the south and west, and the proposed employment area to the north. The site plan has also been designed to minimize the .impacts on future residential areas around the facility with buffers, screening, and extensive landscaping. Prepared June 14`s, 2005 Vignette Studios 8 E Fort Collins Police Facility to create an interesting pedestrian network. • Direct connections are provided to the west, to the north, and to the east to provide easy pedestrian access. In addition, a significant pedestrian plaza has been located at the primary comer of Timberline Road and Nancy Gray Drive to provide a pedestrian refuge and a sense of place. Art in Public places is also encouraged within this plaza. To the east, a small park area has been created to provide additional pedestrian refuges, and to serve as a buffer to adjacent residents. Principle T-8: The City will develop secure pedestrian settings by developing a well -lit inhabited pedestrian network and by mitigating the impacts of vehicles. • This proposal is adjacent to existing bike lanes, and transit routes. Pedestrian sidewalks will also be present on Timberline Road. COMMUNITY APPEARANCE AND DESIGN PRINCIPLE CAD-1: Each addition to the street system will be designed with consideration to the visual character and the experience offered to the citizens who will use the street system and the adjacent property. Together, the layout of the street network and the streets themselves will set the character, form and scale of a place. PRINCIPLE CAD-2: Public spaces, such as plazas, civic buildings, outdoor spaces, parks, and gateway landscapes should be designed to be functional, accessible, attractive, safe and comfortable. • This entire facility, which will be prominent civic buildings, has been designed to be attractive, safe to a diverse group of users, and comfortable for the public, as well as the employees. In addition, several outdoor spaces are being created including public plaza, and a pocket park. Well defined and landscape pedestrian connections are provided for easy access to the facility from multiple directions. PRINCIPLE CAD-4: Security and crime prevention will continue to be important factors in urban design. • Being a proposed police facility, security is a major concern for both the public and the police department. This facility has been designed to be easily accessible for the public. PRINCIPLE CAD-6: Artistic enrichment and cultural opportunity are vital to community values, quality of life, and economic and social wellness. The City will promote, encourage and stimulate the growth of cultural development and participation. • Arts in public places will be incorporated into this facility. The selection process is currently underway. ENVIRONMENT PRINCIPLE ENV-]: Continually improve Fort Collins' air quality as the City grows. PRINCIPLE ENV-5: Energy efficiency and use of renewable energy resources will be encouraged, facilitated, and regulated in both the public and private sector through information and educational services, incentive programs, requirements, and enforcement of regulations such as the Energy Code. • Energy efficiency has been a large criterion in the design and layout of this facility. The goal of this facility is to meet at least a Silver certification in the LEED accreditation, with Gold being an ultimate goal. PRINCIPLE ENV-9: The City will continue to develop and implement sustainability practices that address long-term social, environmental and economic considerations of the Fort Collins community. Prepared June 14", 2005 Vignette Studios Fort Collins Police Facility PRINCIPLES AND POLICIES Specific principles and policies of the Fort Collins City Plan that are addressed by The Fort Collins Police Facility are as follows: © LAND USE PRINCIPLE LU-1: Growth within the City will promote a compact development pattern within a well- defined boundary. • This parcel is well within the Growth Management Area, and is surrounded by existing and proposed e development, creating an infill piece of property. © PRINCIPLE LU-2: The City will maintain and enhance its character and sense of place as defined by its neighborhoods, districts, corridors, and edges. e• The proposed police facility has been designed to enhance the character of Fort Collins. Exterior building materials include those that have been historically used in Fort Collins, such as stone and brick. The orientation of the building itself is too Timberline Road, which will enhance the corridor. TRANSPORTATION - PRINCIPLE T-2: Mass transit will be an integral part of the City's overall transportation system. • The site is located on Timberline Road, a major north -south arterial through Fort Collins. This corridor © includes both pedestrian, bicycle and proposed mass transit. This site takes full advantage of those by linking directly with the pedestrian paths, bike lanes, and potential transit facilities. In addition the facility Aincludes bike parking and shower facilities to encourage alternative modes of transit. PRINCIPLE T-3: City transportation programs will promote the reduction of vehicle miles traveled through strategies that reduce generation and length and increase automobile occupancy. • This facility includes bike parking and shower facilities to encourage alternative modes of transit. In addition there are opportunities to provide for car pooling, as well as location on a proposed mass transit j route to encourage alternative modes of transportation. PRINCIPLE T-4: Bicycling will serve as a practical alternative to automobile use for all trip purposes. • This facility includes bike parking and shower facilities to encourage alternative modes of transit. PRINCIPLE T-5: The City will acknowledge pedestrian travel as a practical transportation mode and elevate pit in importance to be in balance with all other modes. Direct pedestrian connections will be provided from places of residence to transit, schools, activity centers, work and public facilities. • The site plan has been designed to provide several direct pedestrian connections to the surrounding city streets and sidewalks. Direct connections are provided to the west, to the north, and to the east to provide easy pedestrian access. Principle T-7: The City will encourage the development of attractive and easy to navigate pedestrian facilities Prepared June 14' 2005 Vignette Studios 6 Fort Collins Police Facility OWNERSHIP AND MAINTENANCE The City of Fort Collins will own and maintain the entire site including the buildings, landscaping and off street parking area. LAND USE CONFLICT MITIGATION The Developer will work with adjacent residences to mitigate what concerns they may have. ANTICIPATED DEVELOPMENT SCHEDULE Project Plan Approval February, 2006 Start Construction March 2006 Project Complete June 2007 PROPOSED STREET NAMES None, all streets are existing Prepared June 14th, 2005 Vignette Studios 5 Fort Collins Police Facility PLANNING OBJECTIVES The City of Fort Collins, in conjunction with the City of Fort Collins proposes to construct a new Police Administration Facility on approximately 7.5 acres at the south east comer of Timberline and Nancy Grey Drive. This facility will serve the needs of the City of Fort Collins Police Administration for the next 20 years. A Police Facility is a very unique facility with very specific site planning criteria, not to mention building design criteria. Working diligently with the Police Department staff, and city facilities staff, a site plan and building design has been created that has been approved by both departments. Generally the site is organized around three main elements, the public unsecured portion of the site, the building itself, and the secured non-public portion of the site. Public Area The unsecured public area is on the north side of the site and consists of several public spaces, a 98 car public parking lot, the community room, and the public access to the Police Facility. The public parking lot has two access points from Nancy Grey Drive. The parking area is divided by large central islands. The visual impact of the automobile is further reduced by a number of landscape islands that will contain trees and other plant material. The parking lot will be screened from Nancy Grey Drive by a combination three foot berm and screen wall. The wall itself will be designed to complement the building materials. At the comer of Nancy Grey Drive is a public plaza. This plaza is intended to provide the public entrance to the Police Facility, the community room, with direct pedestrian connections from Timberline, Nancy Grey Drive, the public parking lot, and the public drop off area. The capstone of the plaza is the trellis that visually connects the Police building with Nancy Grey Drive. This plaza will also have the opportunity to incorporate art in public places, as well as incorporating gardens Non Public Secured Area To the south side of the site is the secured parking area. This area is to be used by police employees and for police operations, and is not for use by the general public. The parking lot will be surrounded by an 8 foot metal fence, with stone columns. The access points will be secured by a sliding gate to match the fence. La Buildine 0 The building is a 96,000 square foot structure with three stories, stepping down to a one story along Timberline. ® Landscaoine 1b The landscaping for this facility will be highly visible, as will be the whole facility. As such, careful attention will be Le paid to the landscaping. The landscaping will be designed to serve as a model for low water use landscaping incorporating xeriscape principles. Plant material will be carefully selected for its aesthetics, water use, and the microclimates in which it will be used. Irrigated turf grass will be limited to highly used areas, with drought tolerant grasses used elsewhere. Surroundine Uses This particular site is located at the south east corner of Timberline and Nancy Grey Drive.
