Existing mains: 6-inch water and 8-inch sewer west of King Soopers in an easement. In addition, a 2-inch domestic water service and 6-inch fire line extend from this water main to the King Soopers building in the general vicinity of the proposed cell tower facility. 2. Field locate the water/sewer mains and the domestic water service and fire line to determine if conflicts exist. Maintain 10-foot separation to all water/sewer lines. 3. If an irrigation system is planned, the least costly method of obtaining water would be to work with King Soopers to connect to the building water system. 4. Carol has reviewed the proposal for a Verizon Wireless Telecommunication Facility at Cedarwood Plaza. While a formal historic survey of the area has not occurred, a reconnaissance survey indicates that there are no buildings or structures within 250 feet that would likely qualify for listing on the National Register of Historic Places. Additionally, there is no likely National Register District potential in this area. Ell • 3.2.1. The design of this site must conform to the drainage basin design of the Canal Importation Master Drainage Plan as well the City's Design Criteria and Construction standards. 2. There will be a fee on the building permit for equipment pad shown on the plan. The fee will be for the new imperviousness. The city-wide development fee is $3,070/acre ($0.0705/sq.ft.) for new impervious area over 350 sq.ft. No fee is charged for existing impervious area. This fee is to be paid at the time the building permit is issued. 3. A grading plan is required. If there is an increase in imperviousness greater than 1000 square feet a drainage and erosion control report and construction plans are required. These must be prepared by a Professional Engineer registered in Colorado. A grading plan is required when there is between 1000 and 350 square feet of new imperviousness, but no drainage study is required. There are no requirements for less than 350 square feet. 4. Normally onsite detention is required with a 2-year historic release rate for water quantity and extended detention is required for water quality treatment only if there is an increase in imperviousness greater than 1000 square feet. If there is less than 1000 but more than 350 square feet of new imperviousness, a site grading plan is all that is required. 5. Please verify and show the detention pond easements clearly since the equipment cannot be located in the detention pond. 3 6aCONCEPTUAL REVIEW STAFF COMMENTS City of Fort Collins ITEM: Verizon Wireless Telecommunication Facility MEETING DATE: February 5, 2007 APPLICANT: Kelly Harrison 1918 Lowell Blvd. Denver, CO 80204 LAND USE DATA: Request to construct a freestanding, 50-foot wireless telecommunication facility at Cedarwood Plaza behind the King Soopers. The property is within the City of Fort Collins and is zoned NC —Neighborhood Commercial District. The following departmental agencies have offered comments for this proposal. COMMENTS: Zoning Contact Info: Jenny Nuckols, 416-2313, jnuckols@fcgov.com 1. Wireless facilities are permitted as accessory uses in the NC —Neighborhood Commercial district, subject to a Type I (Administrative) Review. 2. On your submittal, locate the new facility, the fencing, and required landscaping per code. Current Planning Contact Info: Anne Aspen 221-6206, aaspen@fcgov.com 1. After talking with the hearing officer about this proposal and the T-Mobile project that is currently in development review, he thinks the best solution to meet the intent of the standards of the Land Use Code will be for Verizon to collocate with T-Mobile on a taller pole, perhaps as high as 50 feet. This will require T-Mobile and Verizon to have a neighborhood meeting, preferably jointly, and to submit requirements for special height review. I will coordinate the neighborhood meeting at your request, when you are nearly ready to submit your formal application. I will contact T-Mobile to let them know that you will be contacting them about collocation opportunities and the neighborhood meeting.
