Taft Hill Rd. 12/16/07 parking spaces and one (1) 20' x 8' handicap parking space provided on -site. Parking spaces are located in the site interior so as to minimize the visual impact to adjacent properties and public roadways. The architectural design of the proposed facility is fully compatible with the existing adjoining Shopping Center through the use of similar massing, scale, building materials and colors. All sides of all structures utilize the same design concepts and materials. Site lighting for this project has been designed to provide adequate light levels needed to perform the various on -site tasks without negatively impacting the adjacent properties. All light sources will be concealed, fully shielded, sharp cut- off fixtures. A Lighting Photometric Plan is included in this submittal to demonstrate compliance with the City's lighting requirements. Focus lighting and full cut off fixtures are used and provides many benefits to the site. Full cutoff fixtures decrease the amount of light that "spills" onto the area surrounding the canopy, providing a site where the lighting is uniform and evenly distributed and focus lighting directs light onto the fueling dispenser, providing an increased sense of security for the customer. Also, the intersection of Taft Hill Rd. & Elizabeth Ave. sees heavy foot traffic from the large college student population in the area. As shown on the lighting plan, the site and under canopy lighting allows for well lit pedestrian paths along Taft Hill Rd. & Elizabeth Ave. Signage for this project will meet the requirements of the Residential Neighborhood Sign District and will provide the identification necessary for a successful business while recognizing the nearby residential developments. Two (2) ground sign, one per street frontage, are proposed as well as two (5) canopy signs. One wall logo sign is proposed on the, elevation of the kiosk building. The fuel facility landscaping keeps with the existing retail center design. The existing landscaping is minimal and will be removed and replaced. Proposed plant materials will be low water use and are extremely tolerant of a variety of climatic conditions. Plantings are grouped in natural patterns with accent materials used to create year round interest. Visual interest is provided throughout the site by the use of plant layering and a mixture of plant colors and textures. A mix of mulches and turf grass sod are proposed to create ground plane interest. New plantings will be used to augment the existing and provide a visual buffer between the nearby uses and public right-of-ways. Taft Hill Rd. 12/16/07 The subject site is currently owned by King Soopers. Galloway & Company will represent the owner for all correspondence and matters related to the development review process for the Project Development Plan approvals. Compliance with Intent of Zone District The Proposed King Soopers Fuel at 1001 South Taft Hill Road is located within the Neighborhood Commercial District (N-C). The main purpose of this District is to meet consumer demands for frequently needed goods and services, with an emphasis on serving the surrounding residential neighborhoods. Convenience kiosks with fuel sales ("vehicle minor repair, servicing and maintenance establishment") are permitted uses within the N-C District. The King Soopers Fuel Facility is compatible with the character of a Neighborhood Commercial District as outlined in the Fort Collins Land Use Code in the following ways: • Redevelopment of this site will improve the existing pedestrian system. The proposed pedestrian route sidewalks will have ADA detectable warning strips and landscape buffers separating the sidewalks from Taft Hill Road and Elizabeth Street and will connect the site with the existing public sidewalks on Taft Hill Road and Elizabeth Street. • The new fuel facility will be visually compatible with the existing King Soopers grocery store and other commercial structures within the adjoining Shopping Center. The facility incorporates the same building materials, colors, and architectural detailing used throughout the center. • The fuel canopy has an attached cornice and a canopy column treatment have been added in order to relate to the neighborhood character. The under -canopy lighting will be fully recessed with flush -mount installation using flat lenses to minimize the visual impact. The access and circulation system has been designed to provide safe and convenient automotive, bicycle and pedestrian movements. Although the primary use of a fuel facility is vehicular, pedestrian and bicycle access has been provided through walkways, ramps, pavement markings. The walkways have been designed to provide direct and continuous access to the public sidewalk along Taft Hill Road and Elizabeth Street. Proposed vehicular access is through two (2) curb cuts onto the existing public roads and one (1) private drive of the center. The vehicular system is designed to provide safe and efficient access throughout the site. December 10, 2007 STATEMENT OF PLANNING OBJECTIVES King Soopers Fuel at 1001 South Taft Hill Road SWC of Taft Hill Road and Elizabeth Avenue Fort Collins, CO Project Description: The King Soopers Fuel at 1001 South Taft Hill Road project is a proposed fuel facility with a cashier kiosk located at the northwest corner of Taft Hill Road and Elizabeth Street. The 0.380 acre (16,564 sq. ft.) site consists of one parcel described by metes and bound description (see attached legal description): The site is zoned Neighborhood Commercial (N-C) and is currently an existing franchise Conoco multiple bay automotive repair and fuel facility with car wash. King Soopers is proposing to remove the existing car wash / fuel facility and construct a new, state of the art King Soopers Fuel Facility consisting of five (5) multiple -product fuel dispensers located beneath an overhead canopy with an attached 115 sq. ft. cashier kiosk. The fuel facility will be a department of the existing King Soopers grocery store located west of the site and will be physically connected to the grocery store via data, security, telephone and intercom systems. The proposed kiosk will be staffed by one (1) King Soopers employee during the appropriate hours, as determined by consumer demand. The grocery store is open 24 hours. Unattended fueling will be available during the hours that the kiosk is closed. Existing vehicular access to the site is provided by three (3) curb cuts, two on Taft Hill Road and one on Elizabeth Avenue. King Soopers proposes the vehicular access to the site be revised by closing one curb cut on Taft Hill Road and relocating the remaining two (2) curb cuts further west and south away from the Taft Hill Road and Elizabeth intersection. The two (2) proposed access points, as shown, are required to allow ingress and egress for a fuel tanker truck. Access points with curb cut widths were reviewed by City staff during the Concept review process and were modified to comply with city criteria and staff comments. The proposed site plan allows for fuel truck access to enter the site from Taft Hill Road and exit onto Elizabeth Street. Pedestrian access to the site is via public sidewalks along Taft Hill Road and Elizabeth. There is an existing bus stop west of this site on the south side of Elizabeth Street adjoining the King Soopers grocery store.
