It is submitted solely for use by your management for the purpose of review in connection with an invitation to submit a proposal to provide security services. Request for Proposal 8207 Security Services for Library District Methods and Approach On behalf of our entire Colorado team, I want to thank you for allowing us to present our proposal for security services for the City of Fort Collins Library District. G4S is the leading security services provider in the U.S., and here in Colorado we have the privilege of securing many of the State’s largest employers and critical infrastructures, providing over 20,000 weekly hours of protection and employing over 600 security officers. We are trusted by law enforcement, government agencies, private corporations, and business across all vertical segments. Our officers represent the most highly qualified and prepared security teams available. Our personnel selection criteria is one of the most stringent in the country, not just for security vendors, but for any industry. (In fact, our selection criteria is equivalent to that used in the Nuclear industry.) APPROACH | We will continue to provide the City of Fort Collins with outstanding, cost-effective security personnel for the Library District, utilizing our Upscale Security Officer Program equipped with Secure Trax ® technology. Account oversight will begin at our Colorado-based office and continue throughout the day-to-day operations, Quality Assurance inspections, and client-contacts on site to ensure a seamless transition and ongoing efficient program. We have included our proprietary Secure Trax ® handheld technology to create 24/7 transparency into our service delivery, leveraging the internet to provide you always-on access to your account and security program information; more evidence of our commitment to cost-effective and earth-friendly strategies for our clients. Secure Trax® Utilizing the latest in handheld communication technology, G4S’s proprietary Secure Trax® system provides customers with multi-faceted reporting, accountability and real-time communication. Key functions and features of Secure Trax® are as follows: GPS Tracking: The Secure Trax® device is equipped with GPS tracking. This allows the precise location of the device to be recorded at regular intervals, using signals from satellites. These locations are each displayed on a map of the client’s property. Customers are able to log in to a secure website and view officer location real-time (based on last confirmed plot), as well as view a complete history of movement of the unit. Units may be set so that no movement over a defined period of time will send an alert to the G4S supervisor. Incident Notification Program: Utilizing user defined categories and drop down menus, officers can enter an incident report synopsis, complete with all information needed by customers, i.e., categories, persons involved, police reports, etc. Digital photos may be attached to the incident report, which is transmitted instantly to pre-defined recipients. Recipient notification lists may be defined based on category or severity of Request for Proposal 8207 Security Services for Library District incident, meaning not all incident reports are required to be sent to all individuals. Incident notifications are integrated with G4S’s incident tracking program that provides customers with complete reporting for analysis and trending. Additional uses of incident reporting include facility inspections, safety inspections, etc. Guard Tour Capability: Exterior guard tours are accomplished through the GPS tracking feature as described above. Interior guard tours utilize NFC technology to record the position of the device inside buildings. Clients can define a series of locations within their property requiring an officer to regularly inspect locations during their shift. This “guard tour” is loaded to the Secure Trax® device upon officer check-in and a record of tour compliance is documented with any missed tour activity resulting in an immediate alert to the G4S supervisor. Incidents related to any stop on the tour can be recorded with real-time notification made as directed. Guard tour activity is available without requiring a download each day. Confirmation of tours and tour history is made available to clients and G4S supervision via a secure website. Daily Activity Reports (DARs): Security officers log all of their activities during a particular shift including visitor assists, patrols, scheduled and random equipment inspections, incident responses, etc. Safety Inspections: Security officers or fire & safety supervisors can utilize a safety inspection form during tours of the property. Each inspection is logged and viewable via a secure website. Any safety violations noted are transmitted immediately to G4S supervision and pre-determined client security or safety representatives. Panic Button: Officers can depress a silent button and notifications indicating a distress situation are instantly sent via email and/or text message to G4S supervision and the G4S Communications Center. Communications: The units offer restricted access to appropriate personnel and the ability to use voice-to-text function for incident capture, allowing a safe and simple way to enter data. This reduced the number of sheets of paper being produced from over 1 million sheets per year to less than 10,000. Additionally a further 339,000 sheets of paper were saved by external vendors. Lower Fuel Consumption & CO2 emissions G4S reduced its fuel consumption and CO2 emissions by changing vehicles from six- to four-cylinder engines; implementing a telematics monitoring/management system for our fleet, implementing T3 Motion, zero emission electronic vehicles for outdoor patrol areas and including electric or Smart Cars for residential community opportunities. G4S has also reduced air travel by bolstering the use of video conferencing. Lean Resource Usage through Intelligent Design On the energy front, our U.S. Headquarters in Jupiter, FL was consolidated from a 96,000 sq. ft. facility to a 60,000 sq. ft. modular design building. Power saving measures included the extensive use of glass to leverage sunlight over electric lighting; consolidation of onside data services and relocation of a data center to an outsourced facility for greater efficiency in cooling and emergency power; use of energy efficient T5 lighting fixtures and adaptive occupancy sensors to control all Request for Proposal 8207 Security Services for Library District interior lighting. G4S has also reduced its waste by incorporating sensor active plumbing fixtures and the use of reclaimed water for landscaping. All offices now participate in local waste paper recycling programs and we continue to expand our electronic document storage program.
