Dear Rick,
As requested I am pleased to offer this work order proposal addition to the City of Fort Collins Professional
Services Agreement 7510 for Project Management services where Wm.T. Welch Company, LLC and
associates will continue to serve as part of the City of Fort Collins Colorado’s Homestead Natural Area
Project Management Team.
PROJECT APPROACH:
Work will be performed on a time and material basis as requested by the City of Fort Collins. The estimate
assumes that we will provide a few hours of each week to coordinate with Walsh Construction or others as
requested by the City. A few additional hours are included each month for reviewing and processing
contractor applications for payment and contractor change order requests.
The subject matter breakdown that we have utilized is:

Overall cost, scope of work, schedule and stakeholder engagement
Jennifer Anderson Torrey, RLA, LEED AP, Project Manager II:
Planning and design processes, entitlements, public outreach, permitting processes, landscape
architecture, plantings, field observations, and sustainability
The schedule for this work order is assumed to be from August 1, 2015 with completion date of December
31, 2015.
SCOPE OF WORK:
Project management is a time and reimbursable direct-cost basis service where the project manager is
responsible exclusively to The City of Fort Collins Colorado for facilitating and advising the City during those
phases of the planning, design, and construction, or portions thereof, of projects as directed by the City.
The project manager represents the interests of the City in its dealings with citizens, design and construction
professionals, City Staff, and all other private and public entities. The project manager does not contract
directly with designers, contractors, private entities or public agencies for services or goods.

The stated compensation includes payroll/contract employee expense, overhead, profit, and auto
mileage reimbursement for travel within 20 miles of the project site, and local telephone calls.

Base Contract: $198,070.00

Contract Modification 3: 11,630.00
Revised Contract Amount: $ 290,930.00
Expenses incurred in connection with the project such as long distance
transportation, airfare, meals, or lodging for travel, charged telephone
calls/facsimile transmissions, overnight deliveries, courier services, professional
service sales taxes, and cost of document reproduction will be billed at 1.25 times
the actual cost incurred. Reimbursable auto mileage (travel beyond 20 miles from
the project site) will be charged at $0.575/mile or the then applicable IRS
permitted rate.
