SECTION A-EXECUTIVE SUMMARY
BT Construction/BTrenchless (BTC) is pleased to offer our services to the City of Fort Collins for water,
wastewater and stormwater facilities capital improvements through the Alternative Product Delivery
System.
BT Construction, Inc. prides itself on being a group of professionals who bring years of experience and
an innovative spirit to a team. We are a closely held company where the leadership is deeply involved
with the daily activities of the company. The owners and managers make themselves available to the
staff and customers, lending their expertise in solving construction issues.
The information contained in the attached RFP response is intended to show the diverse nature of our
construction company. The types of work that we do regularly with our own forces include but is not
limited to: all types and sizes of water and sewer pipelines, boring, tunneling and pipe jacking, pipe
bursting and slip lining, emergency repairs, concrete structures, traffic control, and non-destructive
utility location. We are a complete, one-source civil/utility contractor.
It would be our desire to provide all five of the major services requested in the RFP with our own
forces:
1. Large diameter stormwater installations
2. General water, wastewater and stormwater system and improvements and rehabilitation
3. Trenchless technology projects
4. Treatment plant yard piping improvements
5. Emergency repair of large diameter water and wastewater pipe breaks.
BTC owns a large fleet of well-maintained equipment that is available for use on City of Fort Collins
projects. In addition to our equipment, we have twelve experienced and highly qualified pipe and
trenchless crews available to meet the demands of upcoming projects. We do the majority of
maintenance and repairs on our equipment in our shop, located adjacent to our offices in Henderson,
Colorado, so that equipment repairs can be prioritized and downtime minimized. We have a high level
of accessibility/availability and a proven track record of completing quality projects in a timely manner.
BTC is the largest trenchless contractor in Colorado and boast a wide array of experience providing
innovative solutions to problems that can't otherwise be solved using conventional open-cut methods.
We have pipe burst thousands of feet of watertine and know how to minimize the impact of
construction to local residents
BTC has completed numerous design/build and alternative delivery projects in the past several years
and we are currently working with the City of Fort Collins on two trenchless technology projects. Our
company takes great pride in our ability to work closely with engineers and owners during the life of a
project- from design to completion. We look forward to dedicating ourselves to the successful
completion of upcoming projects and continuing our 34 year relationship with the City of Fort Collins.

2b. Job Descriptions
Sr. Estimating Manager
Under the direction of Executive Vice President, Estimating Manager will coordinate with the VP of
Business Development to manage the estimating workload as well as management of the Trenchless
estimating department.
Specific duties and responsibilities:
• Attend pre-bids, visit jobsite and meet with BT personnel to review plans
• Takeoff quantities, request quotes from subs and suppliers, build worksheets and hard dollar
estimate
• Review historical cost reports on similar projects and prepare historical job folders containing
information pertinent to future bids
• Review trenchless department estimates prior to submission to ensure accuracy regarding
methods, crews, productions, rates, proposal inclusions/exclusions, markup and competition
• Perform constructability reviews and value analysis
• Support Business Development activities
Project Manager
Under the direction of the VP Operations Manager, Project manager will oversee all phases of the
construction project, including coordinating of workers, materials and equipment to ensure that all
specifications are being followed and that work is proceeding on schedule and within budgets.
Specific duties and responsibilities:
• Responsible for proper administration of contract including pre-construction, construction and
post construction
• Scheduling Foreman, Project Coordinators, Safety, Traffic control, Superintendents
• Coordinating Subcontractors and suppliers

Dave Emm·Sr. Estimating Manager
Mr. Emm is has been providing cost effective and constructability solutions
to owners and engineers for over thirty years. He obtained his Bachelor of
Science degree in Accounting with an emphasis in management from the
University of Colorado. To say that Dave is meticulous with his analysis of
projects would be an underestimating his attention to detail.
Project Manager-John Beckos
Mr. Beckos has a Civil Engineering degree from Worcester Polytechnic
Institute and also, brings a decade of practical field experience to the table.
John hails from the east coast (but, don't hold that against him) looks like his
love of skiing and the beautiful Rocky Mountains have brought him to
Colorado to stay. Detail oriented and passionate about excellence in his
work and play.
Superintendent-Open Cut - Eric Peterson
Mr. Peterson has nearly 30 years experience in Utility Infrastructure
Construction on a variety of projects along the Front Range of Colorado. As
General Superintendent for BTC's open-cut division, Eric's thoughtful
demeanor and problem-solving skills add a quiet calm to any cooperative
pursuit.

Superintendent-Trenchless (Auger Bores) - Mark Wellensiek
Mr. Wellensiek has been involved in trenchless technology for nearly three
decades. Mark has been boring for thirty years yet, there is never a dull
moment with Mark around. His dynamic, no-nonsense approach assures
things get done and get done right. A dedicated, trusted professional - the
go-to guy for auger boring in Colorado.
Superintendent-Trenchless (Tunneling) - Don Meyer
Mr. Meyer has been with BT Construction, Inc. for over twenty years. Don
has successfully navigated through some of the regions' most difficult soil
conditions. Don's extensive practical knowledge of trenchless technology
and the appropriate applications provides his business partners with an
unmatched constructability resource.
Project Engineer-Shawn August
Mr. August has developed a comprehensive set of skills during his eight
years at BTC. Shawn's broad experience includes: Boring Operator, Project
Controls, Estimating and Project Manager. His unfailing determination to
expand has given him the opportunity to shine in multiple arenas.

2d. Contract and Cost Issue Negotiation
John Beckos as Project Manager has the authority to negotiate all contracts and cost issues on
projects to be issued under this RFP on behalf of BT Construction/BTrenchless.
3. Availability
While each of the key team members listed above are currently working on various projects in the
area, our plan is to make them available as each project under this RFP is issued. Currently John
Beckes and Mark Welfensiek are working on the NECCO Phase 3 for the City, but this project will
be wrapped up within the next few weeks.
Additionally, we anticipate that this group wiU have the capability to handle more than one project
for the City at a time. Since each project will be in various stages of design, pricing and
construction, their level of involvement will allow them to participate in multiple projects. Our
expectation is that we will have most of our key team members dedicated full-time to the work for
the City over the course of the next few years.
BTC is also sufficiently staffed such that we have the capacity to add personnel to this work should
additional support be necessary.

asphalt paving.

order to achieve this goal, the cooperation of all BTC employees is required.

public and property being the highest priority. Shortcuts and procedures that compromise safety
will not be tolerated.
Safety will not be considered "something to work on" when there is time. All supervisory
personnel are expected to conduct their projects at all times in strict compliance with the Federal,
local and BTC safety regulations. Supervisors can expect full support from management in
enforcing the safety program and the failure of any BTC employee to comply with the safety
program will be considered grounds for termination.

Before all projects begin, our Safety Officer will meet with the Project Manager and Superintendent,
together they review the construction plans and specifications in depth. The Safety Officer will then
develop a comprehensive Safety Plan specifically tailored to this projects unique aspects or
challenges. This job-specific safety plan is then reviewed in-depth with all the members of the
project team at the in-house pre-construction meeting. Any necessary additions or revisions will be
made as a result of this meeting. The final version of the Safety Plan then becomes an integral part
of the Jobsite Notebook.

SECTION H-PROJECT BUDGET & COST CONTROLS
1.Deslgn Cost Estimating
One of the values derived from the APDS is effective cost comparison between potential method
options by the inclusion of the contractor during the design phase. Our team has specific recent
experience with both the NECCO Phase 3 and the Fossil Creek Pedestrian Tunnel project from the
inception of the design. We have contributed constructability comments along with timely cost
estimating which was used by the design team in weighing the feasibility of design options.
Examples of design cost estimating performed by our team on the Pedestrian Tunnel project include
comparing costs between circular tunnels and box culverts, comparing tunnel costs for diameters
ranging from 12' to 20' diameter, comparing 100 LF 14' diameter tunnel with minimal headwalls to 70
LF of 14' tunnel with extensive arch retaining walls, etc.
BT Construction/BTrenchless understands the importance of this early cost estimating involvement and
have committed our team to this process both on past projects and for the future work under this RFP.
2. Cost Control Methodology
Project costs are controlled by the processes that we have developed and instituted. Timecards with
job cost phase codes are prepared by the jobsite foremen and entered daily into our accounting
system. These timecards are reviewed and approved weekly by the Project Superintendent. Invoices
are coded and approved by the Project Manager as they are received and must be supported by
delivery tickets from the field.
Job cost reports are available to the Supt. and PM on demand from our system. Formal weekly
reviews between the two take place to identify any item overruns or negative trends in production.
Based on these meetings and communication with the foreman, a remedial action plan is established
when necessary to correct the budget and schedule.
Value Engineering is performed at every stage of the APDS process. Our early involvement with the
design process allows our ideas for savings to be incorporated in the final design. During the final
pricing stage as quotes are received and budgets refined, different methods are again judged for value
and changes in methodology can be made.
Once construction on the project begins, our construction team constantly evaluates different possible
methods and materials as they plan the work and review the job costs. These value changes are
brought to the attention of the project team. The cost savings are recognized through though the
standard billing process by billing a lower cost than was originally budgeted for that work item.
3. Open Book Accounting
All costs on the project are tracked from original invoice and timecard through to the total billed each
month on the pay application. Our system allows a drill down for each billing item to show individual
costs that make up the total. Actual timecards and invoices that make up those individual costs are
archived and are available for inspection, review or audit at any time by the City.

As we have done on previous APDS projects with the City (Bobcat Ridge, Fossil Creek Twin Tunnels)
and are currently doing on NECCO, costs are authorized, reviewed, and approved by our Project
Manager and Superintendent. Monthly the total costs with our agreed upon markup are then billed to
the City on the pay application form. Many of the items remain under billed through to the end of the
project and wind up as overall cost savings on the project to the City.

SECTION L-CONSTRUCTIONSEQUENCING AND SCHEDULING
1. BT Construction/BTrenchless utilizes Microsoft Project for all project scheduling to identify critical
path for materials procurement and workforce scheduling.
2. Initial project schedules are prepared during the design stage by the estimator. These design
schedules are intended to reflect the project timeframes for individual work items as they are
developed and changed by the design team.
Once design is complete, the estimator, project manager and superintendent meet to develop the
initial construction schedule. Critical material or permit procurement items are identified so that
immediate action can be taken. This schedule is then used to determine crew and equipment
availability.
3. As the project progresses the project manager maintains a 3 week schedule based on reported
field productions and weekly project team meetings. The overall project schedule is also updated
each week reflecting the changes made within the 3 week schedule.
The attached 3 week schedule and weekly site activity email update from our current NECCO
Phase 3 project are indicative of the level and frequency of our scheduling and team
communications.
4. We have participated in Alternative Project Delivery projects for Ft. Collins and Urban Drainage with
fast tracked schedules. The process allows for great flexibility in pre-planning and material
procurement which are essential in fast tracked projects.
The Little Dry Creek Tunnels project for Urban Drainage is but one example of our ability and
willingness to meet a fast tracked schedule taking full advantage of the APDS. Less than 3 months
elapsed from the initial constructability meeting until construction was commenced. In fact, our crew
mobilized to the jobsite the day after the pricing was negotiated and the contract signed. The
contracting method and our commitment to the process allowed this type of response.

SECTION M-QUALITY ASSURANCE I QUALITY CONTROL
BT Construction/BTrenchless has created an excellent reputation for completing projects that meet or
exceed the Engineer's and Owner's expectations for quality and efficiency. We have developed and
implemented processes that we use on every project to ensure our projects are a success for all
parties involved.
The building of a quality project starts with estimating and doesn't end until the project is 100%
complete. During the estimating process, plans and specifications are studied and compared with
actual project conditions. We attempt to identify any apparent conflicts between plans and
specifications, Items that are not clearly defined, and differences between plans and actual project
conditions. These items are brought to the attention of the engineer and owner so they can be
resolved prior to the bid.
Once awarded a project we plan the project from beginning to end. Project planning includes
developing an accurate schedule, preparing material submittal documents that meet all specification
requirements, creating traffic plans, safety plans and quality control plans, conducting in-house
preconstruction meetings, developing erosion control and environmental plans, and obtaining the
necessary permits.
Project planning is a crucial component of the quality control process. During the planning process
plans and specifications, including all details, are thoroughly reviewed so that quality the control
requirements of the contract documents are included in the overall quality control plan.
The quality control plan will include items such as: means and methods to be utilized to insure proper
installation of materials, types of equipment to be used to obtain proper compaction and pipe alignment
and grade, the appropriate types of testing equipment to be used and calibration of that equipment to
ensure accurate results, identifying when and at what frequency test will be conducted, and how quality
control testing will be documented. Individuals responsible for quality control functions will be identified
and their responsibilities and authority will be clearly defined and documented.
Prior to beginning any work on the project all crew members will receive project specific training that
includes safety, means and methods, and quality control measures that will be implemented. Crew
members are expected to understand that quality is the responsibility of all members of the project
team.

Sustainability
BT Construction/BTrenchless follows sustainable practices in the normal course of our construction
activities. A few examples of actions and processes that we have used on past projects that we will
apply when appropriate to our future projects under this RFP are:
• Prepare a comprehensive Stormwater Management Plan in compliance with State and local
requirements and implement best management practices to reduce erosion potential and
minimize sediment migration from the construction site.
• Asphalt removal for installation of the pipeline will be done by cold milling and the asphalt
millings may be re-used in the subgrade for the new pavement section.
• Recycled concrete aggregate base course to be used to supplement the asphalt millings for the
new pavement section.
• New asphalt pavement may consist of 20% recycled asphalt material commonly referred to as
RAP.
• Concrete removal for construction will be directed to a recycling facility which will recycle the
product for future use.
• Structure backfill requiring "flowable" fill will utilize a straight fly ash mixture, which is a recycled
product from the energy industry.
• Tracking fuel consumption on equipment and vehicles in order to quickly identity, repair and
improve fuel efficiency issues
• At our office and shop facility we maintain a 1 Source recycling system for all recyclable
materials such as glass, cardboard, paper, and plastics
• This 1 Source system is also utilized on larger projects such as those anticipated under this RFP
• All oil and fuel waste is collected and recycled at our shop
• We continually update our equipment fleet to the latest fuel efficient models
• We promote carpooling both to and from the office but also to meetings or jobsite visits in an
effort to save on fuel consumption and costs

Efforts Launched After Monumental Storm Event
Mother Nature made an exam-

City. Starting around 4:00 pm on a
Sunday aftamoon, the thunderstorm
was not uncommon for late July -
and very mudl welcome by most.
But this would be no Otdlnary slorm.
By noon Monday, three ID six inches
ol rain had fallen across western
portions of Fort Coftin8 - even mora
northwest of the City near Laporte
and Beltvue - as rain stopped but
skles remained ominous with an
extremely high dew point near 60
d1S91"5. Weather forecasters at
Colorado Stale University and else-
where recognized the continuing
potential for torrentlal rain and llaah
flooding, but had no way to pinpoint
where or when It would occur. Low
clouds obscured the foothills and
light showers began again aaoss
Fort Collins by 8:00 pm. At about
8:30, ex\nlmely heavy rain began
lall!ng over a 12-mlle by three.mile
area of the City's southwestem
quadrant Oller the next 90 minute&,

project Is located on four different streets In the same area, one along Bellaire Street between E. 68th Avenue and Saurlnl Boulevard, another along Ash Street between E. 68th Avenue

Boulevard, another along Saurtnl Boulevard between Ash Court and Bellaire Street, and the last along Ash Court from Saurlni Boulevard to the end of the cul-de-sac. The Bellaire Street

consists of installing approximately 1,150 llnear feet of 8" water mains and replacing and transferring 43 water service llnes. The Ash Street portion consists of 18placlng and transfetTtng
