As a Colorado business with a store location in Denver, we are confident that we will meet or exceed the conditions of your proposal. Neve’s Uniforms and Equipment has provided quality uniforms and equipment to our customer’s since 1980. We constantly seek new products and technologies to enhance our services to meet the ever-increasing demands of Public Safety professionals. A key source for our continued improvement is our relationships with our customers. In working together with them we have found significant ways to not only make our organization better, but improve the uniform programs for the customers we serve. At Neve’s we strive to deliver the highest quality products and best service possible and to provide an excellent value for our customers. We invest significant resources in inventory, staffing and our systems to provide the products and service our customers demand and deserve. We currently provide similar services to multiple agencies, these include the following: Arapahoe County Sheriff’s Dept., Arvada Fire Protection Dist., Aurora Fire Dept., Aurora Police Dept., Boulder County Sheriff’s Dept., Boulder Rural Fire, Colorado State Patrol, Denver Sheriff’s Dept., Douglas County Sheriff’s Dept, Fort Lupton Fire, Franktown Fire, Grand Junction Fire Dept., Weld County Sheriff’s Dept, and most importantly our system is currently being used by the Fort Collins Police Department. SCOPE OF SERVICES A. Uniform Specifications: Our proposal is for manufacturer specific items (Blauer Manufacturing). B. Uniform Measuring: We understand that the Police department requires measuring services at your facility and we will be available at your request. C. Cost Structure: We have submitted our pricing (reference VI. Pricing Schedule). We understand that our pricing is to remain firm for twelve (12) months from the contract effective date. Our prices include alterations and standard tailoring costs. Also included are shipping, freight and handling costs. D. Uniform Complement and Quantities: If additional items are requested by the Police Department, we will price them according to the same pricing multiplier as used for the items in this proposal. Individual officers are welcome to place personal orders and the same prices in this proposal will be extended to those purchases. Extended Sizes: Our prices include all manufacturer sizes and all oversize charges are waived, and included at standard price. We also maintain a proportionate stock of women’s and oversized uniforms in our inventory. F. Delivery: It is understood that you require a 2-3 week delivery time after receipt of order. We will maintain adequate inventory to achieve or exceed this timeframe. G. Ordering Capabilities: Our web-based ordering system is currently being used by the Fort Collins Police Department and fulfills all requirements of your proposal. It is currently in place and is immediately available to fulfill the ordering requirements of this proposal. SUBMITTAL REQUIREMENTS 1. As a previous owner/president of a multi store uniform and equipment company, he has worked in all levels of service and management and understands the abilities and opportunities offered by our company and our manufacturers. He has worked with top level administrators and helped develop uniform programs and solutions for these agencies. He has provided products and services to the Fort Collins Police Department for the past 20 plus years. He will be your primary contact and will coordinate and assist with all aspects of the Fort Collins Police Department uniform program. Your department is very important to us and he is readily available to you and your individual officers. Secondary account representative: Kim Shinnick Web Site Administrator Kim has worked in the uniform industry for over 30 years. As a previous owner/manager of a multi store uniform and equipment company, she has a keen awareness of all facets of our business. She works directly with top level administrators and helped develop uniform programs and solutions for various agencies of all sizes. She is extremely concerned about customer service and will make sure that our service to your department exceeds your expectations. She will be your contact for all web site functionality and will assist with all aspects of the Fort Collins Police Department uniform program. Kim has also worked directly with the Fort Collins Police Department for 20 plus years and is responsible for the web site currently being used by your department. 2. On line ordering system: Neve’s secure web site ordering system is currently being used by the Fort Collins PD for their uniform program. It has been in use by FCPD for over 3 years and provides all aspects required in this proposal and will require no start up time. It is user friendly and easily adaptable to changes made by the department for future requirements. We have multiple departments using this system also designed specifically for their product specifications. Lead Time: We carry all of your primary products in stock and can ship items same day if required. Most items are in stock and require alterations so 5-10 day delivery should be the average. We will do whatever we can to meet any special requirement that you have. 4. Measuring: We are available to provide fitting services at your department. We currently fit all FCPD recruit classes and any special requirements that you have. We are experienced and ensure that the fitting is professional and accurate. We have always met your requests and will continue to provide the best service possible including on site fittings as you require. 5. Our relationship with Blauer Manufacturing: We are a full line stocking distributor for Blauer. We have an excellent and long term relationship in excess of 30 years. We consider them to be a prime supplier. They are an industry leader and provide the highest quality of uniforms. We have excellent relationship with our local Blauer representative, Blake Stewart, as well as the entire Blauer family, management and customer service staff. We will work together as a team to ensure that your products are readily available, of the highest quality and meet your standards of uniformity and appearance. 6. Sweatshop-Free Labor: Blauer uses Sweatshop-Free Labor in the manufacturing of their products, documentation is attached. Also attached is Blauer’s product warranty. 7. Pricing Schedule VI: Our completed pricing schedule is attached to our proposal. We will adhere to the Scope of Services and agreement to this proposal by signing the pricing schedule. 8. References: Neve’s Uniform & Equipment has been in business for over 30 years providing products and services to Public Safety agencies. We have store locations in Denver, CO; Colorado Springs, CO; Albuquerque, NM; Santa Fe, NM; Rapid City, SD; and Sioux Falls, SD. Our web site serves customers throughout the United States. Page 5 Neve’s Uniforms & Equipment- Proposal City of Fort Collins Request for Proposal: 8085 Police Uniforms 03 30 2015 SUMMARY OF KEY FEATURES OF OUR WEB SITE • Our primary goal is to provide an efficient, user friendly and customer oriented system for the Fort Collins Police Department and its officers. • Our customer web-site framework is in use by many customers and is currently available to meet all the needs and requests by the FCPD. • Your department and your administrative staff are already familiar with the features and performance of our system. • The FCPD web-site will be confidential and secure for use only by the Fort Collins Police Department and Neve’s personnel. • All orders placed electronically by FCPD will be confirmed by return email. • When an order is shipped a confirming email will be sent to notify you of shipment. • Detail backorder reports are available on our FCPD web-site. • Detailed purchase history reports are provided on our FCPD web-site. All order details will be stored for future reference. • All reports are immediately available via the FCPD web-site by both FCPD and Neve’s representatives. • Our web-site is easily convertible and adaptable to additional requests. We can provide various options now and in the future. • The web-site includes specific product detail, photos, and available sizes. • The web-site includes a data base to list all individual officer sizes, this function is easily maintained and modified as needed. • Our web-site is currently being used by several large agencies with high demand and specialized services with proven reliability, accuracy and excellent customer satisfaction. • Any situation that arises from a web-site issue will be promptly corrected. Our web-site development company is locally based. They have an excellent reputation and have proven to be very reliable and responsive to requests of our customers needs. • All cost associated with our customer service representative(s) shall be at our expense. • All customer support representatives will have on-line access to information to provide immediate response to inquires relating to order status. This information will also be immediately accessible and available to appointed personnel of the Fort Collins Police Department. These reports and their accessibility have proven to be customer top rated. If we have neglected to anticipate reporting that would be important to the FCPD our system is easily adaptable to accommodate most requests. • Open Order Report: Shows all orders newest to oldest. You can select a specific time frame period to list all orders placed within this period. This is a condensed report showing all orders in the time frame selected. You can also select a specific order from this report to give you details of that order. • Order Detail Report: Shows all orders shipped and open newest to oldest. You can select a specific time frame period to show orders placed within this period. You enter the dates whenever you review the report in a pull down window fashion. Details of all orders by order date. You can sort this program as you need. • Backorder Report: Shows detail of all backordered items by individual, item or order date. You can sort this program as you need. • List of Department Members Report: This report is designed to show all members of your department and there classification. It will allow you to find individuals and their size with details and other important information concerning them. • Member Detail Report: This report shows detail of each individual member. It lists sizing, rank, email address, etc. • Product Page: This page shows product information. Construction, care, sizing and you can also place the order from this page. • Invoice: You will always have access to view any invoice from our web site. Accordingly, we are supportive of the national dialogue designed to eradicate sweatshop conditions surrounding the manufacturing of products associated with the Apparel Industry. We support a code of conduct in our factories and for our contractors and licensees that will help guarantee safe, health, and fair conditions for workers who produce our public safety uniform apparel. We support the positions of the U.S. Labor Department, the Apparel Industry Partnership, and the Fair labor Association regarding employment and provision of fair treatment. For three generations, the Blauer family has supplied quality public safety uniform apparel. Charles Blauer, his sons Michael, Stephen, and Bill, and his daughter Sharyn are actively engaged in the operation of the Company. They personally, and as a corporation support the foregoing and the following Principles: 1. Code of Conduct. We believe firmly that workers in this country and abroad that help produce the apparel bearing the Blauer Label should be treated humanely and fairly, and should work under healthy and safe conditions. Accordingly, we endorse a Code of Conduct for all our factories, contractors, and licensees that include important provisions, many of which are supported by national or international law, and deeply held norms. These provisions aim to ensure: • Compliance with all applicable national laws; • Compensations standards, including payment of the higher of the minimum wage or local prevailing wage; • Humane limitations on the required hours of work; • Limitations on child labor, consistent with international and national law; • Prohibition of forced labor; • Safe and healthy working environment; • Nondiscrimination in employment based on gender, race, religion, age, disability, nationality, or ethnic origin; • Prohibition of harassment of employees; and, • Freedom of association and collective bargaining. 2 Commitment to Implementation. We also believe firmly that ensuring that these provisions (and others as described below) are followed will require commitment and follow-through, not only by us, but also by other public safety uniform apparel manufacturers. We support appropriate associations, consortia, or other groups that will work to ensure compliance. Where needed we will engage the services of SGS (the Societe General De Surveillance), an internationally recognized inspection firm, (or similar firm) to independently monitor compliance and conform that our employment and working condition standards are being met. We will urge others in the public safety uniform business to do the same or equal. 3. Compensation Standards. We believe that, as a matter of human rights and human dignity, workers engaged in the production of public safety uniforms should receive wages that meet at least their basic needs. This concept has been sometimes referred to as a “living wage”. In many instances, such a wage level would exceed the minimum and/or prevailing wage. However, defining a wage level or levels (across different countries and even different locations within countries) presents significant challenges; it is widely held that there is no current consensus on these compensation levels. Nevertheless, we believe it is fundamentally important to engaged in that process to define wage level(s) for workers engaged in the production of public safety uniform apparel that would meet at least their basic needs and be consistent with human rights. 4. Guidelines and Standards. Accordingly, we will join in appropriate research studies with a Public Safety Uniform Industry committee, United States Labor Department, and appropriate international groups and organizations, to determine guidelines that could create appropriate wage standards. Through these studies, Blauer will work to identify a wage level(s) consistent with human rights and our personal and corporate values. Based on that information, we will work to implement a policy that will ensure that our plants and contractors compensate workers at a wage level(s) consistent with basic human rights and dignity. Additionally, we will advocate that the Public Safety Apparel Industry Committee and other national and international organizations explore this topic to determine how and where a Code of Conduct might be modified to reflect the payment of wage level(s) consistent with human rights. 5. Women’s Rights. A majority of workers making Blauer products are women who may be vulnerable to exploitation or coercion. We, therefore, will advocate that a Code of Conduct should explicitly protect women with respect to equal pay, equal treatment, and equal rights, as well as ensure their reproductive health and freedom during pregnancy and maternity leave. We will require our plants, contractors, and licensees to ensure that women employees receive fair treatment and are free from coercion or exploitation.
