Accordingly, ICF’s proposal is comprised of one (1) volume, which includes Technical and Price sections. This proposed modification to our agreement will increase the scope and price of the overall agreement and extend the period of performance. ICF's proposal remains valid for a period of sixty (60) days from its submission date of January 6, 2016. Collins Agreement [ICF Project 133652] Page 4 of 9 Section I – TECHINCAL Additional scope of work detailed below is anticipated to be added to the ICF’s current Software Access and License Agreement with the City of Fort Collins, Fort Collins Utilities (“Utilities”) [ICF Project # 133652] executed on January 7, 2013 (hereinafter refereed to as “Agreement”). Tasks ICF shall provide the Utilities’ SIMS project the following tasks: the annual license; ongoing data updates; and program evaluation (see below and Table 1). Annual License  ICF shall provide unlimited logins to access the secure online SIMS platform, and all queryable reports, account detail information and interactive mapping features. The SIMS platform is currently loaded with six hierarchies that enable Utilities to identify and analyze customer usage trends based on their Sector (building type), Rate Code, location based on Census area or Neighborhood, or particular customers via Key Accounts or their involvement in ClimateWise. The license also includes an allotment of 100 analytical support hours for additional consulting and reporting on the full life cycle of residential and commercial program and customer engagement efforts. License period is to cover 12 months: January 1, 2016 to December 31, 2016. Data Updates  ICF shall update customer billing (consumption) data in the SIMS for both electricity and water use on a quarterly basis (four updates per year). Program Evaluation Module  The program evaluation module will enable resource use tracking on an individual meter basis, analyzing normalized annual consumption changes between the 12-months prior to participation in a program, installing a measure or some other identified event and the 12-months after that date. Three primary program areas will be tracked and analyzed in the SIMS, including: 1) Efficiency Works for Homes; 2) Efficiency Works for Business; and 3) Consumer Products. Additional programs can be added under this module license, but this does not include the initial setup and data load. Analyitical hours can be applied to perform the initial setup (up to those included under the SIMS license). Additional cost may be incurred if the data isn’t provided in the standard program import template. Program participant data will be updated on the same interval that customer billing data is uploaded into the SIMS, as long as it is provided to ICF by Utilities. Demographic and Firmographic Data Append and Propensity Model Profiling  ICF will append demographic and firmographic data to Utilities residential and commercial customers, respectively. The demographic data to be appended includes information on age, education, income, home ownership status, purchasing habits and Mosaic customer segmentation. The firmographic data available for businesses includes information on business start date, number of employees, primary business activity (NAICS and SIC codes), sales volume, number of PC’s and estimated floor area.  ICF will use the appended demographic and firmographic data to develop propensity to participate models for Utilities residential and commercial efficiency programs. The propensity models will produce scoring using past program participation information and identifying demographic and firmographic variables that show significant correlation with a customers’ propensity to participate. Resulting profiles of top target customers will be loaded into the SIMS. ICF Proposal 2013_1271 Modification to Extend Services to ICF-Ft. Collins Agreement [ICF Project 133652] Page 5 of 9 Additional Analytical Hours and Special Project Support  To further help Utilities achieve desired program impacts, ICF offers additional analytical staff support for special projects on an as needed basis beyond the analytical support hours included in the SIMS license. To utilize this service, Utilities and ICFwill develop specific work order requests that outline scope and budget based on a blended rate of $100 per hour. This contract can be amended to include this additional scope and budget once agreed upon by both parties. Analysis of the impacts of individual measures within these program offerings can be completed for the Utilities by utilizing custom analytical support hours.
