Executive Summary The City of Fort Collins’ Program Need The City of Fort Collins’ (“City”) goals are to keep morale high, attract and retain valuable employees, and increase productivity. However, employees’ problems at home or at work can undermine the achievement of those goals. Problems include: > The challenge to balance personal and professional lives > The struggle to find convenient and reliable day care and elder care options > Conflict with a spouse/partner, adolescent, or co-workers > Managers/supervisors’ need for support before addressing issues > Unexpected tragedies in the workplace or greater community > Personal legal and financial issues The City’s employee assistance program (EAP) and work-life services must provide support and resources to help employees and their families resolve personal issues, while equipping management with the tools to create a positive work environment. Our current government customers in Colorado include Larimer County and the City of Aurora, who have been with ComPsych since 2012 and 2013, respectively. ComPsych’s clinical and work-life professionals understand the pressures inherent in the public sector – the realities and uncertainties of funding available at the local, state, and federal levels, as well as the demanding but rewarding job of serving the public. We know from serving these populations that the need to support them in their increasingly complex roles is paramount. Support for Veterans Administration During Government Shutdown During the federal government shutdown (October 2013), government agencies faced the monumental task of preparing workers for the possibility of a furlough. Knowing that employees had immediate concerns about losing pay for an undetermined period of time, ComPsych proactively reached out to affected customers by providing a Government Shutdown Resource Guide. We also provided resources, including HelpSheets, on GuidanceResources Online so employees could access them from their homes. These resources were placed prominently on the home page of the site, similarly to how we place information of high importance such as weather emergencies and natural disasters. ComPsych supported internal efforts of a local VA Agency in Florida to help prepare employees for a potential furlough. We arranged for a financial expert to attend an event organized by the agency. This expert provided immediate and practical assistance to help employees prepare a budget, write letters to credit card companies, complete loan applications, and address other financial matters. ComPsych’s philosophy is that well-promoted and conveniently accessible employee assistance, work-life support, and wellness services provide the best results and value for employee productivity and well- being. Our practice philosophy emphasizes early intervention—upstream of problems—and we promote our services to address issues before they escalate into severe problems, such as psychiatric and chemical dependency problems. We work closely with our customers to create a build-to-suit program to both meet their needs and reflect their corporate goals. 2. Qualifications of your firm and years of experience administering EAP’s. Founded in 1984, ComPsych is the world’s largest provider of employee assistance programs (EAP) and is the pioneer and worldwide leader of fully integrated EAP, behavioral health, wellness, work-life, HR, FMLA and absence management services under its GuidanceResources® brand. Number of clinicians available and qualifications/areas of expertise of the personnel proposed to perform the work. Provide a Geographical Report that shows the percentage of employees that have access to one of your providers within 5 miles/10 miles/20 miles or over. ComPsych has more than 46,500 domestic clinicians. Please see our geographic accessibility report for the City’s employees in Appendix 1. Our credentialing process includes reviewing malpractice claims, pending legal cases, license actions, and sanctions by Medicare or Medicaid. In addition, we verify that our network providers, GuidanceExperts, have expertise in specialties essential to EAP, such as critical incident support and management referrals. To be admitted to our network, a GuidanceExpert must possess the following minimum criteria: > A master’s degree in a behavioral health-related field and a doctorate for psychologists > A license to practice in the state at the highest level of independent license granted by the state licensing board > Three years of post-graduate experience > Malpractice insurance ($1 million per occurrence/$3 million aggregate) > Advanced education in a related specialization—for example, substance abuse, children or eating disorders > Willingness to participate in ComPsych’s quality oversight and assurance programs Biannual Re-credentialing ComPsych’s network services department re-credentials all GuidanceExperts every two years, exceeding the requirement of the National Committee for Quality Assurance to re-credential every three years. The committee comprises directors of network, clinical and GuidanceResources services; ComPsych’s medical director; and privacy and clinical managers. Please refer to the attached GEO report which shows 100 percent network coverage for the City’s employees. 4. A list of Larimer County clinicians within your network. Please refer to a list of our network clinicians in Appendix 2. 5. Guaranteed maximum length of response time for a call back to an employee. Our master’s-level intake GuidanceConsultants answer all calls live 24 hours a day, seven days a week, so call-backs do not apply. We do not utilize IVR. 6. What is the amount of time for follow-up with employees and their dependents who have utilized the EAP? Guaranteed maximum length of wait for appointment for emergency and non-emergency situations. Within how many days will an appointment be scheduled for a non-crisis situation? ComPsych believes in-person care is valuable, which is why we refer callers to in-person sessions. For routine matters, individuals can schedule an appointment in an average of three days. These routine face-to-face appointments are available six days a week. If employees have an urgent request, we will provide care through a referral to a GuidanceExpert within 48 hours. During emergency calls, ComPsych’s GuidanceConsultants use their crisis intervention skills to implement crisis protocols immediately. They coordinate face-to-face services with a hospital emergency room or an EAP GuidanceExpert. ComPsych’s staff telephone counselors can assist if employees need counseling, but cannot or do not want to schedule a face-to-face visit because of their schedules, a lack of child care or transportation, or an illness or injury. Telephone counseling involves the same procedures as in-person counseling, including assessment and treatment. Provide us with examples of usage/utilization reports. Please include three (3) years of Employee Utilization Reports as exhibits to the proposal. The City will receive reports including data on utilization and presenting issues, with metrics. ComPsych’s reports contain the following information: > All services requested > Organizational trends > Demographic data > Utilization trends > Intervention and promotion strategies > Recommendations for program direction The City will also receive a narrative analysis with each utilization report that discusses trends, comparisons to our book of business, and suggestions for future initiatives. As a result, the City can measure effectiveness of communication efforts and understand how to best help its employees. Our reports will support the City’s efforts to gain the most value from its benefits investment. We include sample reports in Appendix 3. 9. Experience with public entities. As the EAP provider for more than 750 government federal, state and local entities, ComPsych understands the workplace demands and issues that public sector employees face. Our clinical and work- life professionals understand the pressures inherent in public safety and public education, the realities and uncertainties of funding available at the local, state, and federal levels, and the demands and rewards of serving the public. Our federal government customers include the Internal Revenue Service; the Department of Homeland Security; the Federal Reserve Banks of Atlanta, New York, and St. Louis; and the Library of Congress, to name a few. ComPsych also provides EAP services for the States of Arkansas, Arizona, Idaho, Kansas, Missouri, and Nevada; the Counties of Durham, Larimer, Lee, and Orange (Florida); and the cities of Durham, Mesa, and St. Petersburg. 10. Approach to customer service. (For example: Who receives the initial phone call and how is it processed? If working with a supervisor, does the supervisor call the EAP office or the therapist directly?) All City employees (including supervisors and managers) and their family members can contact ComPsych with issues regarding behavioral and emotional health, family, legal, financial, wellness, or other personal matters 24 hours a day, seven days a week, via our toll-free line, email, and chat feature on GuidanceResources Online. We will conduct an issues assessment and direct the caller to the appropriate ComPsych GuidanceExpertSM—behavioral health specialist, attorney or financial professional in our ComPsych GuidanceExpert Network for further assistance—all through a single point of contact. Proposal Requirements Employees always reach our master’s-level intake clinicians, called GuidanceConsultants, never an answering service or an automated menu system. GuidanceConsultants listen to City employees’ issues, assess their needs, and refer them to specialists to resolve their issues. Guiding Employees to the Right Resources Because most callers have not previously contacted an EAP service, our services go beyond intake and triage. We take the necessary time to educate callers on ComPsych’s services. We engage them in the program, increase their comfort with our services, and encourage program utilization. As GuidanceConsultants talk to individuals, they will document details such as the following: > Presenting problem, symptoms and family history > Risk—individuals’ thoughts of hurting themselves or others including plans, actions, history, potential victim > Alcohol/substance abuse—drug of choice, amount of use, use frequency, date of onset, date of last use, treatment history > Domestic violence—the most recent occurrence, the frequency and history, medical attention needed currently or in the past, police or legal involvement currently or in the past, safety plan > Current treatment—level of care, facility name and address, therapist name and phone number, medication and dosage > Psychiatric treatment history > Work or school-related issues—performance, attendance, peer relationships, unprofessional behavior, workplace violence ComPsych believes in-person care is valuable, which is why we refer callers to face-to-face counselling sessions. Expert Management Consultation If the City needs support for an employee issue, a ComPsych HR specialist can provide it, working from extensive knowledge of and experience with workplace regulations and best practices. ComPsych offers expertise with issues like substance abuse, compliance with the Americans with Disabilities Act and other government regulations, workplace violence, and organizational re-engineering. Our services to the City will reflect its HR policies and procedures. Management Referrals When the City needs to refer employees to the EAP, ComPsych’s formal referral specialists will assist managers or HR professionals throughout the process. Referrals can be either voluntary or formal: > Voluntary referrals—an employee comes to his or her manager with an issue or a manager identifies an issue during initial discussions regarding performance and discipline. The manager reminds the employee that the EAP can assist him or her, and the employee’s use of the EAP is optional. > Formal referrals—a manager directs the employee to use EAP services after informing him or her that performance or behavior issues are hindering productivity or a policy such as drug-free workplace has been violated. Managers formally refer employees after taking disciplinary steps. We recommend that before meeting with the employee to make a formal referral, the HR manager and the manager contact the EAP. Because of the need for confidentiality, we do not disclose clinical and/or personal information. 11. Training programs available and general topics. We are committed to informing employees about the GuidanceResources program so that they will use and benefit from the program. To support this goal, our quoted rates include 20 training hours per contract year. Our average satisfaction rating for these training sessions is high: 4.5 out of 5. The City can use its training hours by mixing and matching the following types: > Employee orientation > Manager/supervisor orientation > Personal development workshops: behavioral wellness seminars, brown bags or lunch and learns > Health and enrollment fairs During implementation, we will discuss specific training requirements and build a program to suit your needs. Orientation Sessions ComPsych offers separate sessions for employees and management, since each group may interact differently with our service. Employee sessions focus on program benefits and features, while management orientations include how our referral processes work and how the EAP complements management strategies. These orientation sessions can be adapted to a wide variety of audiences. The 30-minute employee orientation sessions cover topics such as: > Program history, background and purpose > Access to the benefit > Employer-specific services > Reminder that there is no cost to employees and their family members > Issues that can be addressed by GuidanceResources and work-life services > Assurance of program confidentiality Managers and supervisor orientation sessions discuss how to use the EAP to support employees and maximize their productivity. ComPsych’s program helps managers identify troubled employees and encourage them to seek help. The one-hour sessions cover topics such as: > Types of issues and problems addressed by GuidanceResources > Issues that can affect productivity and advice on focusing on behavior and performance instead of personal issues > Process for accessing critical incident response services > Formal versus voluntary referrals and advice on making a timely, tactful referral We supplement this training with guides for managers and supervisors, which cover topics such as organizational benefits, the manager’s role in the EAP, referral methods and steps to effective management performance. Proposal Requirements Workshops for Behavioral Wellness and Personal Development Once orientation sessions lay the foundation, the City can use personal development workshops and behavioral wellness seminars to add depth and interest to our GuidanceResources services. ComPsych offers training to help employees manage daily challenges including managing emotions in the workplace and balancing work and life responsibilities and goals. More than 100 topics are available. We include a complete topic list in Appendix 4. Participation in Health and Enrollment Fairs Many customers organize health fairs, which bring together benefit providers to introduce their services to employees. Upon request, ComPsych will support such fairs. Our goal is to raise awareness of the GuidanceResources program and make a positive impression on City employees. Professional Facilitators Conduct Training All ComPsych training content is written by professional trainers who hold advanced degrees in communications, adult learning, training and development or organizational behavior. The topics are designed to accommodate all types of adult learning styles, as well as to be presented to a variety of audience types. ComPsych has a panel of more than 1,850 contracted facilitators to ensure local coverage for training sessions. These facilitators include counselors, professional trainers and financial experts; we screen these facilitators for their experience before they become members of the panel. In addition, our professional staff coach individual facilitators before they facilitate a session for ComPsych. Specialized Training and Organizational Consulting ComPsych also offers training on professional and management development, as well as organizational consulting topics on a fee-for-service basis. Topics include: > Learning the basics of management and leadership > Managing downsizing > Outplacement resources > HR policy review: combating substance abuse in the workplace > Valuing diversity in the workplace > Delivering excellent customer service > Employee opinion survey design and implementation Options for Delivering Training Three training formats are available for training delivery. The City’s preference and circumstances will determine their use. > Face-to-face delivery—our local facilitators can conduct the personal development/lunch-and- learn sessions, as well as employee and manager/supervisor orientations to GuidanceResources services. > Remote delivery—for groups and individuals in different locations, ComPsych offers employee and manager/supervisor orientation sessions online. In addition, we can offer most personal development/lunch-and-learn topics via live webinar or teleconference. > Train-the-trainer delivery—if the City wishes to have its local HR or benefits staff facilitate employee orientation sessions either to new hires or as a review, ComPsych can help the City representative prepare to conduct these sessions. Additional training is available for $150/hour. For CISM and training purposes, ComPsych uses local GuidanceExperts and trainers/facilitators whenever possible, so travel is rarely required. When travel is required, it will be billed upon terms which the City and ComPsych mutually agree. 14. Cost per session for training programs – if the City elects this additional option. ComPsych included a bank of 20 on-site hours per contract year in our quoted fees. These on-site hours may be composed of any combination of orientation sessions (employee or management), personal development workshops, or health fair representation. We offer additional training for $150/hour. 15. Referral services for child and elder care may not be needed. What is the cost per employee per month without these services? Cost: $1.63 PEPM Without our FamilySource services (which include referrals for child care and elder care), City employees and their families will have access to these resources through GuidanceResources Online, including customized child care provider/facility lookup and mapping for more than 500,000 resources by location and preference, and availability verification based on specific criteria; and comprehensive elder care facility lookup by location, with ratings and rankings research, and current availability and information on more than 100,000 providers. 16. Other services offered through your firm and the cost. ComPsych also offers an array of program options at additional cost, some of which were developed jointly with customers in the government sector, to address specific workplace concerns. As a program enhancement, FMLASource can administer a wide range of absence policies including the Americans with Disabilities Act Amendments Act (ADAAA), jury duty, military service, bereavement, paid time off, and City-specific leave policies. Cost: $1.45 PEPM HealthChampion This health care navigation service helps employees navigate their health benefits, answer clinical questions, resolve claims and billing issues, explain the appeals process, and make educated health care decisions. Specialists guide employees through the complex health care system and connect them with available resources. Provide articles for employee newsletter as requested, usually monthly; and c. Attend annual Health Fair in September/October ComPsych’s goal is for 100 percent of our customers’ employees to be aware of the program. We work toward that goal by combining print and electronic communications. Our customizable materials remind employees of how to access the program and the benefits of doing so. During program implementation, the ComPsych Account Manager, Sharon Franks, will work with the City to develop a customized employee communication package, factoring in the City’s culture and preferences. The following are sample elements that we can either help the City write and/or develop: > Notices for employees – Signed by the program stakeholder, the emailed or print notice advises employees about this important, employer-sponsored benefit. We help write the notice, which explains program benefits, eligibility and the confidential nature of the program. > Notices for managers – We assist in writing the notice for managers, which details the implementation schedule, how, and when to refer employees and how the program can help customers manage behavioral health costs. > Brochures – These outline all program services and inform employees about how to access those services. > Wallet cards – Easily accessible in a purse or wallet, wallet cards quickly inform employees about how to contact a GuidanceConsultant. > Posters – Our posters are creative and eye-catching for placement in high-traffic areas like lunchrooms. They promote topics related to behavioral health and wellness, such as work-life balance, while reminding employees about ComPsych’s services. We update posters annually to give employees a fresh view of program benefits. > Fliers – These topical pieces encourage program utilization to deal with life challenges. They are updated quarterly. > Email – ComPsych provides emails that summarize program benefits, promote utilization, and contain links to our monthly HelpSheets, which focus on specific topics. Employees can store the messages for easy reference. > Topical articles/newsletters – ComPsych tracks trends in employment, behavioral health and work-life balance to identify interesting wellness topics. We write informative, relevant articles and distribute them to our customers. Customers post the articles on their intranets and in their newsletters. Our rates include the cost of producing our standard communication materials in English. However, we offer materials in several different languages to support our multilingual customers. Please refer to Appendix 5 for sample communications. 2. Training: Act as a resource for training information and referrals. Please refer to question 11 on pages seven to eight for details about our training options for employees and for managers/supervisors. Reports: Provide quarterly reports with usage, statistical and demographic information. Please refer to question eight on page five for information about the reports we will provide to the City. 4. Accessibility: Provide a Personal Representative for Human Resource to contact based on needs. Sharon Franks, the ComPsych account manager assigned to the City’s program, will be the main contact in this partnership. An expert in managing EAP and work-life services, Sharon will ensure that the City’s implementation is successful. She will oversee all program deliverables, such as communication materials, training, and reporting. Sharon will maintain contact with the City throughout its program. 5. Ability to contract outside of the network for special services/needs that cannot be supplied by providers within the current network. ComPsych is committed to providing access to qualified providers for the City’s employees wherever they live, work, and travel. We have more than 46,500 domestic providers throughout the country. We maintain an open network policy—and are willing to expand our network to include City- recommended providers who meet our credentialing criteria. In fact, we take the initiative to ask City benefits administrators for referrals and contact those providers to gauge their interest in joining our network. If applicable, we will invite them to join our network, expediting the credentialing and contract process for them to speed up their availability for referrals from ComPsych. The depth and breadth of our existing provider network—and our willingness to expand it—is just one of the strengths that separate ComPsych from our competitors. 6. Ability to add new counselors to the network. What is the process? What’s the time line? As discussed in the previous question, under ComPsych’s open network, we welcome individuals and the City’s managers alike to nominate providers for inclusion in our network. We will solicit these nominations during program implementation and begin the credentialing process at that time. For future out-of-network provider requests, our average credentialing time frame of 30 to 45 days (depending upon the speed with which the provider returns paperwork) can be expedited. We can issue a referral to the provider under a letter of agreement once we receive certain information necessary to offer the referral, which usually occurs within 5 to 10 days. Under the letter of agreement, the provider might be open for referrals to other individuals who request access. 7. Can the City offer a one- off contract for specialized counseling? What is that process? What is the timeline? Yes. We are always willing to accept one-off special requests, as long as the requested provider meets our credentialing criteria, and the clients’ presenting issue(s) are within the scope of the EAP. With our open network, we proactively reach out to our new customers to invite their preferred local providers that may not already be part of our network. Additional Requirements We will ask the City’s benefits administrators for names of preferred providers with whom they have worked in the past. For those who are not, we then take the initiative to contact these providers, gauge their interest in joining our network, and if applicable, invite them to join. We also will expedite the credentialing process for them to minimize the paperwork and speed up their membership and availability for immediate referrals. 8. What is your Counselor population? - Type of Counselor - Gender of Counselor We have more than 46,500 domestic counselors in our network. Rather than build the network on contingency, ComPsych has structured it to accommodate the needs of our existing customers. This way, our GuidanceExperts regularly receive referrals, and their active participation deepens their understanding of our EAP services. Pinpointing GuidanceExperts and Resources ComPsych’s provider network includes only ComPsych-credentialed, state-licensed clinicians with expertise in areas that include: > Adolescent and child > Anxiety disorders > Depression > Domestic violence > Marital and family > Stress management > Substance abuse During intake calls, our GuidanceConsultants will match employees with a local GuidanceExpert. Using our proprietary system, we will use GuidanceExperts’ specialization, geographic accessibility, cultural considerations, and the caller’s stated preference (for example, a female counselor) to pinpoint a suitable GuidanceExpert. Our GuidanceExpert network is comprised of 67.6 percent female counselors and 32.4 percent male counselors. Vendors should include an additional proposal that includes providing additional training support in the form of seminars or workshops. Each session would be approximately one (1) hour. A maximum of twelve (12) sessions per year will be made available to groups ranging in size from 10 to 150 employees. If this additional option is chosen, the topics, times, and locations would be established between an EAP representative and a City representative. The schedule and materials directly provided by the EAP will be determined jointly by the EAP and the City representative. ComPsych included a bank of 20 on-site hours per contract year in our quoted fees. These on-site hours may be composed of any combination of on-site critical incident services, orientation sessions (employee or management), personal development workshops, or health fair representation. We offer additional training for $150/hour. 2. The City is in need of offering a Career Counseling program for succession planning purposes. Provide program information and costs if you were to offer this Career Counseling to City employees. What are the credentials for that specialized Counselor and would it be an additional fee? If so, please specify additional costs. As part of our “Professional Development Seminars and Organizational Consulting Services”, we offer a sample of our customized sessions and services, listed below, to meet the City’s needs and include all levels of staff. The courses are highly interactive and often include pre-work to make full and effective use of the time. They range from one hour to a full day of facilitation. Many of the Organizational Consulting Services include individual and team assessments, as well as review and assistance with a variety of HR compliance needs. Please refer to Appendix 6 for an overview of executive coaching that we offer. Professional Facilitators Conduct Training All ComPsych training content is written by professional trainers who hold advanced degrees in communications, adult learning, training and development, or organizational behavior. Seasoned HR professionals, organizational development (OD) specialists, and professional trainers design and facilitate the courses, consult on all OD projects, and serve as executive/management coaches. The topics are meant to accommodate all types of adult learning styles, as well as be presented to a variety of audiences. ComPsych has a panel of more than 1,850 contracted facilitators to ensure local coverage for training sessions. These facilitators include counselors, professional trainers, and financial experts. We screen these facilitators for their experience before they become members of the panel. In addition, our professional staff coach individual facilitators before they facilitate a session for ComPsych. The dietician holds classes locally several times a year through a no-cost government-sponsored program. The Associate was very pleased to learn about the free classes, and grateful that the Provider was onsite to connect to such valuable information. › An Associate was seeking comparative information on various prescription drug suppliers in order to find the most cost-effective option compatible with his insurance. The provider offered him a chart that broke down different options by cost and location, and explained the differences to the Associate. The Associate appreciated the Provider’s help, and stated that the information was exactly what was needed. › An Associate visited the Provider in order to obtain a counseling referral due to marital strife. The provider offered the Associate support and stress management techniques and referred the couple to the EAP to connect with a marriage counselor. The Associate returned shortly after to tell the Provider that Associate and Spouse used the counseling sessions and are both very pleased with the outcome. The couple is doing better, and the Associate is experiencing less stress and is better able to focus on work. Executive Coaching Overview Overall Approach We believe that executive coaching is most effective when used as a component of a larger plan to improve the performance of a leadership team member. Therefore, our approach starts with an analysis of goals that have been set by the organization in conjunction with the leader who is to be coached. We then formulate a coaching plan designed to help the leader achieve those goals which have been pre-defined by the organization. As depicted above, we believe that before coaching begins, the leader must first understand what his or her performance improvement goals are, and how both he/she and the organization will measure progress toward those goals. From that understanding, we work with the leader to establish a coaching schedule. We then use a combination of the leader’s self-assessment and our observations during skill-practice sessions to evaluate the impact that coaching is having, and we revise the schedule/ plan as necessary based on such evaluation. Best Practice Recommendations Our experience shows that executive coaching is most successful when the following considerations have been taken into account: • The leader understands clearly what the consequences will be if goals are not met and performance does not improve. In some cases this simply means that there will be a limit to how far the leader can “move up the ladder” in the organization. In other cases, it may mean disciplinary action up to and including termination. Whatever the consequences are, they must be clearly explained to the leader by the organization, and the leader must believe that the organization will implement them if goals aren’t met. • Participation in the coaching program is completely voluntary, and the leader may choose to end the coaching arrangement at his or her sole discretion. • Coaching conversations are kept completely confidential, between the leader and the coach. The coach may inform the organization about whether or not the leader is participating in the plan as agreed, but sharing of any specifics of the coaching conversation is at the sole discretion of the leader who is being coached. 1.
