DESCRIPTION:
1. Reason for change: Add service to cover the additional work done by Pinyon and SAN related
to the new temporary crossing and the modified floodwall design,
respectively. Interwest change for them to cover all of the post bid
design changes and construction administration items (submittals, RFIs,
etc.).
2. Description of Change: This is a change order to the "Exhibit A-Work Order Form" dated
January 30, 2017. The Add-On Services in the revised "Exhibit A"
are required to engage sub-consultants for environmental
permitting, structural engineering and for Interwest’s additional
needs for the project.

Fossil Creek Drive Trail
Project Description and Scope of Services
Dear Suzanne,
Attached is the project scope and description:
Description
Interwest will work with your department to prepare construction documents for a new recreation trail from
Shields to College Avenue along Fossil Creek Drive and Fossil Creek. The total length of new trail will be
approximately 6,000 linear feet. Three (3) bridge crossings of Fossil Creek will be required. The project will be
bid as a standard Fort Collins parks/trails project (no CDOT involvement). This trail project will connect to the
railroad tunnel currently under construction.
Scope of Services (see attached spreadsheet for sub-tasks and estimate of fees/hours)
30% Trail Plans – Interwest will create a base map for the project based on the survey provided by the City.
Interwest will prepare a preliminary plan and profile for the project to determine limits of impact to the right of
way, adjacent properties, and Fossil Creek. Interwest will prepare a conceptual level cost estimate at this stage of
design. This design will be provided to the City for review and comment. After the review period, Interwest will
move straight into 100% plans (below) with the horizontal and vertical 30% design as the basis for the plans.
Estimated Fee: $12,320
Trail Plans – Plan, Profile, Cross Sections – Interwest will prepare plan, profile and cross section design of the
trail. These sheets will be prepared at an appropriate scale for a D size sheet. The plan and profiles sheets will
show the locations and lengths of the pedestrian bridges on the route. Plan sheets will show utilities, fences,
culverts, etc. that will need to be removed or relocated with the project.
Estimated Fee: $16,792
Trail Plans – Grading, Drainage and Erosion Control Plans – Interwest will use the vertical design in the
profiles to create a grading plan for the project. This plan will also be used to define changes to drainage around
the trail. Culverts on the route will be replaced with a similar sized culvert (they will not be sized for any
particular design storm). Required erosion control measures will be shown on this plan.
Estimated Fee: $9,144
Trail Plans – Quantities and Estimates – Interwest will prepare bid quantities and provide construction
estimates throughout the project design. The City will provide specifics as to bid items for private improvements
that will be rebuild on adjacent private property (i.e. custom fences and gates).
Estimated Fee: $8,252
Trail Plans - Construction Specifications – Interwest will prepare construction specifications for the proposed
trail. We will want to start these specifications with old specs prepared for a locally funded project (Poudre Trail
replacement projects).
Estimated Fee: $3,888
Meetings & Coordination – Interwest will meet with City staff and the project team as necessary. This task also
includes project management and coordination throughout.
Estimated Fee: $5,304
Pedestrian Bridge Abutment Design – SAN Engineering will design the foundation system to support the three
proposed pedestrian bridges. The size and type of the pedestrian bridge abutment and foundation system will be
dependent upon the criteria set forth from the geotechnical investigation.
Estimated Fee: $18,940
Add Service: Floodwall Design – SAN Engineering will look at design options to either modify the existing
floodwall to raise it up to the required height of 4972.3’ or provide a new design for a brand new wall.
Estimated Fee: $2,000
Geotechnical Investigation – Bridges Abutments – Earth Engineering Consultants (EEC) will provide
geotechnical services to develop the required geotechnical design and construction criteria appropriate for the
project. EEC proposes to conduct two borings in the area of each bridge location for a total of six borings. EEC
will prepare a soils report detailing the bore log and provide structural recommendations related to the soil type.
The fee below assumes that all six holes will be drilled in one day, that all of the sites are accessible by a tire
mounted drill rig, and that no traffic control will be required.
Estimated Fee: $5,044
Add Service: Environmental Clearances – Pinyon will provide services to complete environmental permitting
associated with the project. Please see attached detailed scope of services for Pinyon’s work.
Estimated Fee: $22,024
Add Service: Survey and Legal Descriptions – King Surveyors will provide services to prepare legal descriptions
associated with property acquisition along the southern side of Fossil Creek Drive. King will also be available to
collect additional topo as need for the tie in to the existing trail that was built with the tunnel project and survey
the limits of wetlands as delineated by Pinyon.
Estimated Fee: $4,000
Add Service: Update to Environmental Clearances – Pinyon will provide services to delineate additional
wetlands and complete a revision to the existing Nationwide Permit issued through the Army Corp of Engineers
for a new temporary construction crossing of Fossil Creek. Please see attached detailed scope of services for
Pinyon’s work.
Estimated Fee: $3,675
Add Service: Construction Administration – Interwest will provide services during construction of the trail to
assist in design changes related to field condition constraints or post bid design changes driven by property owner
meetings. Interwest will also review applicable construction material submittals and answer RFIs. Interwest will
update the plans throughout construction to provide the City with a final as built set of documents reflecting final
trail alignment.
Estimated Fee: $10,000
Reimbursable Expenses – for prints, mileage, and deliveries, etc.

Assumptions–
1. All surveying services will be provided by the City of Fort Collins (including legals for easements).
2. Hydraulic Modeling and Reports will be prepared by Anderson Consulting Engineers under a separate
agreement with the City.
3. The City will provide the coordination necessary for utility relocations and acquisition of easements and
impacts to private property along the route.
4. Utility locating and potholing (if required) will be provided by others.
5. No Federal or CDOT funds are associated with this project.
6. No environmental services are anticipated for the project.
7. Construction services and Record Drawings are not included as part of this contract.
