Mason St. 2nd Floor PO Box 580 Fort Collins, CO 80522 970.221.6775 970.221.6707 fcgov.com/purchasing Addendum 1 - Page 2 of 4 EXHIBIT 1 – CLARIFICATIONS, QUESTIONS & ANSWERS CLARIFICATIONS: • Snow removal at the Civic Center Parking Structure (CCPS), the bridge that spans the CCPS to the Opera Galleria, and Old Town Parking Structure shall be removed from the Scope of Work and will be completed by others. • Remove the phrase “on call by the Contractor” in the 1st paragraph of SCOPE OF WORK. • Snow must be pushed 3 feet from edge of raised bus station platforms into the street. • The maps provided in the RFP document shall be used as the basis for the Scope of Work at each site, not the web address found in 1st paragraph of SCOPE OF WORK. • Underground superman ramps at Troutman Station are to be included in Scope of Work. • The stairway on the east side of the Downtown Transit Center is included in the Scope of Work. • The City of Fort Collins and the Contractor have the option to not renew the contract after each one year term. QUESTIONS AND ANSWERS FROM PRE-BID AND SITE WALK: 1. Does Transfort provide designated snow storage areas? Transfort provides locations at each site to store snow. These locations will be communicated to the Contractor before the start of the contract. 2. What are the quality expectations for snow removal services? Simply functional? Or 100% safe at all moments? Due to the nature of work and client base that Transfort services, a very high expectation is set forth for snow removal services to consistently maintain safe conditions for all citizens. 3. What are the requirements for Commercial Drivers Licenses (CDLs)? CDLs are required for personnel who operate trucks or equipment that requires a CDL, as defined in §382.107 in intrastate or interstate commerce. 4. What are the requirements for drug testing? Participation in an alcohol and controlled substances testing program is required for all individuals operating with a CDL, subject to the requirements of 49 CFR Part 383. The City believes all personnel may need to participate in a Drug and Alcohol Testing program, per 49 U.S.C. §5331, 49 CFR Parts 653 and 654 and FTA contract clause found on page 58 of the RFP. The City will confirm participation requirements in a future addendum. 5. Does the City offer overnight parking? There are minimal restrictions on overnight parking and some lots may contain vehicles that are present at all hours. Addendum 1 - Page 3 of 4 6. In order to gauge the true requirements for each location, what were the levels of services performed at each site during the 2015-16 snow removal season? Crew requirements at each site will change based on unique factors for each snowfall event. Factors include: timing of snowfall, quantity of snowfall, temperature of snowfall, intensity of snowfall, etc. For a crew size estimate at each location during an average snowfall event, refer to the RECOMMENDATIONS AND PRIORTIES table on page 6 of the RFP. 7. What type of check-in meetings can be expected? As needed? Regularly scheduled? Throughout the snow season, the Contractor is required to set up regularly scheduled meetings with the Transfort representative every two to three weeks to ensure clear and concise communication. 8. How would Transfort like invoicing? Invoicing shall be submitted no later than 30 days after snow removal services. The specific quantity and timing of invoicing will be coordinated after award.
