Our Design Philosophy - How We Work...
WHY CHOOSE US
Farnsworth Group has earned a reputation for consistently providing creative design and consummate customer service.
We are relationship-based and our success rests on commitment to collaborate with everyone involved.
We take on the Owner’s mission and make it our own. We are much more effective when we understand and share
the Owner’s goals and visions. We plan to listen carefully to the City of Fort Collins’ goals and provide consistent
communication throughout all phases of the projects. Our primary goal is to provide solutions and make a true impact
through our architecture and engineering practices.
Farnsworth Group offers an unparalleled combination of the pragmatic and the creative, with a practice that exists at the
interface of business and design. Ultimately, our clients rely on us to serve as their trusted advisor. Every client relationship
is unique and every project has its own solution. We care deeply about our clients and strive to offer solutions that help
them succeed.
COLLABORATION
As a full-service design firm, we thrive on collaboration. We enlist our client as an extension of our project team, ensuring
their vision and goals are being met during every step of the project. Through years of experience, our architects,
engineers and teaming partners, have formed a seamless group that works as a singular team. We enjoy the unique
collaboration that exists and the thought-provoking perspectives as we come together to accomplish our client’s vision.
We are not just designers, planners and engineers. We are part of a team, part of a process that does not end in design,
but continues through construction. Our role is to provide guidance and leadership throughout the process to ensure
that the vision is communicated and realized, that the intent is fully achieved and implemented correctly, and the work is
delivered within the parameters of budget and time.
PASSION
We take great care over every aspect of detailing that vision. We believe that every project is the sum of its details and that
great buildings seem to get better as they get older. Our work has, at its core, an understanding of materials and methods
of construction. Careful detailing contributes both to the character and the durability of a building. In all aspects of our
work, we are exploring new ideas of sustainability through the sensible use of materials and energy conservation.
As designers of the built environment, we are not just interested in what a building will house, but what image the building
should project, what ideas shape its form, and what sense of space, importance, familiarity, scale, and style it uses to project
itself. We strive to improve our world with memorable visual and spatial experiences, understanding and enhancing the
existing context, creating buildings with poise and propriety that fit well among their neighbors and will reinforce or create
the community’s landscape. Buildings of any type are a representation of the community, its pride, sense of achievement
and the places where people live should reflect their dignity, traditions and comfort of their occupants. We believe that
buildings are successful when they are easy to use and express an understanding of what they are and what they represent.
As a local firm, many of our team members are Fort Collins residents which means we have an invested interest in the City
of Fort Collins’ facilities and resources. We plan to enhance the City’s property, while remaining committed to providing
the best project outcomes for the places we pass and utilize everyday.
GIVING BACK
There is no greater complement to our client’s work than to become active participants in the spaces we create. We are
often inspired by our clients’ work and initiatives and become involved beyond the bricks and mortar of what we do.
Daily, our firm encourages, engages and enables our employees to participate in every aspect of community life.
Community support, volunteerism and helping others are woven in to the very fabric of our Company. Whether it’s
participating in a Habitat for Humanity build day, Junior League Garden Tour or local church organizations that impact
mentoring youth, we understand the value of giving back to our communities.

TEAM PROFILE 2
Farnsworth Group - Firm Overview
Farnsworth Group, Inc. is an employee-owned corporation with
over 430 engineers, architects, surveyors, commissioning authorities,
technicians and support personnel providing a full-range of services.
The firm is incorporated in the state of Illinois. Farnsworth Group
was founded in the 1890s in Central Illinois after a local land
surveyor traveled from community to community providing survey
services for municipalities. Farnsworth Group’s earlier employees
operated under the same adage that still exists today: “The client is
our first priority.”
Our firm continues its rich history of providing consulting services,
serving a broad range of public- and private-sector clientele. Now,
with offices in 19 cities throughout the United States, we have become a multi-discipline leader in all facets of design
and technical consulting. For several consecutive years, Farnsworth Group has been named a Top 500 Design Firm by
Engineering News‑Record magazine.
Commitment to Quality
The basis of Farnsworth Group’s Quality Assurance Program is to ensure that the work is done correctly the first time.
Quality control does not just consist of a peer review after a deliverable is completed; it requires the entire project team
systematically performing and integrating timely activities during the course of the project as planned. Each project has a
Quality Assurance Program specific to the intent.
Clients are involved in our project planning process from the inception. The clients’ participation allows us to learn their
expectations, assess existing conditions, and identify unusual circumstances that may affect the project. This involvement
begins with the plan of study and will continue throughout the project.
Experience in Construction Contract Administration Procedures
The actual construction process is a critical time period in the delivery of any project. Farnsworth Group has extensive
experience working on single discipline to multi-discipline projects with internal and external consultants and recognize
that the needs of each project may differ. Because of our team’s diversity, we are capable of addressing all tasks, simple
to complex, in order to provide the desired level of service throughout the construction period. We are well versed in
understanding the role of the principal Architect and/or Engineer in establishing consensus among various stakeholders and
a clear system of communication. The full extent of construction administration services are fully customizable to reflect
the nature of the project and we will work with your project manager to avoid unnecessary overlap in services.
Experience with LEED 2009 and LEEDv4
As a company who highly values sustainability, Farnsworth Group has worked extensively both with LEED 2009 and LEED
v4. LEED 2009 took great steps to address sustainability at the micro level with the introduction of the Regional Priority
credits, and continues to play an important role in LEED v4, however LEED 2009 still remains similar to its predecessor
LEED rating systems. The market has caught up to the earlier demands of the LEED rating system. In our experience over
the last several years with projects submitting under the LEED 2009 system, it was more cost effective to achieve a higher
rating by placing emphasis on the materials and resources, water efficiency, and sustainable sites credits.
The LEED v4 system offers more material transparency, provides points for integrated design, and increased the importance
of building performance for the life-cycle of the building. While some of these new metrics can increase the time involved
to document a building within the rating system, it is once again pushing the marketplace to strive for more. The LEED
v4 rating system shifts the project team’s goals from first cost to total building costs. In our experience, the emphasis on
integrated design has helped to control the total project cost by encouraging collaboration at the onset of the project.
Services provided by Farnsworth Group have been instrumental in addressing the new prerequisite requirements focusing
on building metering and building performance.

TEAM PROFILE 1
Experience with Net Zero Design
Our expertise was recently utilized to help Fort Carson Mountain Post develop a Net Zero Roadmap for the Butts
Plateau Area of the post. This area was being expanded to accommodate a new Combat Air Brigade. It presented a unique
opportunity to study this area of the base and use it as a test model for Net Zero development at the campus level.
Farnsworth Group’s role on the project was helping to define design guidelines for energy efficiency, including individual
building performance targets through black box modeling, maximum energy use intensities for each building, synchronistic
central plant design recommendations, and identifying opportunities for renewable energy.
Additionally, Farnsworth Group provided land surveying, civil engineering and mechanical, electrical and plumbing
engineering for a $13 million project for the Boulder Housing Authority. The project entailed a 74-unit senior affordable
housing apartment building and commercial kitchen/cafeteria, as well as two standalone duplex homes for the first phase
of a multi-family housing development on a 14-acre parcel. All of the housing on-site uses sustainable site and building
technologies.
This energy efficient project included more than 100 kW of solar photo-voltaic array and a ground source heat-pump
system with (50) 400-foot-deep vertical wells connected to heat pumps for heating and cooling the apartments.
Simultaneous to the design and construction of the Senior Building, Farnsworth Group designed two duplexes on the South
side of the parking lot. With a 7.5 kW PV array two of these duplex units have achieved net zero energy use through the
course of the first three years of operation.
Team Ability to Provide Competent Service
Farnsworth Group is client-focused, striving to achieve customer satisfaction and excellence in every project we undertake.
Our methodology translates into a simple formula for success: solid planning, responsive client service and experienced
professional staff. Because of that methodology, we have brought together a highly talented team to address specific needs
in order to provide efficient and competent solutions. Each of these team members have been practicing in their respective
field for many years and will use that experience to ensure we are able to provide efficient, fiscally minded, and competent
solutions. Our consultants were carefully selected in order to provide specific expertise in:
• Architectural Historical Preservation, Grant: ERO Resources Corporation.
• Recreation/Aquatics Design: Counsilman-Hunsaker.
• Energy, LEED and Building Envelope Consulting: Intertek-ATI
• Geotechnical Engineering: Earth Engineering Consultants, LLC
• Landscape Architecture, Irrigation Design: Greenscape Designs.
• Cost Estimating: Rider Levett Bucknall
• Traffic Engineering: Stolfus & Associates
Financial accountability is also an essential component to responsible stewardship of taxpayer dollars. We understand that
you are committed to providing the best possible balance of quality and cost. As such, our team will approach each project
from the position that the best possible information needs to be given to the client to identify cost strategies that best
leverage impact on budgets against the life cycle cost of the project.

• We have engineers providing a wide range of services to
municipalities throughout Colorado and other states.
• Our project team has a strong track record of identifying “out of
the box” approaches, which may have been overlooked by others.
• We maintain positive working relationships with regulatory
agencies, as well as many contractors, and foster mutual respect
and cooperation.
• We recognize the importance of strong client relationships and have been providing continuing services to several
municipalities for over 50 years. Our level of commitment to our clients is evidenced by the fact that over 80% of
our business comes from existing clients.
• Approximately 80% of our projects involve retrofitting improvements into existing developments and infrastructure.
As such, we have streamlined a process to identify site and utility constraints up-front to mitigate potential issues
during construction.
The success of any project largely rests on the ability of people to work well together. Farnsworth Group is
committed to communication among all players involved in a project to ensure a project’s success.

Land Surveying Services
Farnsworth Group’s land surveying section has operated in Colorado since 1986
and includes a team of six licensed surveyors along the Front Range. Company-wide,
Farnsworth Group employs a survey staff of more than 45 personnel. All of our survey
crews are railroad safety trained and are capable of surveying within 25 feet of active
tracks. We are recognized as one of the premier land surveying firms in Colorado and
have a significant presence in other regions of the country. Our team is perfectly suited
to augment the services of the City’s in-house staff.
The bulk of Farnsworth Group’s survey projects in Colorado are for public entities,
including local, state, and federal agencies. We have provided previous on-call
surveying to over 30 different public agencies including the Colorado Department of
Transportation (CDOT). Within the past two years, Farnsworth Group has provided
TMOSS surveys and/or right-of-way surveys and plans on CDOT or local agency projects statewide in every region of
Colorado.
Farnsworth Group boasts a strong reputation in the Rocky Mountain region for our team’s ability to provide boundary/
right-of-way surveys, ALTA/ACSM land title surveys, municipal and governmental boundaries, topographic design surveys,
legal descriptions for right-of-way and/or easement acquisition, Colorado Department of Transportation (CDOT) right-of-
way plans, title research, aerial mapping, control networks, railroad consulting/liaison services, construction surveying, and
expert witness testimony.
Energy/LEED Consulting Services
Renewable energy design is another piece of sustainable design puzzle, and one
we feel strongly about. We believe renewable energy should be viewed like the
cookies after dinner. Once we have worked with the design team to maximize
the energy efficiency of a facility, then we will consider the opportunities for
renewable energy (dessert). Our staff resource members, including Corey
Chinn, have designed photovoltaic systems, solar hot water systems, and
cogeneration systems. He has also commissioned several of these systems,
providing them a unique perspective on the challenges and opportunities these
systems present if not designed, integrated, and operated properly.
Intertek-ATI will is assist this project team by providing their overall breadth
of experience relative to all aspects of the building enclosure provides our clients with a knowledge base not available to
other consultants. Their internal team of experts in areas such as roofing, waterproofing, masonry, stucco, EIFS, glazing, air
leakage performance evaluation, thermal and hygrothermal modelling, LEED consulting, sustainability, fire protection, blast
performance, acoustics and technology are available to support the needs any project.

ADA Compliance Training
Our staff has experience in working with ADA issues across the country, including in States that have adopted their own,
more stringent, versions of the ADA (i.e. Illinois, Texas). Outside of our traditional A/E services, we have also assisted
clients with surveys and complaint response assistance. Compliance with the ADA is not just a requirement but is an
opportunity to ensure all individuals have access to services. As part of our internal commitment to ensuring we stay ahead
of potential issues, we:
• Provide staff with their own Copy of the 2010 ADA Standards for Accessible Design and encourage staff to add
notes within the margins of personal notes, AHJ responses and general lessons learned.
• Provide in-house lunch-n-learn presentations on broad and specific ADA topics. We also include a ‘what’s wrong
with this picture’ session to encourage staff to identify and discuss potential non-compliance issues.
• We have a relationship with Colorado Code Consulting and utilize their expertise regarding issues related to the
International Code Council series of Codes but also the ADA. We have utilized Mr. Steve Thomas (President) to
assist with Code studies on various projects and have invited him to speak on topics related to Codes with our
Colorado Architectural staff.
Experience with Annual Indefinite Quantity Work Order Contracts
Farnsworth Group has a long-standing history of participating in annual indefinite quantity work order contracts. These on-
call contracts have involved both architectural and engineering services ranging from small to large work orders for various
municipalities, state governments, federal governments, and other agencies. The duration of these contracts have typically
averaged five-years, including a base year with subsequent option years. The majority of these contracts have been the
traditional design-bid-build delivery, however we currently have some contracts that are design-build. As such, our project
team is familiar with these types of contractual formats, and negotiating scope and fees for individual work orders under
a master agreement contract. The small to large work orders often are driven by available funding where the respective
agency has an obligation to award the monies within a certain timeframe or fiscal year. Consequently, we are accustomed
to working under a fast-track schedule where scoping/negotiating and ultimately project delivery has to be delivered on
time and under budget. The following are some annual indefinite-quantity work-order contracts that Farnsworth Group
has under current master agreements:

Farnsworth Group was founded through a commitment to serving municipalities. Our reputation has been solidified over
a century through serving many jurisdictions in an on-call capacity. We are proud of our client relationships – some that
span more than 90 years. Below we have provided a list of relevant projects. Due to page limitations, these are not all of
the projects completed in the past two years due to our size and full-service capacity. Should the City have any questions
about our projects, or our capacity to serve as your trusted advisor, we welcome questions at any time. Project budgets
listed do not include construction costs.

ADA QUESTIONNAIRE
Attachment 1- ADA Questionnaire Farnsworth Group
The responses noted are based on the 2010 ADA Standards. The ICC/ANSI A177.1 has additional
accessible requirements that may also be applicable.
1.) Why is ADA important to a local government?
The ADA gives civil rights protections to individuals with disabilities. It guarantees equal opportunity
for individuals with disabilities in public accommodations, employment, transportation, state and
local government services and telecommunications.
Specifically, Title II of the ADA prohibits discrimination against individuals with disabilities in all
programs, activities and services of public entities and applies to all State and local governments. It
also clarifies the requirements of section 504 of the Rehabilitation Act of 1973 for public
transportation systems that receive federal assistance.
The ADA is important because it demands a public entity ensure individuals with disabilities are not
excluded from services, programs or activities. Public entities do not necessarily have to make each
of their existing facilities accessible. They may provide accessibility by a number of methods
including alteration, construction of additional facilities, and relocation of a service or program to an
accessible facility or providing services at alternate accessible sites.
Private individuals may file complaints with several state and federal agencies in order to assist with
compliance. They may also ultimately bring lawsuits to enforce their rights. The 2010 ADA
Standards for Accessible Design set minimum requirements for newly designed and constructed or
altered public accommodations and commercial facilities.
2.) Define the requirement for light switch placement:
Operable portions of elements (such as switches) that must be activated or manipulated for use,
must fall within the requirements for reach ranges. Adult reach ranges are further defined
depending on clear floor space (for approach and positioning), forward reach, and obstructed high
reach and side approach. Depending on the approach and reach conditions, maximum side reach
for controls are from 15-inches to 48 inches maximum.
Advisory reach ranges also exist for children and are dependent on their age. In the interests of an
even wider reach for more accommodating designs, the concept of universal design has become
very popular. Depending on the individuals using the switch (quadriplegia, little person, etc.), a light
switch mounted at 40-inches is much more accessible and provides additional usability. In addition,
a rocker switch typically requires less force with zero grip. Mounting height for wall-switch controls
is 36-inches to 48-inches off the finished floor. In general, the 2010 standards lowered the
mounting height for light switches from 54-inches to 48-inches.
a. Does having multiple buttons as part of the switch for different presets change the
requirement? Explain.
Hand-operated controls must meet specific requirements related to operable parts.
Operable parts are defined as having to be operable with one hand and not require tight
grasping, pinching or twisting of the wrist. The force required to activate operable parts
must be 5 pounds maximum. Redundancy, such as for controls that serve a single
element is addressed in the ADA standards but does not apply to light switches.
Attachment 1- ADA Questionnaire Farnsworth Group
Switches must be compliant and the prudent approach (universal design) is to ensure it
is installed at a height which falls into an accessible range to mitigate future non-
compliance.
b. Does having a motion or occupancy sensor as part of the switch change the
requirement? Explain.
While an automatic sensor is an excellent choice for automation and energy savings,
having any operable control feature would fall into having to follow appropriate
operable part and reach range requirements. Most main stream, switch type, sensors
have a manual on control that would be considered an operable component. Typically,
a switch-type sensor is located in a single gang junction box that would be installed at a
similar height to other switches. The prudent approach (universal design) is to ensure it
is installed at a height which falls into an accessible range to mitigate future non-
compliance.
3.) When are low and high water fountains required?
2010 ADA Standards require, where drinking fountains are provided, a minimum of two drinking
fountains complying with a ‘low’ reach and a ‘high’ reach be provided. The high reach requirement
is intended to address standing persons. A single, high/low fountain is an acceptable solution to
address this requirement (exception). It is also worth noting that the location of the drinking
fountain should consider people with vision impairments. Locations in circulation paths must
prevent the drinking fountain from becoming a hazard due to an unprotected projection.
a. What is the spout height at a low fixture?
Spout outlets are required to be 36-inches maximum above the finished floor or ground.
b. What is the spout height at the high fixture?
Spout outlets at drinking fountains for standing persons are to be 38-inches minimum to
43-inches maximum above the finished floor or ground.
c. If a bottle filler is included, where should it be located?
Bottle filling stations are available as stand-alone units (typically recessed in a wall) or in
combination with a drinking fountain. Many manufacturers offer combination units
which are located at the ‘high’ location (high-low combination drinking fountains).
Stand-alone stations can be located in various publicly accessible locations but must
allow for the proper reach and approach clearances.
d. What other space requirements impact water fountains?
Reach/approach clearances, toe clearances, maneuvering space and operability must be
considered. Reach ranges are based on forward or parallel approaches and operable
parts must be such that they can be done with one hand and do not take more than 5
lbs. of force. Clear floor space (min. of 30-inches by 48-inches) must be provided,
maneuvering space must be provided and the location must be on an accessible route
that allows broad access (i.e. not in an employee only area). Typically units are recessed
Attachment 1- ADA Questionnaire Farnsworth Group
to prevent the element from protruding more than 4-inches into circulation paths above
27-inches.
4.) How would you address changes in level between different sections of a building or different floor
types? What are the maximum height changes?
Changes in level can present unique challenges to both new and existing structures. Minimal
changes in level that are mostly due to changes in floor material thickness, can be addressed with
transition strips, saddles, floor leveling compounds or hidden leveling devices placed under floor
coverings. Generally, vertical changes in level are allowed to be a maximum of ¼-inch. Above ¼-
inch, beveled changes in level are allowed to be a maximum of another ¼- inch for a maximum total
of ½-inch high.
Changes in level that are greater than ½-inch usually require a ramp with a slope not steeper than
1:12. However, there are exceptions for existing sites, buildings or facilities that allow a greater
than 1:12 slope (1:8 or 1:10). Depending on spacial and other limitations, inclined stairway chair lifts
and vertical platform lifts can be provided but these require additional owner maintenance,
electrical connection and a minimum of 80-inches of vertical clearance. Major changes in elevation
are typically addressed with an elevator.
5.) What criteria must an item comply with so that it is not a protrusion?
Protruding objects can seriously injure individuals with visual impairments but can be just as
dangerous for everyone. Protruding objects with leading edges greater than 27-inches and not
more than 80-inches above the finished floor or ground cannot protrude more than a maximum of
4-inches horizontally into the circulation path. Free-standing objects mounted on posts or pylons
can overhang circulation paths by 12-inches maximum when located 27-inches minimum and 80-
inches maximum above the finished floor. Guardrails or other barriers are to be provided where the
vertical clearance is less than 80-inches high. An example may be an open stair that is provided with
a 27-inch high guardrail below its structure to warn an individual prior to colliding with the stair
structure.
6.) Review the image below and list all items that fail to comply with ADA and note what would bring
them into compliance.
Based on the provided image without a plan showing additional horizontal dimensions and assuming
a public toilet area for adults:
A). Center of water closet from face of wall or partition is incorrectly located at 28-inches.
Reposition: A wheelchair accessible water closet is to be positioned 16-18 inches (to centerline of
closet) away from the wall or partition.
B). Water closet flush control is located on the incorrect side: Reposition/replace. The flush control
must be located on the wide side of the stall or room.
C). Bottom of reflecting surface of mirror is incorrectly located at 47-inches. Install at correct height:
It is to be positioned with its bottom edge of the reflecting surface 40-inches maximum above the
finished floor.
Attachment 1- ADA Questionnaire Farnsworth Group
D). Seat of the water closet is too low. Install at correct height: Seats are typically located between
17-inches and 19-inches above finished floor.
E). Grab bar height behind/above water closet is incorrect. Install at correct height: Grab bars are to
be located a minimum of 33-inches to a maximum of 36-inches to the top of the gripping surface.
F). Grab bar position on side of water closet is protruding out too far. Replace: The space between
the wall and the grab bar is to be 1.5-inches. Based on a maximum of 2-inch grab bar and 1.5-inch
space, the dimension shown is too great.
G). Toilet seat cover dispenser at back wall appears to be above 48-inches to the dispenser and its
location appears incorrect. Install at correct height/relocate: Dispensers are to be mounted
between 15-inches and 48-inches above the finished floor, in an accessible location, typically away
from the vicinity of the water closet.
H). Soap Dispenser mounting height is incorrect. Install at correct height: Maximum height of the
soap dispenser is 44-inches above finished floor.
I). Paper Towel dispenser operable part is incorrectly located at above 48-inches above the finished
floor. Install at correct height: The operable components are to be between 44-inches to maximum
of 48-inches.
J). Faucet appears to not be ADA compliant (handles are not lever/paddle). Replace with compliant
fixture. Operable parts must be operable with one hand and shall not require tight grasping,
pinching or twisting of the wrist.
K). Sink/lavatory appears to be a long hanging, bowl type with pedestal that will not allow the
appropriate approach and roll-under access. Replace with appropriate lavatory designed for ADA
access. Lavatories must allow for the appropriate knee space/toe clearances to allow a person in a
wheelchair to utilize the fixture.
