QUESTIONS & ANSWERS: 1. What is included in the page count? Is the certificate regarding lobbying included? The page count excludes covers, dividers, and the certificate regarding lobbying. 2. The RFP states the proposals should be kept to 25 double-sided pages. We would like to include several 11x17 graphics in the proposal. How do the larger size sheets count towards the page limit? Up to four 11 x 17 single sided sheets can be used and counted as 1 single sided page. After that, each subsequent 11 x 17 sheet counts as 2 pages. 3. How far out and how detailed should the schedule get? The purpose of the schedule is for the Professional team to demonstrate understanding of the scope of work, critical path, and durations regarding the various tasks, as well as experience and understanding of tested and innovative approaches to meeting schedules. The schedule does not need to have detailed construction tasks; however it should include broad milestones such as any bridge repair/replacement and intersection improvements for the purpose of demonstrating meeting construction deadlines. Professional teams can make assumptions regarding delivery method and other unknowns; however these assumptions should be stated. 4. How should the Professional demonstrate meeting DBE? Teams should propose DBE firms with a large enough scope to meet the DBE as the team understands the overall scope of work. The DBE was developed using an estimated scope of work for different disciplines. As the contractual scope is developed (after Professional selection), the DBE goal may be refined. 5. Does the DBE requirement apply to all work orders or just federally funded work orders? The DBE requirement applies only to federally funded work orders, whether funded partially with federal funds or funded completely with federal funds.
