Is an Architectural consulting firm required for this proposal? No, an Architectural consulting firm is not required for this proposal. 2. Is a Surveying consulting firm required for this proposal? No, a Survey consulting firm is not required for this proposal. Please disregard the reference to “surveying” in the section labeled “Instructions to the Consultant”, bullet point number 1. 3. If a new project required a sub-consultant’s expertise that the awarded, prime consultant does not have; would the prime consultant be allowed to mark-up the sub-consultant’s fee to cover administrative paperwork to process the project fees, invoices, etc.? Yes, in this type of scenario the City would allow a mark-up on the sub- consultants’ work to cover administrative fees. 4. In reference to the above question, what is the percent mark-up? The percent mark-up will be a negotiated agreement between the Consultant and the City. 5. How many firms does the City intend to select for this on-call contract? The City will select up to a maximum of two firms for this on-call contract. 6. Which firm(s) currently holds this contract? The current contract is held by BHA Design Incorporated. Additional information about this contract can be found through our public records database on fcgov.com. 7. Could you please provide a list of attendees from the pre-proposal meeting? The attendance roster is included with Addendum #1. 8. Which discipline does the City plan will take the lead on the on-call? The City does not have a preference on who takes the lead, as long as all of the City’s criteria are met; as shown in the RFP body and the selection criteria. 9. Do front and back covers count as pages within the 40-page limit? Yes, front and back covers count as two (2) pages toward the forty (40) page limit. Addendum 1 Page 2 of 12 10. Fort Collins already has a Civil Engineering on-call contract. What types and scale of Civil and Structural Engineering are envisioned through this Landscape Architecture contract (example, full roadway design, or review of other’s designs, or design of pedestrian bridges and underpasses? The goal of this contract, with respect to Civil and Structural Engineering support, is smaller scale than a full roadway or full bridge design. Our desire is to have a licensed Colorado Professional Engineer support this contract with minor utility designs, localized grading, low impact development (LID) design support, and structural calculations / foundation designs for urban design pieces. 11. Is UDBE synonymous with DISADVANTAGED BUSINESS ENTERPRISE (DBE) (49 CFR Part 26)? And do the firms need to have been certified through the CDOT or other federal process? Yes, UDBE is synonymous with Disadvantaged Business Enterprise (DBE) (49 CFR Part 26)? To be eligible, firms must be certified through the CDOT DBE certification process. A DBE goal will be established for Federally funded projects as required by the specific Federal grant requirements applicable to the project.
