We’re so excited about the opportunity to continue to assist the City of Fort Collins with the Landscape and
Urban Design on-call contract. Why? We, like you, live and work in Fort Collins. We are raising our families
here, and are committed to helping you continue to shape it as one of the best places on earth. We believe
our public spaces are the most important opportunities we have to implement the visions of Plan Fort Collins
to Innovate, Sustain and Connect.
Expectations are high and our community members, city officials, boards and commissions and council
members know that our public projects must exceed standards required of private developments. They must
lead the way, serve as a model, and be safe, cost-effective and responsible. They must be environmentally,
economically and socially sustainable. They should create social connections, bring pride to our community,
and continue the tapestry of rich, diverse public spaces that make a city great.

VISION AND THE PUBLIC REALM

The outward expression of the City’s vision is most often through its public
capital projects. There are basic requirements for public spaces and streets
including safety, sound engineering, multi-modal design, and wise use of
natural and fiscal resources. But to achieve ‘world-class’, the expectation
reaches a higher level. By identifying and creating character through urban
design, we can transform public spaces and streets into places that
improve the quality of human life and the environment rather than simply
move vehicles from place to place.
Known for reshaping the City of Charleston, former Mayor Joseph P. Riley
insists there is nothing more important to a city than its streets and public
spaces. He attests the ‘Public Realm’ does more for a city than tax
revenues or jobs. It creates a sense of ownership, pride, and community
resulting in safer, active, successful cities.
We agree, and understand the role streets and public spaces can play in
the fundamental structure of a great city – they are clear, distinctive, safe,
and memorable. They are spaces for people. They foster social
connections and help to define the character of each neighborhood.
Based on our past experience with you, we know we can help you to meet
and exceed these expectations. We can be an extension of your staff. We
are very familiar with Engineering staff as well as those from other city
departments, and have successfully provided support in the past – from
concept sketches to full construction documents – on many projects over
the last two decades.

THE POTENTIAL
As a result of living and working in Fort Collins, we have a unique perspective on how the city has evolved and
the anticipated changes for the future. We enjoy chatting with staff and community members about
memorable places we’ve seen in other parts of the world, and in turn great ideas for our own neighborhoods
and city. Together with you, we have experienced the value that we as landscape architects bring to
transportation projects. Looking ahead there are several potential and ongoing projects that seem to align
with the city’s guiding principles such as:
Establishing Design Character - In addition to the Larimer County Urban Area
Street Standards and the Land Use Code, Fort Collins has several Subarea Plans
that establish a sense of character for redevelopment in specific areas. But when
we overlay the Target Infill and Redevelopment Areas Map with the map of
Subarea Plans, there are gaps. Should the rest of the city have a uniform
character? If not, what districts could be established? What are the characteristics
and influences of each district? And how can the character of capital projects
relate to the context of these neighborhoods and districts? Should these decisions
be made project by project, or as part of a larger planning effort?
Nature in the City – Nature in the City adds another unique
dimension to conservation in Fort Collins. The City's vision is
"a connected open space network accessible to the entire
community that provides a variety of experiences and functional habitat for people,
plants, and wildlife." During the past year, Roger Sherman with BHA served on the
Nature in the City Advisory Committee, along with several other community members
having diverse backgrounds. Through this experience he gained a better understanding of the possibilities,
and he feels that Nature in the City will add to the uniqueness, beauty, and quality of life in our community.
Streetscape Design – During the past ten years we’ve worked closely with Engineering, Planning, Forestry
and Parks Maintenance to dialogue about what works best for streetscape design and maintenance. We’ve
been involved with most of the pilot projects constructed under the new Streetscape Standards, and have
worked together with staff to refine the plant lists and construction details based on the successes and
challenges that we’ve experienced together. These efforts are resulting in streetscapes that are more
beautiful, use less water, and require less maintenance. We hope to continue to assist with this effort.
Mulberry Street Corridor – Annexation of the Mulberry Street corridor is a real possibility, and it’s fun to
imagine the possibilities for a wonderful transformation of this important connection to the City.
Green Streets – We believe that green streets will continue to be an
important direction for street design. Our collaborative effort with the city
on the recent Lincoln Corridor and Remington Greenway projects include
some great examples. Here new bike facilities and innovative water quality
systems are integrated into artful, modern streetscapes. Now how can we
replicate and demonstrate sustainable design features into other streets in
the city? How can we demonstrate methods for using street rights-of-way
for the design of multi-functional stormwater facilities?

currently provide on-call services for:

Anderson Consulting Engineers)
- City of Fort Collins River District (as a subconsultant to Interwest)
FROM CONCEPT TO CONSTRUCTION
We are known for our ability not only to develop quick sketches that convey
early design ideas, but also for the ability to successfully get projects built.
We’ve included lots of examples in the next section showing the variety of
rendering styles, concept sketches, cross-sections and 3D simulations that we can provide. But we also pride
ourselves on the ability to prepare clear and accurate construction documents and detailed construction
observation services.
OUR EXPERIENCE WITH YOU
Although this on-call services contract is through the Engineering Department, we understand that it is
available to other city departments as well. We not only have experience working hand-in-hand with
Engineering staff, but have successfully completed numerous projects with many other departments. In
addition, most capital improvement projects require close interdepartmental coordination. We’ve been in
this collaborative role with you many times. So many in fact, we were a bit surprised as we developed the list
on the following pages.
We feel this ability to coordinate across multiple departments is a crucial aspect of this on-call services
position, and we are qualified and eager for this task.

PERFORMANCE
Although we are a local Fort Collins employer and small business, we are one
of the largest in Northern Colorado in terms of Landscape Architect staff. We
are capable of taking on projects of any scale. We think these qualities bring
the best service for your contract. We can react immediately to a quick
request that may arise, and can be at your desk within minutes. But we are
also capable and experienced in leading a multi-disciplinary team through a
complex multi-million dollar construction project. We happily take on any
role.
FULL SERVICE TEAM
We have assembled a flexible team with these same qualities in mind. With
an on-call services contract, we want to ensure we provide you with a
comprehensive team that can complete any type of project or task that may
arise. Rather than promising that we can ‘do it all in-house’, we have
selected individual firms with specific expertise for this effort.
These team members cover every aspect that you’ve requested and that we
expect might arise including:

LOCAL SERVICE AND DBE COMPLIANCE
In some cases, we’ve included two consultants for each discipline. First, we
have a qualified DBE consultant able to take on larger sized projects and help
to achieve a project-specific DBE goal. However, many qualified DBE
consultants are located in the Denver metro area. This works fine for many
projects, but we know you may also have an urgent request that expects an
immediate response. Just as BHA can respond immediately, we’ve included
smaller local consultants that have an established relationship with you for
quick and effective response. This also insures that we have the manpower
on our team to take on multiple projects simultaneously through the on-call
agreement.

Role: Lead Consultant/Landscape Architect
Since BHA Design opened its doors as a Landscape Architecture firm in 1993, we have emphasized
collaboration, creativity, growth and learning. Excellent communication is inherent in collaboration, and
fun and enjoyment are off shoots of our desire for our work to be a rewarding part of our lives. The reward
for us is sustainable, smart design for our clients – designs which make communities more beautiful and
functional; designs which renew, restore and artfully enhance the spaces in which we live.
ANGELA MILEWSKI, PLA, LEED AP BD+C
Angie brings a great depth of experience working with the City of Fort Collins. She
has been involved with numerous public capital projects with various city
departments including Lincoln Avenue Streetscapes, Linden Street, Willow Street
preliminary designs, Harmony/College intersection enhancements, the Stormwater
Facilities Landscape Design Guidelines, Taft Hill Road and Spring Creek Trail. She is a
former member of the Landmark Preservation Commission, and has led many types
of public facilitation efforts for various projects.
ROGER SHERMAN, PLA
Roger joins the team with an unmatched depth of design implementation
experience in downtown and urban settings. In fact, Roger has been involved with
similar projects not only in Fort Collins, but in Loveland, Greeley, Denver, Avon,
Walden, Dodge City, New Jersey and Virginia Beach. His recent work in Fort Collins
includes the I-25 Mulberry and Prospect Interchanges, the Mulberry Bridge over
the Poudre River, the Poudre River Downtown Master Plan and Phase One
Whitewater Park, Boxelder Bridges, and the Tenney Court Alley Renovation.
JEFF KROEGER, PLA
Jeff, with over 25 years of experience, is a talented landscape architect and skilled
project manager. Not to be cliché, but customer service is Jeff’s number one
priority which he defines as: being responsive; looking ahead, providing clients with
constructive recommendations; providing friendly service and being a strong
communicator. Jeff is accustomed to working in a lead role, managing projects
involving multiple design consultants and bringing projects to successful
conclusions.
Some of Jeff’s Fort Collins streetscape/urban design projects include the Timberline
Rd and Prospect Rd intersection, North College Avenue Phase II streetscapes,
Harmony/College Avenues intersection enhancements, and East Prospect Road
improvements. Jeff was also involved in the streetscape improvements surrounding
Loveland’s continuous flow intersection at US34 and Madison Avenue.

JASON MESSAROS, PLA
Jason is a dreamer and is constantly pushing the envelope in terms of design. He has
organized, managed and designed a variety of projects involving conceptual design,
design development, master planning, obtaining project approval, and has strength in
working with the public. Jason also specializes in graphic design and digital methods
for 3-D modeling and photo simulation.
Some of his relevant project experience includes: Technology Parkway streetscapes,
City of Greeley West and Southeast Gateways, Greeley 16th Street enhancements, the
Canal Importation Ponds and Outfall projects, and the current NECCO and Vine
Regional Detention Ponds.
MIKE MCBRIDE
Mike has over 12 years of experience, is full of energy and enthusiasm, and is a
talented designer. His design skills are complemented by his graphics abilities, which
range from hand-drawn to computer generated images. His recent work for the City
of Fort Collins includes: Timberline Road and Horsetooth Road intersection
redevelopment, the Remington Street Bike Boulevard project, and Maple Hill Park
design.
Mike has also worked with other cities in a similar role on projects including: North
Range Business Park Master Plan Streetscapes and Signage in Cheyenne, Greeley 8th
Avenue visioning, the Foundry project in Downtown Loveland, the Greeley Municipal
Complex, and the Archer Government Complex Streetscape and Signage in Cheyenne.
MOLLIE SIMPSON
Mollie is a team member whose “can do” attitude is contagious. She will jump in to
any project and has great talent in design, communications, graphics, and construction
documents. She has recently completed her Master’s Degree in Historic Preservation
from the Boston Architectural College and currently serves on the city’s Landmark
Preservation Commission. She has a strong belief that we are tied to the land, and that
our culture has developed based on its form.
Mollie’s recent experience with the City of Fort Collins includes: Lincoln Ave bridge,
the Poudre River Downtown Master Plan and Phase One Whitewater Park, Jefferson
Street Implementation, Willow Street preliminary designs, and the Boxelder Bridges.
ASTRID MCNEILEY
Astrid is a landscape architect with four years of experience with BHA. Her art and
architecture background, and passion for culture and the environment bring a
creative, unique edge to the table.
Astrid has assisted the City with the Mulberry Bridge over the Poudre River, the I-25
Mulberry and Prospect Interchanges, Lemay Avenue Streetscapes, Harmony Medians,
the Solar Garden landscape redevelopment concepts.

Hines Irrigation Consultants
Role: Irrigation and Pump System Design
Hines Irrigation Consultants, Inc. is a Fort Collins based firm formed in 1993 to provide professional
irrigation consulting and design services throughout the western U.S. Applying engineering principles to
the design of efficient water delivery, mechanical systems, & sprinkler irrigation systems, they have
successfully addressed the water management needs of a wide variety of clients. The City of Fort Collins
has long been one of Hines’ most important clients. Hines has contributed to the success of many City of
Fort Collins projects from streetscapes and medians to alleyways and parks.
NATE HINES
Nate will be responsible for the overall management and administration of any
irrigation and pump design aspects, including tracking project schedules, acting at the
principal contact with the design team regarding management of the design team,
overseeing the management of project funds and billing, participating in project kick-
off meeting with the design team, overseeing primary internal design review
meetings, and checking the overall accuracy and quality of deliverables.
ED PRICE
Ed brings an Agricultural Engineering education to his practice of pump station,
storage facility, and irrigation system design and construction management. He has
applied his engineering background to the green industry so as to maximize system
efficiency and operational performance. As an engineer, Ed integrates easily into a
project Engineering Team providing valuable water use & system infrastructure design
concepts which impacts a wide range of site resources and systems. He has extensive
water management expertise and a keen interest in the intelligent use of water
resources. Ed’s design experience encompasses project work in the Rocky Mountain
Region and the Desert South West.
EDWARD WRANOSKY
Edward brings a construction management & engineering background to his practice
of pump station, water feature mechanical, irrigation system design, and construction
management. With extensive on-site construction management experience, Edward
provides system design that is efficient, high quality, practical, & cost effective to build
& maintain.

Larsen Structural Design
Role: Structural Engineer (Local)
LARSEN Structural Design is a service-oriented structural engineering
firm bringing professional knowledge, practical experience and
superior documentation to every project. Their goal is to help create
outstanding projects. Their practical experience is essential in the knowledge and understanding of built
structures. These skills assist in providing detailed and complete building plans and a level of service that
is beyond compare.
BLAKE LARSEN
Blake Larsen is principal of Larsen Structural Design. Blake has tremendous experience
in steel, wood and concrete structures and is a great fit for this project. He is
registered in four states and is a member of multiple different national and state
organizations. He also has many local ties to the Fort Collins community having lived
here most of his life.

Role: Structural/Civil Engineer (DBE)
KDG Engineering LLC (KDG) was founded in 2009 and
provides professional engineering services in structural
and civil engineering. They currently have a staff of three, two bridge/structural engineers and one project
engineer. KDG is a minority-owned small business emphasizing responsive and efficient designs methods
for their clients’ benefit. They work hand-in-hand with their clients to achieve their goals and are an
integral part of their clients’ journey to success.
KDG provides project management, structural design (bridges, walls, and underground structures),
roadway design, site civil engineering, stormwater management plans, and construction management and
administration services.
KDG is prequalified by CDOT in Bridge Design, Bridge Inspection, Engineering Management (Contract
Administration and Construction), Highway and Street Design, and Structural Engineering. KDG is also a
certified DBE firm.
STAN KOBAYASHI, PE
Stan has more than 40 years of experience in the management and design of
structural, civil, and transportation projects. He has provided structural engineering
design and project management for municipal, private, and federal projects. He has
worked on projects for the City of Fort Collins, Larimer County, Weld County, Boulder
County, Denver International Airport, the City and County of Denver, Stapleton
International Airport, and Buckley National Guard Base.
As a structural designer, Stan has designed all types of structures for various agencies
and developers including bridges using urban design elements, structure foundations
for landscape features, signs, aesthetic retaining walls, and drainage structures for
trails. He has worked together with BHA Design on several bridge projects for the City
of Fort Collins.

Interwest Consulting Group
Role: Civil Engineer
Interwest Consulting Group, Inc. (Interwest) founded in 2002, specializes in
providing public and private civil engineering consulting services. Interwest’s
services include all aspects of site civil design - site layout, grading and drainage,
sanitary and water main systems, stormwater management, erosion and
sedimentation control, utility design, parking lots. Dedicated to maintaining the highest standard of
professional integrity and quality in its operations, with an emphasis on innovative, cost-effective and
timely services, Interwest is adept at providing on-call services as a supportive team member. Interwest
brings extensive local transportation project experience, including roadway design and improvement,
intersection and roundabout design, and traffic management, as well as a comprehensive understanding
of federal, state, and municipal regulations.
MIKE OBERLANDER, P.E., LEED-AP
Mike Oberlander will provide civil engineering required in support of the BHA team’s
provision of on-call services. Mike has partnered with BHA on numerous projects for
the City of Fort Collins ranging from roadway medians and roundabouts, to urban
planning and park design. Mike’s extensive and broad-based civil engineering
experience has been essential in supporting the success of landscape design and
improvements. Mike contributes a thorough understanding not only of the City’s
approach to urban design, but also of CDOT formats and protocols and floodplain
management.
Anderson Consulting Engineers
Role: Floodplain/Hydraulic Engineer
Anderson Consulting Engineers, Inc. (ACE) is an employee-owned water resources
engineering consulting firm located in Fort Collins since 1988. Their ten senior
staff members have been with the company for at least 12 years and are the
same folks that have managed numerous projects within Fort Collins and the
Colorado Front Range. Our staff includes specialists in hydrology, hydraulics,
geomorphology, water quality, river mechanics, sediment transport, hydraulic bridge and culvert design,
drainage infrastructure and irrigation structures, water supply studies and basin planning, and modeling.
ACE has served government clients at all levels, but our main client emphasis has been on municipalities,
counties, and stormwater/irrigation districts.
GREG KOCH
Greg will be the Project Manager addressing floodplain issues that may arise during
the on-call services contract. Greg has 30 years of experience managing dozens of
multi-objective/discipline projects, while specializing in stream system and surface
water projects throughout his career. Greg also excels at communicating in
understandable terms the issues, options and results regarding these projects with
clients, members of the public, community boards, and collaborating professionals. He
has also served the area community since 1998 as a member of the Larimer County
Flood Review Board, presiding as chairman of that board over the last 15 years.

ESC Engineering, Inc.
Role: Electrical Engineer (Local)
ESC engineering is a local Fort Collins firm founded in 1978 to provide
quality, focused electrical engineering services. As a truly employee-owned
company, their staff has a vested interest in the company and in the services
they deliver. While ESC has a staff of almost 70, including 14 Professional Engineers, they pursue the
hands-on, personal approach of a small firm. Their approach and breadth of experience lead to solid, long-
standing relationships with clients, resulting in quality projects. Repeat business accounts for 85 percent of
their work. This is a sure indicator of the confidence clients place in their abilities and approaches. One
reason for such confidence is the long-tenured staff enjoyed by ESC. Their people really do make the
difference.
YANCY SCHNEIDER
With over a decade of electrical engineering and lighting design experience, Yancy has
lead several successful projects in the region including: Lincoln Corridor, Wellington
Community Park, Greeley 8th Ave, SH 392 and I25 monument signs, North College Ave,
Poudre Downtown White Water Park, and Mulberry Bridge project at the Cache la
Poudre River. Yancy’s skills in both field work and design, along with his
professionalism and dedication to his clients make him an integral part of the design
team.
Clanton and Associates, Inc.
Role: Electrical Engineer (DBE)
Clanton and Associates, Inc. is an award-winning design firm that specializes in
sustainable lighting design. The firm has been committed to environmentally
sensitive design for over 32 years. They employ eleven full time people
including two registered engineers, and three senior designers. Three design
staff members are LEED Accredited Professionals. Founded in 1981, Clanton has participated in over 3000
design projects of all types and sizes. The firm has successfully designed exterior lighting systems to
illuminate roadways, parking areas, bridges, pedestrian malls, architecture, landscape features and art.
With a design process that focuses on creating nighttime environments of the highest quality, unwanted
glare, light pollution and light trespass are minimized.
Clanton & Associates is certified as a Disadvantaged Business Enterprise (DBE) and is listed on the

DANE SANDERS, PE, LEED AP BD+C
Dane Sanders joined Clanton & Associates, Inc. in 2002. He has designed lighting and
electrical systems for many of the most significant transportation projects in Colorado,
including Denver Union Station, Westminster Station, and US-36. He has developed
street and pedestrian lighting standards for cities such as City of Westminster and City
of Aurora. His project experience includes streetscapes, public realm, roadway, mass
transit, landscape, fountains and façade lighting.

Tatanka Historical Associates
Role: Historic Assessment (Local)
Tatanka Historical Associates, Inc. was established in 1992 as a full-service cultural
resource consulting firm. Tatanka has extensive expertise in historical and technical
research methodology, and places great emphasis upon the production of high-quality
research and analysis. In addition, they have completed a variety of consulting projects
dealing with historic themes and the historic built environment which provides the firm
with expertise in applied preservation principles and practices.
RON SLADEK
Ron Sladek, President of Tatanka Historical Associates will be involved with projects as
needed, spearheading historical and archaeological compliance with Section 106 of the
National Historic Preservation Act. He has worked on numerous complicated Section
106 projects, involving coordination with municipalities, Colorado SHPO, and state and
federal government agencies including CDOT, the Army Corps of Engineers, the
National Guard, US Forest Services, BLM, FAA, and the FCC. Ron brings a substantial
background to the necessary documentation and analysis of historic resources in Fort
Collins, and served on the City’s Landmark Preservation Commission from 2010-2016.
Pinyon Environmental Engineering Resources, Inc.
Role: Environmental Assessment (DBE)
Pinyon Environmental, Inc. offers consulting services related to the assessment,
investigation and remediation of real property, and regulatory compliance assistance.
Staff includes engineers, planners, biologists, environmental scientists and
technicians. Services include Phase I and II assessments, wetlands delineations, noxious weeds surveys,
vegetation monitoring, habitat assessments, and stormwater management plans/erosion control
supervision. Pinyon can assist with any environmental clearance requirements needed.

ROBYN A. KULLAS, NEPA SPECIALIST/SECTION 4(F) SPECIALIST
Ms. Kullas is an Environmental Professional with 10 years of consulting experience,
including National Environmental Policy Act (NEPA) compliance consisting of
Environmental Assessments (EAs), Environmental Impact Statements (EISs), and
Categorical Exclusions (CatExs). Ms. Kullas has extensive experience with
transportation-related NEPA compliance for Colorado Department of Transportation
(CDOT), Regional Transportation District (RTD), and local agency projects.
