Dear Mr. Kemp,
We are excited to submit the following proposal to you. After reviewing the materials enclosed with the RFP, we wish
to express interest in being selected as the design team to help realize the City’s vision for numerous streetscape and
urban design projects within Fort Collins. We believe we are a perfect selection for your needs and have summarized our
attributes below for your consideration:
• We are located in Old Town Fort Collins and are conveniently located close to the City of Fort Collins for meetings
and coordination.
• We have a combined 41 years experience, and are registered/licensed landscape architects in three states
including Colorado, and have designed and overseen numerous projects built in our careers.
• We have extensive experience as a lead consultant and managing a team of consultants.
• We are completing a five year on-call with the City and County of Denver, Parks and Recreation Department and
have experience in working on numerous task orders and managing a team of consultants in this capacity.
• We have extensive experience working on a variety of urban design, roadway and streetscape design projects
throughout Fort Collins and the United States, and have extensive experience in delivering successful projects.
• Our experience working with Fort Collins Engineering Staff on corridor planning efforts such as the West Elizabeth
Corridor Plan, Prospect Road Corridor Plan, Shields St. Corridor Plan as well as the Shields Elizabeth Underpass and
Downtown Plan provides us insights into standards, practices, communication and overall goals of transportation
related projects in Fort Collins.
• Our team includes experienced local firms who understand the City’s mission, project goals, and standards for
their projects.
• Hines Irrigation is our irrigation consultant and work regularly with our firm. They bring extensive irrigation
experience with the City, and worked with us on the Downtown Alley Enhancement Project.
• Ditesco, Inc. brings their Civil Engineering skills in addition to constructibility review and quality assurance review
to our team. Their experience implementing and designing local transportation projects will prove invaluable to our
team.
• Our lessons learned through various projects on our role in long term maintenance objectives, and risk avoidance
will translate well to implementing these goals on transportation related projects.
• Our philosophy includes producing outstanding work for each project by meeting our clients objectives and engaging
in a collaborative design process. Craig Russell and Paul Mills manage our projects from start to completion, as we
believe strongly in this personal approach that ensures each project is managed by the most experienced people
in the company.

Russell + Mills Studios is an award winning collaborative design firm specializing in master
planning and full service landscape architecture. We specialize in designing for public clients
and passionately engage all stakeholders during design to enable us to create unique designs
that respond to their context and the surrounding urban demographics. We provide a full
range of services from design and conceptual programming to construction documentation
and administration.
Russell + Mills Studios was started in February 2007 by the two founding partners, Craig Russell
and Paul Mills. Both partners are experienced landscape architects with a combined 42 years
of experience in the profession and have collectively been the recipients of over twenty design
awards from the American Society of Landscape Architects. Craig and Paul are both licensed to
practice landscape architecture in New York, Wyoming and Colorado and are CLARB certified.
The design of urban corridors and streetscapes is at the core of our practice. Our experience
working with several state DOT’s as well as municipalities provides us with a basis for addressing
a variety of streetscape conditions including commercial corridors, downtown conditions,
parkways and arterial roadways. We share a design philosophy focused on creating memorable
and comfortable spaces that resonate with people, and design accountability is an important
value to us as well, and we take strides to ensure that the various effects of a design or planning
decision are well understood by both clients and ourselves.
Our approach to streetscape design is collaborative and inclusive, involving a variety of
stakeholders, including property owners, city/county staff, and others to resolve access issues,
critical planning and code requirements in order to create a streetscape that is functional while
enhancing business opportunities.

Russell + Mills Studios will act as the lead consultant to the City, bringing urban design and landscape architecture skills to the project. We

Ditesco Services
Ditesco is a local engineering, project and construction management firm that focuses
on building lasting projects and lasting relationships. They will provide civil engineering,
constructibility review and quality assurance review, in addition to construction management
and other related services if required. As part of their civil engineering design services, they can
also provide design technical reviews, code compliance, constructibility, cost analysis, utility
studies, site surveys, and analysis of value engineering proposals.
They have an unmatched capability to turn design projects around effectively and to a high
degree of quality, while ensuring that they are in the best interest of the City of Fort Collins.
A great project isn’t solely based on the ability to meet budgets and schedules; quality
assurance and control are equally important. The firm’s engineering backbone means that they
understand what contractors require to build work correctly and efficiently.
Hines Irrigation Consultants
Hines Irrigation is a Fort Collins based irrigation company who’s focus is working with
municipalities to manage water in the most efficient and sustainable way. Hines has an
extensive experience in being a progressive company that assists in the design of a landscape
that can be sustained and managed by efficient and sustainable measures. Hines has
developed irrigation strategies for parks, roadways, intersections, and urban conditions such as
the alleys and Linden Street improvements, as well as other streetscape projects throughout
Fort Collins. Hines knowledge of water management and application to Fort Collins projects
make them a valuable team member.
Summit Engineering
Summit Engineering brings their extensive experience in bridge design, structural engineering
and construction with a specialization in precast and cast-in-place segmental construction.
They provide a full range of engineering services on those types of projects ranging from
preliminary design to construction engineering. In addition to permanent structure design,
they also have performed designs of temporary structures, falsework, formwork and erection
engineering on numerous bridge projects.

Pinyon Environmental will provide a full range of environmental consulting, and cultural/
historic resources services to projects and can help fulfill a variety of project needs at various
scales. Pinyon is a woman-owned consulting firm, and certified DBE and ESB. The firm employs
approximately 70 Professional Engineers, planners, biologists, NEPA specialists, geologists,

Craig Russell, RLA, Principal
Russell + Mills Studios
Craig Russell is a founding partner at Russell + Mills Studios. He has practiced for over twenty years
working on projects throughout the United States. Prior to starting Russell + Mills Studio, Craig
worked for an international firm based in Fort Collins, and has created memorable designs across
the nation and also internationally, gaining recognition from the American Society of Landscape
Architects. Craig possesses experience in a broad range of applications of the profession, including
urban design and master planning studies; public garden and parks master planning; site planning
and design for corporate facilities, campuses and civic centers. Craig designed and helped oversee
the design process for the Downtown Fort Collins Alleys & Integrated Walkways Masterplan and
managed the subsequent implementation of alleys as well as a majority of the streetscape and

Shelley LaMastra, RLA, Senior Landscape Architect

Shelley Lamastra is a Registered Landscape Architect with over 15 years experience working on a variety
of projects in her carrier. Shelley is a detail oriented designer with extensive code compliance and
entitlement knowledge and possesses a keen understanding of LCUASS as well as the Fort Collins Land
Use Code. In addition, her horticultural knowledge and project management skills become critical on the
streetscape projects she’s been involved in such as the Cheyenne Lincolnway Corridor Plan, Pershing Blvd
Corridor Plan, the Larimie, WY downtown streetscape, and the Shields/Elizabeth Underpass in Fort Collins.
Darren Duroux, Staff Landscape Architect

Darren Duroux has practiced for over 6 years, having worked in Denver and Boulder prior to joining Russell
+ Mills Studios. Darren possesses a broad array of skills and helps develop computer generated imagery
and simulations of our projects and is skilled in developing construction documents. Darren has most
recently developed construction documents for the Shields Elizabeth Underpass in Fort Collins and the
University Hill Event Street in Boulder, with Russell +Mills Studios acting as the lead urban designer and
landscape architect.
Mary Taylor, Staff Landscape Architect
Russell + Mills Studios
Mary Taylor is a graduate of Colorado State University, joining the team with experience in design+build
and residential planting design. Mary holds skills in photo-simulation and 3D visualization, contributing
to client and stakeholder understanding of materiality and spatial relationships. Mary has led efforts
for visualizing a number of urban design and streetscape projects including the Cheyenne Lincolnway
Corridor Plan, the North Sheridan Interchange in Sheridan, WY as well as the West Elizabeth Corridor Plan
in Fort Collins.
Emily Goldman, Landscape Designer

Emily attended both Colorado State University and Naropa University, earning a Bachelor of Science
degree in Landscape Architecture and a Bachelor’s degree in Fine Art. Emily has had the pleasure of
working for clients and on design teams for projects along the Front Range and Southern Wyoming. Emily
believes every project is significant whether it is the design of a small pocket garden, a large master plan, a
path, a home, or a habitat. She has assisted in developing plans recently for the University Hill Event Street,
17th st. Streetscape in Cheyenne, and the Cirrus Sky Trail in Larimie, WY. Emily joined the Russell+Mills

Keith Meyer , P.E., Principal
Ditesco, Inc.
Keith Meyer is the owner of Ditesco and brings over 23 years of experience in the engineering
and construction fields. His experience spans program, project, and construction management
for projects ranging from water and wastewater treatment plants and complex utilities to
commercial buildings and dams. He is well versed in all elements of local, federal and state contract
administration, procurement, project oversight, risk management, negotiations, claims avoidance
and overall delivery strategy. Collectively he has managed well over $300 million in capital
improvements throughout Colorado. Keith has unique experience in presenting projects to both
public and private interests through this past role as Engineering Manager for Weld County Public
Works and with the City of Fort Collins.
Bill Renz, P.E., Senior Project Engineer

Bill has more than ten years of experience as a project manager, construction manager, and
engineer. He brings heavy civil and utility experience ranging from oversight of earth moving,
controlled demolition, highway, and bridge construction to water systems, large diameter pipe,
structures, and drainage. Throughout these projects he has held a number of key responsibilities,
which have provided him with a broad knowledge base in engineering and construction/project
management. Bill has worked across both public and private sectors providing project oversight,
contract administration, procurement support, site supervision, inspection, and controls. He is
well-versed in construction scheduling, budgeting, and management. His breadth and depth of
knowledge has been enhanced by his diverse experience with design-build, GMGC, and traditional

Nate Hines, CID, Principal
Hines, Inc.
Nate is highly recognized for his work integrating sustainable solutions into the design process
of large scale and unique projects by working closely with the planning team during the Design
Development phase of a project. As Principal for the Company, Nate takes an active leadership role
in the Urban Land Institute (Young Leader), the ASLA, and the Irrigation Association. Nate will be
responsible for the overall management and administration of the project, which includes tracking
project schedule, acting at the principal contact with the design team regarding management of
the design team, overseeing the management of project funds and billing, participating in project
kick- off meeting with the design team, overseeing primary internal design review meetings, and
checking the overall accuracy and quality of deliverables.
Ed Price, CID, Project Manager
Hines, Inc.
With over 25 years experience in the engineering & construction industry, Ed is an expert in the
analysis and design of pump station, water feature mechanical, & irrigation systems. Additionally,
Ed has managed many of Hines Irrigation’s most valued plaza, streetscape & water feature
mechanical projects. Ed will lead the design & engineering team for Hines Irrigation Consultants
and act as lead engineer for project design strategies. To maintain continuity and efficiency
throughout the design process, Ed will follow projects through Construction Documentation and
Administration, working with in house engineering staff to produce required deliverables and assist
in the bid & construction process.

Amy Kennedy, Principal
Pinyon Environmental, Inc.
Ms. Kennedy’s experience is focused on environmental impact assessments (EISs), environmental
assessments (EAs), and Categorical Exclusions (CatExs) as a part compliance with the National
Environmental Policy Act (NEPA). As a biologist, her experience ranges from these federal
compliance and NEPA objectives to wetland delineations, vegetation inventories and habitat

Russell + Mills Studios specializes in working with municipalities. We are experts in working
with a variety of stakeholders to create design solutions that are authentic and timeless in
materials and forms. We have experience with working under on-call contracts both as a
lead and as a sub-consultant.
Russell + Mills Studios have held two three year on-call contracts with the City and County
of Denver, Parks and Recreation Department. This contract has been extended to a total
of five years each time. As lead consultant for this on-call Russell + Mills Studios was
responsible for conceptual designs, master planning and advancing projects through
construction for a total of $11 million in constructed work, from design concept through
to construction administration. All projects involved multiple community design meetings
and presentations, developing design consensus with active community members and the
City, before advancing the design through to construction documents and construction
oversight. Ruby Hill Park consisted of an overall master plan of the existing 80 acre park,
establishing a phase one direction and then designing to implement the $4 million phase
one.
The team we have assembled were all sub-consultants on our Denver Parks and Recreation
contract with the exception of Ditesco, as a Denver Based firm provided engineering. In
our previous experience working with Ditesco in a variety of capacities, we consider them
a critical addition to our team due to their combination of Civil Engineering Expertise and
constructibility/quality control insights.
Russell + Mills Studios has also been a lead consultant for a four year on-call contract
with Denver Public Schools, subconsultants on two on-call contracts through Fort Collins

LANDSCAPE/STREETSCAPE DESIGN AND COMMUNITY DESIGN GOALS
The design of public spaces (streets, plazas, trails, etc.) and the intended functions of these
spaces (high speed vehicular traffic, goods movement, walking and biking, shopping, resting)
should be considered holistically to establish a desirable overall Fort Collins image and form.
Accommodations solely for goods movement, for example, would rarely mesh with a network
intended for walking or sitting. Both are necessary to create a vibrant community, but neither
can be pulled from a single design template. Design elements must recognize these functional
needs in the right-of-way.
INTEGRATE APPROPRIATE DESIGN FEATURES IN
MULTI-USE STREETS
Fort Collins has taken a “complete streets” approach where
roadways serve pedestrians, persons with disabilities,
bicyclists, transit vehicles, and trucks as well as motorists in
an integrated manner. This requires design strategies that
provides layers of spaces and strategies that create a safe
experience for each mode of transportation.
CREATING A ‘SENSE OF PLACE’ AND CONTEXTUAL
EXPERIENCE
Within the overall City framework, streetscapes perhaps do more to
enhance and create the look and feel of a district or corridor than
any other urban design feature. This begins with an understanding
of context, materials, scale and use patterns. Design character
should be extracted from the design intent of a district or corridor
and relate to architectural materials, and the overall roadway
scale. Streetscapes, as travel corridors should be interesting from
a pedestrian standpoint, but clear and efficient in their design, as
vehicles are experiencing the corridor at higher speeds.
MAKE STREETS GREAT, FUNCTIONAL GATHERING PLACES
IN THEIR OWN RIGHT
Downtown’s ample sidewalks serve to accommodate vendors, local performers, café tables and
other outdoor seating areas. With street furniture, shade trees and pedestrian-scale lighting,
these streets have becomes a true “outdoor room.” We see many other opportunities for street
enhancements within the Mid-Town Corridor, Mason Corridor, Neighborhood and Community
centers, and similar areas to possess some of these same positive qualities that we see in the
downtown.

Create a distinctive identity for transit stops, enhancing the image of the transit stop and
surrounding area, providing a sense of security to passengers, and orienting visitors who are
using the stop for the first time. Distinctive transit stops also help to advertise the availability of
transit service, thus promoting new ridership. Creating clear, safe pedestrian and bicycle access
to transit facilities is a key design element.
IMPLEMENT BEST PRACTICES IN LOW IMPACT STORMWATER DESIGN
Use Bioretention that uses natural materials to remove pollutants from runoff. Use low water
use planting…etc… Placing bioretention areas adjacent to impervious surfaces, including
parking areas and internal walkways, helps filter runoff and improve drainage. Alternatively,
permeable pavement can be used to reduce runoff. With the right soils and construction
practices, materials such as porous asphalt pavement and permeable pavers allow water to
soak through into the soil below.
CREATE A STREET DESIGN CHARACTER UNIQUE TO FORT COLLINS THAT
RESPECTS THE CONTEXT
Transportation projects must be designed in a manner that enhances rather than disrupts
community form and natural ecosystems. Fort Collins, like many western communities,
has a greatly varied design character continuum, from the open lands and natural habitat
surrounding the city and along the Poudre River and creek system, to the most intensive urban
environment in and around the downtown. We envision a successful urban design strategy
that respects the character of each of these contexts—see the following graphic—yet is tied
together in a physical form with common design elements that will make Fort Collins an

LANDSCAPE/STREETSCAPE DESIGN AND COMMUNITY DESIGN GOALS
The City of Fort Collins has developed policies and goals stemming from City Plan and
Transportation Master Plan as well as the Master Street Plan. Work for on-call projects should
also refer to the Bicycle and Pedestrian Plans, and draw influence from goals established in
relevant sub-area plans, and the City Structure Plan.
LUCASS standards will be critical for the team to understand, as well as the various street
classifications. From a project review standpoint, it will be critical to have an understanding
and experience with the City’s Capital Review process. The following are additional goals and
considerations that will be key to developing effective streetscape and urban design:
PUBLIC AND STAKEHOLDER INVOLVEMENT AND FACILITATION
Our experience in public and stakeholder involvement
will assist teams in gaining consensus through a variety
of creative methods including visual preferencing
surveys, site walk throughs with score-card ranking
systems, as well as being able to quickly visualize ideas
and concepts during workshops with hand-drawings
and graphic note-taking. Our experience with
planning efforts for a variety of Fort Collins projects will
assist us in developing well throught out involvement
strategies.As a team, we have extensive experience in
facilitating CDOT projects, which may be necessary in
some cases.
COMPLETE STREETS

design model requires balancing the needs of each category of user, and, depending on the
context, prioritizing these needs to an extent without sacrificing the ‘completeness’. Creative

this idea is the layering of spaces necessary in all streetscapes, to ensure each mode of transit
ideally has its own safe experience and space within the cross-section. Our Downtown Alley
Enhancements project has embraced this ideal with the exception of Transit.
STREETSCAPES AS A CATALYST FOR ECONOMIC DEVELOPMENT
Redevelopment potential should be a key driver for design efforts, including the use of
streetscapes as a ‘catalyst’ or inspiration for redevelopment. This idea is critical especially in
urban areas where land values exceed or are expected to exceed current use potential, and

Alley Enhancements projects have spurred a number of adjacent property owners such as

to promote all three of these transportation options, while accommodating vehicle traffic.
From a streetscape and urban design standpoint, these corridors will be designed for greater
pedestrian and bicycle comfort, and elements such as increased detached walks, median
refuges, corner treatments that allow excellent visibility and refuge will be critical to success.
In addition, accommodations for separate bike travel will likely be explored such as raised bike
lanes or cycle tracks.
CONTEXT SENSITIVITY
All streets and roadways should be designed in response to their overall context, including
pedestrian linkages, architectural and design themes, as well as the requirements set forth in
the master street plan and street standards. This begins with an understanding of long-range
plans and efforts including subarea plans, corridor plans, the master street plan and district
master plans.

Pedestrian safety will require a number of considerations including safe harbors at crossings,
lighting to promote visibility, maintaining site lines and site triangles and planting that
emphasizes canopy and understory, to avoid potential ‘hiding places’.
GREEN STREETS
Wherever possible, green streets, or streets that promote water
quality and some storm water detention/infiltration should be
integrated into streetscape planning with the intent of reducing
impacts on regional detention facilities, potentially decreasing the
cost of storm water infrastructure and conveying the message of
stainability through design.
MAINTAINABLE AND LOW MAINTENANCE VEGETATION
Vegetation should be chosen for its hardiness to endure challenging roadway corridor
conditions, low water use potential and low level of maintenance requirements, in addition to
creating a character that responds to the context of the roadway.
CAPITAL PROJECTS REVIEW PROCESS
The Capital Projects Review process is distinct and unique to the development review process
in its structure and dependence on consultants working through issues independently.
In addition, it requires extensive knowledge of construction specifications, public bidding
processes and construction methods, such as staging, traffic control, sequencing and
minimizing property owner, citizen impacts from construction activities. Our downtown alley

Russell + Mills Studios is currently assisting Ditesco, Inc. with urban design and landscape architecture for the Shields/Eliza-
beth Underpass near Campus West in Fort Collins, CO. A collaboratively designed plan was developed in order to advance
previous design concepts to become more palatable for property owners and enhance the overall constructibility and
efficiency while maintaining the initial project intent of creating an open, soft and inviting experience for users that helps
reduce the canyon-like effect. In addition, pedestrian bike crossing options were studied, as well as effective integration of

West Elizabeth Enhanced Travel Corridor Plan
Client: City of Fort Collins
Russell + Mills Studios is currently working with Fehr and Peers and the City of Fort Collins to finalize design concepts for the
West Elizabeth Enhanced Travel Corridor Plan. The corridor is enhanced through multi-modal facilities, including protected bike
lanes, detached pedestrian walks, improved crossings and intersection improvements. Transit system upgrades will evolve into an
eventual BRT system linking to the MAX BRT and Downtown Fort Collins. In addition, aesthetic improvements are made including
gateway intersection enhancements, medians with street trees as well as current street tree gaps being filled with canopy trees.
The project involved multiple outreach sessions with neighbors, businesses and other stakeholders to determine design solutions
that fit multiple needs.

master plan for the alleys and integrated walkways within downtown Fort Collins. The goal of this project is to enhance
pedestrian connections from CSU to downtown and the River District. The study has resulted in the creation of a vision
of the future opportunities of shared connections throughout downtown. The project will build upon the success of
two previous alley enhancements projects , Trimble and Tenney Court. The study resulted in hundred page 11x17 report
that analyzed alleys from Colorado State University to Old Town Fort Collins. The master plan established strategies for an
integrated alley network, strategies for trash removal, and other services in order to create a shared environment and an
avenue for business growth and opportunities downtown.

Lincolnway Downtown Placemaking, Cheyenne, WY

study for the Downtown Cheyenne core. The project focuses on the character of Lincolnway, a state and federal highway, through

Washington University Medical Center Streetscape Master Plan
Client: Mackey Mitchell Associates/ WUMC
Washington University Medical Center (WUMC) is one of the premier healthcare institutions in the world with many Nobel
Prize winners in medicine. A Master Plan for pedestrian environments within all public areas of the campus encompassing a
16-block area was developed as well as a streetscape renovation along Kingshighway, the main entry to the medical center.
The Master Plan creates a hierarchy of treatments along pedestrian paths, intersections and primary road ways and links the
institution together in an efficient manner, while connecting to important adjacent features such as Forest Park. The pedestrian
areas are designed to be equal in stature to the institution, expressing health, compassion and hope.
