Yosemite Street, Suite 120, Centennial, CO 80112 303.221.0802 | www.iconeng.com Planning | Design | Management July 12 2018 Linsey Chalfant Special Project Manager City of Fort Collins 700 Wood Street Fort Collins, CO 80521 RE: Proposal for Services: NECCO LOMR Dear Linsey, Thank you for the opportunity to submit this proposal for ICON Engineering, Inc. to provide engineering services related to the preparation of a Letter of Map Revision (LOMR) for the NECCO project in Fort Collins. In general, tasks for this project will include: overall project management, meetings, and coordination; floodplain engineering of existing conditions and proposed changes to both the effective FEMA floodplain and the Proposed NECCO CLOMR Floodplain; and submittal of the related LOMR materials and documentation required by the City of Fort Collins and FEMA. We have included tasks to extend the modeling and mapping to the Poudre River in the event that the City would like to update the entire reach. The main goal of the project is to analyze the impacts of NECCO, as constructed, on the FEMA Floodplain. The project will be analyzed using the previously submitted models for the NECCO CLOMR. The NECCO LOMR will be submitted to FEMA for approval and final acceptance. The NECCO project will finish construction in 2018. The NECCO LOMR is scheduled to be submitted in late 2018. Upon your acceptance of this proposal, our work will be completed in accordance with the Scope of Services, Assumptions & Exclusions, Schedule, and Fee as defined below. SCOPE OF SERVICES UPSTREAM OF VINE 1.0 Meetings, Data Collection and Site Visits 1.1 Meetings and Coordination: It is assumed that there will be at a minimum two coordination meetings with ICON and the City of Fort Collins. The initial meeting will be held at the beginning of the project to determine the extent of the project. The second meeting will be after the City has reviewed the modeling and will be held to go over any the City comments. It is assumed that no other meetings will be required during the LOMR modeling. 1.2 Data Collection: Survey information will need to be obtained at the NECCO Project after construction is complete. Survey will be obtained by others and will be provided to ICON for use in the LOMR modeling. This task assumes that as-built plans for NECCO will be provided to ICON from the City. Page 2 of 7  NECCO Pond  Vine Swale  Wetland mitigation site  Weir along east bank of the Lindenmeier Outfall Channel.  Stilling basin at end of NECCO Backbone  Dry Creek downstream of railroad culverts from culverts to the confluence with the bubbler channel.  Railroad culvert inverts (dual 48-in culverts)  Disturbed area within 100-year floodplain (this needs to be verified by Heidi)  Dry Creek upstream and downstream of Lemay Overpass culvert  Lemay Overpass Culvert: size, upstream and downstream inverts  Lemay Overpass ground elevations 1.3 Site Visit: This task assumes no site visits to the NECCO project site to verify site conditions as site visits were performed during construction. 2.0 Hydrologic Analysis 2.1 Existing Conditions EPA SWMM Model: The Existing Conditions model will not be adjusted with this scope. The basins upstream of Vine were previously analyzed with the NECCO Project. Since no adjustments to the Existing Conditions model is expected upstream of Vine Drive, any adjustments to the Existing Conditions model will be included in Task 6. 2.2 As-built Conditions EPA SWMM Model: The existing conditions model created for the Dry Creek LOMR will be used as the basis for the as-built hydrologic model. The as-built survey information for the NECCO project (obtained by others) will be included in the as-built model. 3.0 Hydraulic Analysis 3.1 Duplicate Effective Model: ICON will re-run the Duplicate Effective HEC-RAS model using the most recent version of HEC-RAS (version 5.0.3). 3.2 Existing Conditions Model: ICON will use the most current Existing Conditions model. The Existing Conditions model created for the NECCO addendum will be used. Minor modification to the Existing Conditions model will may be required and are include with this scope. This task is for any modifications that are required upstream of Vine. Modifications required downstream of Vine will be included in Task 7 below. 3.3 As-Built Conditions Floodplain and Floodway Model: The Proposed Conditions HEC- RAS model created for the NECCO project CLOMR addendum will be used as the starting point in the hydraulic analysis. The as-built culvert for the Lemay Overpass will be added to the model. The model will be updated to reflect the constructed NECCO project. The model will also be adjusted to reflect the Dry Creek channel downstream of Vine to the confluence with the bubbler channel. The floodplain and floodway models will be adjusted with this task. The 0.5ft floodway will be analyzed for this project. The as-built floodplain will be similar to the proposed project floodway in the NECCO addendum. Page 3 of 7 The model upstream of Vine Drive will tie-into the effective floodplain and floodway at effective cross section U unless the as-built model is updated to the Poudre River (see task 7 below). The as-built flows will be updated upstream of Vine. The effective model flows will be unchanged downstream of Vine Drive unless the as-built model is extended to the Poudre River (see task 7 below). The model updates will be in NAVD 1988 vertical datum and the State Plane horizontal coordinate system to remain constant with the NECCO CLOMR. 4.0 Floodplain and Floodway Delineation 4.1 Existing Conditions Floodplain and Floodway: This scope assumes minor modifications will be required to the HEC-RAS model and therefore the Existing Conditions floodplain and floodway delineation. The existing conditions mapping included in the NECCO addendum will be used as the baseline mapping for the LOMR. The mapping will tie into effective cross section U unless the mapping is extended downstream of Vine per approval of task 8. 4.2 As-Built Conditions Floodplain and Floodway: An As-Built Conditions floodplain and floodway will be delineated with this task. The floodway will be similar to the proposed project floodway delineated with the NECCO addendum. The 2013 LiDAR data will be used for the mapping and will be supplemented with the survey information obtained for the project. The mapping will tie into effective cross section U unless the mapping is extended downstream of Vine Drive per approval of task 8. SCOPE OF SERVICES DOWNSTREAM OF VINE 5.0 Meetings, Data Collection and Site Visits 5.1 Meetings and Coordination: It is assumed that there will three meetings to discuss the modeling of the floodplain downstream of Vine. 5.2 Data Collection: Survey information will need to be obtained of the modeling of Dry Creek to the Poudre River. The survey will be performed by City crews and will be coordinated between the City stormwater department and the crews. ICON will provide the cross-section locations to the City in time for the survey to begin in September. The following information will need to be obtained:  Dry Creek diversion into the Airpark development  Flowline of Dry Creek from the confluence with Vine Drive to the Poudre River.  Cross section alignments  Culvert crossings throughout the project site. Culvert crossings include culvert diameter, type and upstream and downstream inverts. The overtopping elevation data will be obtained with the LiDAR data. The following culverts will be surveyed: o Culvert crossing under old runway o Culvert crossing under Air Park Drive o Culvert crossing under Christmas Drive o Culvert through Fort Collins Boats and RV yard o Culvert crossing under East Lincoln Avenue o Culvert crossing under East Mulberry Street o Culverts through Fort Collins Nursery Survey will be obtained by the City and will be provided to ICON for use in the LOMR modeling. Page 4 of 7 5.3 Site Visit: This task assumes two (2) site visits to the site to verify field conditions and possible flow patterns. ICON will walk the project site with the City of Fort Collins to determine the cross sections required for the analysis. 6.0 Hydrologic Analysis 6.1 Existing Conditions EPA SWMM Model: The existing conditions EPASWMM, model that was created for the CLOMR addendum of the NECCO project will be used as the basis for the existing conditions hydrology. The drainage patterns and basins will be reviewed in greater detail downstream of Vine Drive. The existing conditions EPA SWMM model will be adjusted to more accurately analyze the storm runoff downstream of Vine Drive. Approval of the drainage hydrologic adjustments will be obtained from City staff prior to completing the LOMR. The following adjustments will be made in the model:  Review existing basin delineations (approx. 40 basins)  Review existing basin routing  Combine Buckingham/Lincoln & Lincoln Outfall SWMM models with Dry Creek EPA SWMM model  Add in the Barker Pond from the Upper Cooper Slough Basin 6.2 As-built Conditions EPA SWMM Model: The model created in Task 2 will be modified. The adjustments made to the Existing Conditions EPA SWMM model will be made in the As-built model as well. 7.0 Hydraulic Analysis 7.1 Existing Conditions Model: The existing conditions model from Task 3 will be adjusted with this task. Adjustments in this task will begin at the confluence with Dry Creek and the Bubbler channel and will terminate at the Poudre River. The floodplain and floodway models will be adjusted with this task. The 0.5ft floodway will be analyzed for this project. The model update will include the following to both the floodplain and floodway models:  The cross sections downstream of Vine will be updated using the recent 2013 City of Fort Collins Lidar data and survey.  Cross sections will be added and adjusted in the model to more accurately analyze the existing conditions.  The manning’s roughness values will be verified.  The ineffective flow areas surrounding structures and bridges will be verified.  The information for the bridges at Lincoln and Mulberry will be obtained from the Effective HEC-RAS model. The road overtopping elevations will be adjusted based on the 2013 LiDAR data. The bridge modeling approach will be verified.  The split flow at cross section 4744.181 will be re-analyzed. Page 5 of 7  The downstream boundary condition used in the effective analysis will be will be reviewed to determine its accuracy. The risk map water surface elevations may be used in the analysis. This elevation will be discussed and approved by the City. The model updates will be in NAVD 1988 vertical datum and the State Plane horizontal coordinate system to remain constant with the NECCO CLOMR. 7.2 As-Built Conditions Floodplain and Floodway Model: The proposed conditions HEC-RAS model created for the NECCO project CLOMR will be used as the starting point in the hydraulic analysis. The proposed model downstream of Vine Drive will be adjusted to reflect the adjustments made to the exiting conditions model in task 3. The flows in the model will be adjusted to match as-built conditions. The floodplain and floodway models will be adjusted with this task. The 0.5ft floodway will be analyzed for this project. The model updates will be in NAVD 1988 vertical datum and the State Plane horizontal coordinate system to remain constant with the NECCO CLOMR. The LOMR model will attempt to map the Raptor Center area out of the floodplain. In the event that FEMA does agree with the analysis presented, the area will be added back into the model and the floodplain will be remapped on the site. 8.0 Floodplain and Floodway Delineation 8.1 Existing Conditions Floodplain and Floodway: An existing conditions floodplain and floodway will be delineated with this task. The 2013 LiDAR data will be used for the mapping and will be supplemented with the survey information obtained for the project. The floodplain will begin at Vine Drive and will extend to the Poudre River. 8.2 As-Built Conditions Floodplain and Floodway: An as-built conditions floodplain and floodway will be delineated with this task. The 2013 LiDAR data will be used for the mapping and will be supplemented with the survey information obtained for the project. The floodplain will begin at Vine Drive and will extend to the Poudre River. SCOPE OF SERVICES FOR REPORT PREPREATION AND ADDRESSING COMMENTS 9.0 LOMR Report 9.1 LOMR Report Preparation: The LOMR report will be submitted to the City of Fort Collins and Larimer County. Once approval has been obtained by both entities the report will be submitted to FEMA. ICON will prepare a LOMR meeting the City of Fort Collins, Larimer County (if the mapping is extended downstream of Vine Drive) and FEMA requirements. Included with this scope includes the tasks required to submit a LOMR for the changes in floodplain upstream of Vine Drive. The following tasks are included:  Report documentation regarding the preparation of the Existing Conditions floodplain analyses.  Report documenting regarding the As-Built Conditions floodplain analyses.  Revised floodway computations for the Existing Conditions.  Revised floodway computations for the As-Built Conditions. Shapefiles of the existing conditions and as-built floodplains and floodways will be provided to the City by ICON. o Newspaper notification – the newspaper notification will be posted twice in two weeks. ICON will provide the notification to the project PM at the City. The PM will submit the notification to the newspaper. o As-Built Condition Hydrologic Model o Duplicate Effective and As-built Hydraulic Models o Electronic CAD files of the survey information obtained for the analysis o Electronic CAD files of the existing conditions and as-built floodplains and floodways. 10.0 Submittals and Address Comments 10.1 Submittal to City of Fort Collins: The LOMR will be submitted to the City of Fort Collins. This scope will address the review responses from the City of Fort Collins. This scope assumes for two (2) rounds of minor comments from the City. The comments from the Larimer County Flood Review Board (task 9.3), along with the first round of review comments from the City of Fort Collins, will be incorporated into the second submittal to the City of Fort Collins. After the comments from the second submittal to the City of Fort Collins have been addresses, the LOMR will be submitted to FEMA. 10.2 Submittal to the Larimer County Flood Review Board: A portion of the floodplain is within Larimer County, therefore a meeting with the Flood Review Board will be required with this analysis. Six binders will be submitted to the board members for review. This task assumes one meeting with the Flood Review Board. This task assumes one round of comments from the Flood Review Board. This task assumes once round of minor comments from FEMA. Comments will be addressed and the LOMR will be re- submitted to FEMA. This task includes the initial $8000 review fee to FEMA. 10.4 Final Submittal to City of Fort Collins and Larimer County: After all the comments have been addressed (from the City of Fort Collins, the Flood Review Board, and FEMA), and FEMA has approved the LOMR, the LOMR will be re-submitted to the City of Fort Collins and Larimer County for reference. ASSUMPTIONS & EXCUSIONS Assumptions and Exclusions, which support our proposed Scope of Services and accompanying Fee: - Survey of the NECCO project and Dry Creek Channel (to the confluence with the Bubbler) will be provided to ICON on the coordinate system referenced above (or with a conversion to the State Plane Coordinate System). - The City fees will be waived for the submittal. - Assumes that the project will be a LOMR and not a PMR. - Assumes that any increase in floodplain (downstream of Vine) will not require a easement. - Survey of the culverts and channel flowline downstream of Vine will be provided to ICON on the coordinate system referenced above (or with a conversion to the State Plane Coordinate System). - Fees associated with the submittal of the LOMR to the City and Larimer County are not included with this scope. - No other permits or fees, including the FEMA review fee, of any kind will be the Consultant’s responsibility. - The Poudre River 500-year floodplain will not be adjusted with this scope, as presented with previous submittals to FEMA. FEE Consultant will complete the Scope of Services for a total fee of $85,505. An additional $8000 has been added to the fee to cover FEMA’s review fees. This brings the project total to $93,505. The tasks to extend the model to the Poudre River Floodplain is $41,342 of the total costs. A breakdown of our hours and fees is attached.
