In the event of a conflict between or ambiguity in the terms of the Master Agreement and this Work Order (including the attached forms) the Master Agreement shall control. Project Kick-off Phase a. Kick-off Meeting – LORIS, Interwest, BHA Design, Lithos, ERO, 360 Rail Services, and Apex will attend a kick-off meeting in Fort Collins. LORIS will prepare the agenda and meeting summary. b. Mapping i. Interwest will provide mapping prepared by the City, including property ownership. Use mapping provided by the City. LORIS will convert the survey to LORIS layer standards. Supplemental survey will be provided by King Surveyors through a direct contract with the City of Fort Collins. ii. Interwest will obtain utility company as-constructed drawings to confirm locations as identified by surface locating. The as-constructed drawings could also provide preliminary vertical utility information. iii. Potholing – Interwest will coordinate and monitor potholing performed by Colorado Utility Finders. The pothole information will be surveyed by King Surveyors, through a Fort Collins Work Order, with horizontal and vertical data added to the topographic mapping by King. c. Utility Meetings and Coordination i. UPRR – LORIS, Interwest and 360 Rail will meet once with the UPRR to determine construction requirements adjacent to the RR, in the railroad ROW (if needed) and for at-grade railroad crossings. ii. Platte River Power – Interwest will meet once with Platte River Power to determine utility line construction/relocation requirements, timeline to relocate and agreements required. iii. Xcel, Century Link, Comcast, Level 3, Fort Collins Loveland Water District, City Utilities, and other utilities as needed. Interwest will perform up to fifteen (15) utility company meetings to establish relocation (if required) requirements and write a meeting summary. iv. Drainage – Interwest will meet with City Utilities and irrigation companies to determine construction and drainage modification requirements. v. Report – Interwest will provide a utility memo that summarizes their findings. d. Geotechnical Engineering i. Lithos will perform four (4) deep borings for bridge/ underpass foundations and nine (9) shallow borings for pavement and trail design for the Alternative Analysis. Depending on the option selected, additional borings may be required during future design phases. ii. Groundwater Analysis – Four piezometers will be installed, and water elevation monitored for at least four seasons. iii. Pavement design – Lithos will provide pavement design requirements. iv. Lithos will provide a geotechnical report to summarize their findings and provide recommendations for: shallow foundations, deep foundations, underpass construction (cut & cover and tunneling), soil lateral load criteria, soluble sulfate content, and water table. Geotechnical recommendations will be applicable to tunneling and tunneling recommendations will be provided in 2.a.i. e. Environmental i. Studies – ERO will perform initial environmental assessments for wetlands, threatened and endangered (T&E) species, noxious weeds, migratory birds, SB40, 6(f) and 4(f), hazardous materials, and historic properties. Noise surveys will not be performed. ii. Each ERO resource specialist will coordinate directly with CDOT to determine the level of effort necessary for reporting on and evaluating impacts to each resource type. Reporting – ERO will provide reports documenting the environmental resources found per CDOT requirements. f. Urban Design i. Contextual site analysis – BHA will document historical context and architectural features at and around the project location. ii. Contextual structural analysis – BHA will document the architectural design utilized in various grade separated crossings along the Power Trail and other pertinent projects in the vicinity. BHA will also collect and share relevant design context for ‘world class’ grade separated crossings elsewhere to explore the range of potential for the trail crossing as a gateway feature, community asset, or neighborhood identifier. 2. Alternative Analysis and Feasibility Study a. Option Development I i. Underpass Options – The LORIS team will evaluate both vertical and horizontal alignments for bridge and underpass options. 1. Tunneled underpass – LORIS and Lithos will determine the feasibility of tunneling, and provide a cost estimate for tunneling the underpass. Lithos will prepare a feasibility memo report. At this time, we anticipate the tunnel option would be located adjacent to the railroad. Interwest will coordinate utility requirements and provide design concepts for drainage modifications. BHA will provide two (2) urban design alternatives for the tunnel and retaining walls. 2. Cut and cover underpass – LORIS will develop a conceptual standard precast underpass design. At this time, we anticipate the underpass would be located further west to provide sufficient length from the railroad tracks to facilitate lane shifts for phased construction; however, we will also evaluate an option east of the UPRR. Interwest will provide utility and drainage impacts and modifications. BHA will provide two (2) similar urban design alternatives for the tunnel and retaining walls. ii. Overpass 1. Structures – LORIS will evaluate two (2) overpass structure alternatives. One will be using pre- engineered structural members, and the second will use a custom structure. LORIS will provide constructability options. BHA will provide two (2) urban design alternatives for the structures. iii. Trail – LORIS will develop trail designs pertinent to the grade separated crossing alternatives. Loris and BHA will develop and analyze the remaining alignments north and south to connect to the existing trail system, including grading impacts, drainage conditions, and potential affects to adjacent properties. Interwest will evaluate and provide design concepts for drainage modification. iv. Environmental – ERO will assess impacts and permitting requirements for each alternative. v. Cost Opinions – Loris, Interwest, Lithos and BHA will prepare construction cost opinions for their scope of work. vi. Alternative Comparison Matrix – LORIS will prepare an overview matrix to quickly compare the various project considerations with respect to each alternative. b. City Review/Coordination i. Meeting – LORIS, Interwest, and BHA, will attend three (3) review meetings with the City of Fort Collins core project team. c. UPRR, PRPA, and Utility Review I i. Meeting – LORIS and Interwest will attend up to five (5) utility review/coordination meetings. 360 Rail will attend meetings and perform coordination with the UPRR. Alternative Analysis Revisions – Our design team will revise plan drawings, based on review meeting comments. One option or options could be eliminated prior to starting these revisions. ii. Prepare Structure Selection Memo – LORIS will prepare a Structure Selection Report which summarizes the findings, recommendations, and costs of the Alternative Analysis. Other subconsultants will supplement the report respective to their disciplines. e. Meetings with Primary Stakeholders i. LORIS and BHA will meet with property and business owners within the immediate area who will be most impacted by the design and construction. We anticipate two (2) small group meetings with immediate property owners. f. Public Meeting I i. Preparation – LORIS, BHA and Lithos will prepare presentation graphic boards for a public meeting. Displays will include illustrative color rendered site/ landscape plans, 3D Sketchup Models and color rendered perspective illustrations. ii. Meeting – LORIS, BHA, Lithos and Interwest will attend one (1) public meeting in Fort Collins. g. City Boards and Commissions Updates (anticipated by City staff) i. Loris, BHA, and Intrawest will provide assistance to city staff as needed for updates to Parks and Recreation Board, Transportation Board, Art in Public Places Board, Landmark Preservation Commission, Planning and Zoning Board. h. Option Development III i. Update Alternative Analysis – Our design team will update the Alternative Analysis based on review and public meeting comments. ii. Update Structure Selection Report – LORIS will revise the Structure Selection Report per option development revisions. j. UPRR, PRPA and Utility Review II i. Meeting – LORIS and Interwest will attend up to five (5) utility meetings in Fort Collins. 360 Rail will provide UPRR coordination. k. Preferred Alternative Selection i. Alternative Selection – The City of Fort Collins will select a preferred alternative ii. Final Structure Selection Report – LORIS’s team will prepare a final Structure Selection Report. l. Meetings with Primary Stakeholders i. LORIS and BHA will meet with property and business owners within the immediate area who will be most impacted by the design and construction to review the preferred structure alternative. We anticipate two (2) small group meetings with immediate property owners. ii.
