By: Printed: Title: CORPORATE PRESIDENT OR VICE PRESIDENT Date: DocuSign Envelope ID: EDF57A4E-9DE0-48E2-9FF5-C3A9F05D0947 7/19/2018 Vice President Eric Miles Assistant City Attorney ll 7/19/2018 City Clerk Official Purchasing Document Last updated 10/2017 SS 2018 – Rachio Smart Water System Page 7 of 15 EXHIBIT A SCOPE OF SERVICES BACKGROUND The City of Fort Collins Utilities (Utilities) serves approximately 133,700 people via 35,000 water connections. About 29,000 of these connections are single-family residential homes. Outdoor water use is the largest part of a home’s annual water usage, and is an identified area of opportunity to meet the goals of Utilities’ Water Efficiency Plan. The goal of this project is to implement a Smart Water System program (Program) that would deliver a smart irrigation controller, flow sensor, and Utilities customer support through messaging and notifications to eligible single-family homes with an existing automatic irrigation system. This Program will help address two needs, with benefits for customers and Utilities alike: 1. Water Savings: About 20 percent of homes overwater their landscapes. Traditional controllers are difficult for most homeowners to understand and manage, especially for busy families with competing demands on their time and attention. Furthermore, it is estimated that one-third of residential leaks are due to irrigation systems, which often go unseen as most equipment is underground, and systems often run while people are asleep. ● This Program will deliver reliable savings by reigning in irrigation to only what the plants need and automatically shutting off if a leak is detected. ● This Program will address the demand for and interest in connected smart devices and will complement the existing portfolio of programs like the Consumer Product rebate program and the Residential Sprinkler Audit program. 2. Reliable Water Demand Management: Fluctuations in water demand and high pressure can both negatively impact the distribution system. Pressure is a common culprit of pipe failures, and thus finding ways to reduce pressure may reduce pipe breaks, leakage and water loss. Fluctuation in irrigation can cause fluctuations in pressure. This Program hopes to be a proof-of-concept to use a system of smart irrigation controllers to implement flexible irrigation schedules that smooth out the demand from day-to-day and hour-to-hour to increase the consistency of demand. ● This Program will be similar to the Utilities’ current Peak Partners program, which manages thermostats and water heaters to reduce demand on peak days to reduce impact on the system. This Program aims to reduce and shift irrigation schedules to reduce impact on the water distribution system, while keeping landscapes appropriately irrigated. DocuSign Envelope ID: EDF57A4E-9DE0-48E2-9FF5-C3A9F05D0947 Official Purchasing Document Last updated 10/2017 SS 2018 – Rachio Smart Water System Page 8 of 15 ● Peak demand is also a driver of distribution pipe sizing – (irrigation is responsible for over 90 percent of use on a customer’s watering day – this comes during a small window of the day). The goal is to demonstrate the ability to flexibly control irrigation to lower peak demands and therefore demonstrate potential cost savings from smaller-sized pipes (upon development or replacement). ● This effort is in coordination with the Utilities Water Distribution Master Plan as an identified tactic that could help reduce main breaks, pumping costs, and pressure problems. ● While this program will be open to all single-family Utilities customers with an automatic irrigation system, there are about 4,000 single-family customers in an identified pressure zone that this Program will target with the goal of getting a critical mass of systems in place to be able to meaningfully manage the schedules to benefit the distribution system. OBJECTIVES ● Install up to 300 Rachio Smart Water Systems during the summer of 2018. ● Empower customers with an easy and convenient way to manage their outdoor water use and summer water bills. o Provide a technology solution that eliminates the mystery and confusion of operating and maintaining a traditional controller. o Empowers customers to be easily in-control of their irrigation through an easy app and email/text notifications. ● Demonstrate a proof of concept for reducing and flexibly managing residential irrigation to provide benefits to the distribution system. ● Deliver reliable, consistent water savings by only watering up to what the landscape needs, avoid watering around rain events, and minimizing loss and damage from irrigation leaks. ● Pilot a customer engagement and educational component to determine what customers want/need to maintain water efficiency. ● Improve understanding of outdoor demand and methods to manage water use, improve program design, and enhance customer education. SCOPE OF WORK Utilities is partnering with the Service Provider to distribute up to 300 Rachio Smart Water Systems (Rachio Controller plus Wireless Flow Meter and Weather Intelligence Plus technologies) to homeowners within Utilities boundaries. DocuSign Envelope ID: EDF57A4E-9DE0-48E2-9FF5-C3A9F05D0947 Official Purchasing Document Last updated 10/2017 SS 2018 – Rachio Smart Water System Page 9 of 15 Marketing Service Provider will partner with Utilities on marketing-related facets of the program, including a mix of print and digital advertising mechanisms, and will encourage Utilities to engage in the creation of direct-mail and/or email assets for delivery to specific groups that might benefit from direct engagement. The primary, but not exclusive, target of these marketing efforts will be water users in high- pressure or high-use zones specified by Utilities. Utilities will provide anonymized use data or shape files that inform the geographic scope of Service Provider’s targeting. Service Provider’s marketing strategy will be informed by hyper-local testing of message (e.g. “Take Control of Your Watering”) and channel (e.g. NextDoor) efficacy. Service Provider will also emphasize a “savings” message in order to maximize conversion and reduce cost-of-acquisition. Utilities may employ additional direct marketing mechanisms, and will consult with Service Provider on messaging and imagery. Opt-in Applicants will be required to agree to terms of the program at the time of program sign-up. These are to be formed and finalized by Utilities and the Service Provider. As part of account creation, users are also required to agree to app-specific Terms and Conditions which enable the sharing of irrigation-related data with the Utility through Service Provider’s software. Fulfillment Applicants will be directed to a landing page developed by Service Provider, which serves to verify their eligibility, and direct them through a process to collect payment and schedule professional installation of their controller and flow meter. Once the applicant arrives at the page, they’ll be prompted to enter a unique account number and their ZIP code. Service Provider will use these inputs to verify eligibility, and will provide error codes when these input data are improperly formatted. Eligible applicants will be directed through a process that captures their name, contact information, payment information, address, irrigation system characteristics, and preferred installation time. These input data will be sent to Utilities, the Service Provider, and the Service Provider’s professional irrigation subcontractor for tracking and auditing purposes. Service Provider’s subcontractor will communicate with the homeowner in advance of their appointment, and will complete the installation at the scheduled time and date. A “drip” email system will be implemented which will engage applicants who have dropped out of the fulfillment process so that they can complete their verification, payment and/or scheduling. This system increases conversion and reduces cost-of-acquisition. Utilities and the Service Provider will work together to develop agreed-upon metrics -- based on the objectives outlined above -- which provide insight into program success relative to Utilities conservation and demand management goals. Service Provider will also be responsible for the management of professional irrigation contractors tasked with installing the controllers, and ensuring that they meet agreed-upon standards for installation and set-up. Service Provider will consult with the Utilities to develop scheduling and zone configuration guidelines for those installing the controllers. Warranty Service Provider will extend a 4-year warranty to homeowners participating in the program. Service Provider’s customer service will be available to homeowners for the useful life of the device. Service Provider will invoice Utilities once units are activated. Service Provider will deliver proof of installation and controller activation, an audit of the controller’s configuration at initial setup (i.e. scheduled watering days, landscape composition, etc.), and will consult with Utilities to engage homeowners on outdoor watering practices. Applicants will be responsible for remitting payment of $0.00 for hardware and $170.00 for professional installation to Service Provider, via a customized website administered by Service Provider. Utilities will pay Service Provider on net-30 terms.
