HomeMy WebLinkAbout604005 HRQ HOLDINGS INC - CONTRACT - RFP - 7642 JOB ANALYSIS, PERFORMANCE & LEARNING COMPETEN (2)Agreement Amendment #12 7642 Job Analysis, Performance & Learning Competency Assessment Page 1 of 4 Amendment #12 to the Services Agreement between The City of Fort Collins and hrQ Holdings LLC This Twelfth Amendment (“Amendment #12”) is entered into by and between hrQ Holdings LLC (the “Service Provider”) and the City of Fort Collins, Colorado (the “City”). WHEREAS, the Service Provider and the City are parties to a Services Agreement dated August 25, 2014; and WHEREAS, the Service Provider and the City amended said Services Agreement on February 27, 2015 (Amendment #01), March 17, 2015 (Amendment #02), February 25, 2016 (Amendment #03), May 26, 2016 (Amendment #04), July 27, 2016 (Amendment #05), and February 16, 2017 (Amendment #06), March 9, 2017 (Amendment #07); October 19, 2017 (Amendment #08); January 3, 2018 (Amendment #09); March 13, 2018 (Amendment #10); May 12, 2018 (Amendment #11); and WHEREAS, the Services Agreement and Amendments #01-11 are hereafter referred to as the “Agreement”; and WHEREAS, the City desires and the Service Provider agrees to perform additional work pursuant to the Agreement terms and new Statement of Work attached hereto; NOW, THEREFORE, in consideration of the foregoing recitals and the mutual promises herein contained, the parties agree as follows: 1. Statement of Work. Appendix “A”, Statement of Work, is added by this Amendment #12 per the attached document consisting of three (3) pages for the completion of the Wage Equity Analysis Project on behalf and at the direction of the City Attorney’s Office. 2. Contract Sum. The City agrees to pay the Service Provider a fixed fee of Forty Thousand Two Hundred Fifty Dollars ($40,250) for the work under Amendment #12. The Service Provider will invoice as costs are incurred under the assumption that planned hours are used within the expected timeline. Each payment shall be subject to the City’s review and approval. Except as expressly amended by this Amendment #12, all other terms and conditions of the Agreement, as amended by Amendments #01, #02, #03, #04, #05, #06, #07, #08, #09, #10, and #11 shall remain in full force and effect. (“Consultant”) and outlines the services to be provided by hrQ Inc. for the City during the completion of the Wage Equity Analysis project. In the event of any conflict between this Exhibit and the Agreement, the terms of the Agreement shall prevail. Project Objectives The City of Fort Collins City Attorney’s Office (CAO) would like to engage an outside consultant to conduct a confidential personnel study to examine the current status of wage equity within the City and for the purpose of the CAO providing legal advice to appropriate City employees or officials. This project will be conducted under the direction of the City Attorney’s office and examine personnel data related to positions, tenure, wages, and other personnel elements. The project will result in a baseline analysis of wage equity within the City. When hrQ produces a written document for submission to the CAO, hrQ will submit any such documents to Jenny Lopez Filkins, Senior Assistant City Attorney, at email address jlopezfilkins@fcgov.com and such documents will be marked "confidential, attorney-client privileged and attorney work product." At such time that hrQ is prepared to make presentation of initial findings, it will contact Ms. Lopez Filkins to arrange for such presentation. Project Activities hrQ’s consultants will conduct a series of analyses to examine the status of wage equity within the City. The analysis will be conducted for Each Job Level in Job Architecture across City Departments and will include the following elements:  By Gender: Male/Female  By Ethnicity: White/Non-White & Ethnicity Categories  By Gender & Ethnicity: Male & White/Male & Non-White; Female & White/Female & Non-White  By Tenure: Intervals to be based on City of Fort Collins pre-defined tenure bands  Employee Count Analysis will be conducted for all groups  Wage Analysis by Gender and/or Ethnicity will be conducted for those groups with adequate employee counts to allow for statistical testing  Supervisory Position Analysis: Male/Female  Any other legitimate factor that could explain pay disparity (length of tenure, time at the particular job level, performance rating, or prior experience) Wage Analysis will be based on the Mean Wage for each group. Our analysis will identify the City’s current performance in this area within its employee population and as compared to relevant benchmarks. This timeline is subject to the assumptions below. Deliverables and Investment The chart below illustrates the key project phases, deliverables and associated costs. We prefer to price our projects on a fixed fee basis so that our clients achieve a predictable outcome at a predictable cost. We do not anticipate any direct expenses associated with this project. Should any direct expenses be required, these will be approved by the City prior to being incurred and will be billed to the City at cost. These fees are subject to the assumptions below. The total project investment would be $40,250. Should these assumptions prove to be incorrect, it may impact the scope, timing, deliverables or cost associated with this Statement of Work.  The City will assign a Point of Contact, Ms. Lopez Filkins, to this effort that will serve as the day- to-day liaison for the consultants. This liaison will assist with required meeting scheduling and other key project activities as required.  The City will designate a point of contact, Ms. Lopez Filkins, for required decisions, and those decisions will be made without significant delay.
