In the event of a conflict between or ambiguity in the terms of the Master Agreement and this Work Order (including the attached forms) the Master Agreement shall control. The attached forms consisting of two (2) page(s) are hereby accepted and incorporated herein, by this reference, and Notice to Proceed is hereby given after all parties have signed this document. It begins with convening stakeholders including the FOCO Creates leadership group and a round table of business leaders to respond to the initial draft vision, mission, and goals. During this on-site, the consultant will also facilitate a planning meeting with the combined members of the Cultural Resources Board, the Arts in Public Places advisory board, and the friends organizations from the Lincoln Center and the Gardens, responding to the draft vision, values, mission, and goals for the plan. The consultant will meet with leaders of several city departments to ensure that the plan aligns with overall City priorities and emerging themes for the new City Plan. The consultant will then write Draft 2, and will return to Fort Collins for the next round of responsive input by the Leadership Group, the city’s cultural advisory board, and various city departments. This draft will be shared with education leaders from the Poudre River School District to ensure that it aligns with their goals for arts learning. It will be shared with public and private sector leaders involved in philanthropy and funding strategies, including testing the feasibility of funding implementation steps through a regional cultural and scientific facilities district model. The consultant will review the draft with City elected officials and City administration. With this input secured, the next round of the plan will be written. Again, it will be reviewed with the City for alignment with the City plan, including integrating language from FOCO Creates into the City plan, and v/v. Cultural services staff and other departments’ staff will review the plan in detail, insuring that it contains the necessary outcomes measures that will support its implementation by the City. As appropriate, the consultant will meet with city elected officials to discuss the draft. The plan will be made public in an official presentation by the consultant to City Council and a presentation to the Leadership group, the advisory boards and friends groups for the Lincoln Center, Gardens and Museum, and with all partners. Final on-site planning meetings will hand- off the plan for implementation by City staff. The plan and all supporting documentation will be provided to staff.
