The overall scope is based on the Consultant scope provided in the project proposal. However, modifications have been made to the scope and associated budget based on the results of the work performed under the 2017 Task Order and new information on required analytical methods. Note: All draft technical memoranda and report deliverables will be submitted in Word format to allow for editing; all final written deliverables will be submitted in Word and PDF format. FCU will collect comments on draft deliverables from FCU and Northern Water staff and submit a single consolidated set of comments to the Consultant. Task 1 - Project Management Objective: Apply project management strategies/tools to assure Utilities’ objectives for the Water Vulnerability Study are met. DELIVERABLES: • Updated Project Management Plan: updated plan for managing scope, budget, schedule, deliverables, and roles and responsibilities incorporating changes based on this Task Order • Monthly Invoices: project name, personnel/work type category, including the number of hours and rate for each; task description and 3rd party supporting documentation with the same detail. Monthly Progress Reports: status of scope (competed and upcoming work) and budget; issues to be addressed Task 1.1 – Project Management Plan The Consultant will update the current Project Management Plan (PMP) with the technical scope, budget, schedule, deliverables, and roles and responsibilities of Fort Collins, Northern Water, and the Consultant team for this new Task Order. The Consultant will track project performance versus cost and schedule on at least a monthly basis. DocuSign Envelope ID: EFAD6D4D-3567-4550-8906-F1F034A8EC86 Fort Collins Water Vulnerability Study 2018 Work Order Scope of Work 4 Task 1.2 – Meetings The Consultant will conduct weekly coordination conference calls with the FCU project manager to discuss ongoing work, issues to be addressed, and upcoming activities. The consultant will conduct bi-weekly coordination conference calls with the internal team to discuss progress, ongoing work, issues and upcoming activities. Task 1.3 – Monthly Progress Reports and Invoices The Consultant will update the WSVS_ProjectStatusReport.xlsx spreadsheet on the FCU Sharepoint site to reflect monthly progress prior to the submittal of the monthly invoice. The progress reports will briefly document work performed during the past month, work anticipated in the coming month, and a summary of the budget status. Task 1.4 – Subcontractor Management The Consultant will manage its subcontractor using accepted project management principles. Subcontractors will be responsible for assigning adequate resources to the project; managing against their scopes, budgets and schedules; and assuring quality of deliverables and work performed. The Consultant will incorporate subcontractor costs and progress into its monthly progress reports. Task 6 – Scenario Analysis Objective Conduct the vulnerability modeling analysis to determine future conditions (combinations of risks and uncertainties) that would result in failure to meet level of service goals. Deliverables • Notes from Workshop #6 – Scenario Identification: summary of discussion of potential scenarios • TM #7 – Scenarios for Vulnerability Analysis: summary of recommendations for preparing scenarios for use in the vulnerability assessment modeling analysis, including baseline assumptions The Consultant will integrate the demands developed in Task 3, the risks and impacts developed in Task 4, and the yield changes due to climate change developed in Task 5 to assess the vulnerability of Utilities’ water supply system and develop future scenarios based on that assessment. DocuSign Envelope ID: EFAD6D4D-3567-4550-8906-F1F034A8EC86 Fort Collins Water Vulnerability Study 2018 Work Order Scope of Work 5 Task 6.1 - Vulnerability Baseline Modeling The Consultant will create the necessary functionality in the Fort Collins water resources modeling DMS to simultaneously run the FC System Model, the PBN Model, and the CBT Quota Model for combinations of demands, hydrologies and system risks. Experience gained during execution of the model development portion of the 2017 Work Order and parallel tasks to upgrade the Fort Collins modeling system demonstrated that the model system complexity needed for the Vulnerability Study is greater than originally anticipated. The additional level of effort required to complete this task is reflected in the proposed budget. It is assumed for this task that model upgrades to MODSIM version 8 and additional model improvements identified in the 2017 Work Order will have been completed. The first scenario to be analyzed will be a baseline scenario, or a future with status quo. This will essentially replicate the past firm yield analysis with the improved modeling system and assumptions for future conditions that represent an “accepted” or “most likely” forecast. This will allow FCU to compare results with the upgraded modeling system to the current firm yield estimate for the existing water supply system. Baseline assumptions will include: system demand assuming current growth projections and climate; original model hydrology (historical plus synthetic hydrology); current water rights; current system operations; and reasonably foreseeable projects and operations by others in the basin. Utilities will have to decide if Halligan Reservoir Enlargement and other projects currently being considered are included in baseline. The selected baseline assumptions will be documented in TM#7 – Scenarios for Vulnerability Analysis. The Consultant will coordinate with FCU modeling staff to verify that the combined modeling system is generating reasonable results under the baseline scenario. A meeting will be held to present preliminary results. Task 6.2 – Identify Scenarios to be Simulated Scenarios used to assess vulnerability will be based on a combination of model inputs to reflect potential variability in future demands, climate and hydrology, and other identified risks as developed in Tasks 3 through 5. To model all combinations of climate, demands, and risks is unrealistic both from a computational perspective and from an ability to use results in a meaningful way. Therefore, the Consultant will conduct Workshop #6 – Scenario Identification with FCU and Northern Water’s staff to select the future scenarios to model. In order to help define which risks and vulnerabilities are the most impactful to the system, the Consultant will begin by applying a range of demands to the baseline scenario for simulation and testing performance against the level of service metrics. The range of demands will be based on different demand forecasts for 2030, 2050 and 2070 from the demand model. This will help isolate the influence of demand on system performance. DocuSign Envelope ID: EFAD6D4D-3567-4550-8906-F1F034A8EC86 Fort Collins Water Vulnerability Study 2018 Work Order Scope of Work 6 Each of the six test hydrologic sequences will then be run under baseline conditions to evaluate the effect of hydrology alone on system performance. Simulations will be run at demands based on the baseline demand forecast at 2030, 2050 and 2070. Finally, baseline conditions for demand and hydrology will be simulated with all the key system risks applied individually. These simulations will use demands from the baseline demand forecast at 2030, 2050 and 2070, and the six test hydrologic sequences. The Consultant will prepare Tableau visualizations of model output to allow for efficient review of data and identification of critical vulnerabilities. Results from these runs will help inform the formation of scenarios and will be completed prior to Workshop #6. Several strategies for developing vulnerability scenarios will be considered: 1. Test all combinations of key risks varied over a specified range. For example, vary demand between the 10th and 90th percentiles and combine that with the six hydrologic ensembles selected in Task 5. 2. Narrative future conditions or storylines (e.g., significantly hotter and drier future, greater environmental regulations, denser future land use). 3. Systematic combinations, e.g., combine all short-term risks with all long-term risks. The goal will be to model a variety of different impacts over a range that FCU feels is reasonable. To help facilitate communication of scenario results to stakeholders, the total number of scenarios will be limited and will be determined at Workshop #6. The scenario selection process will be documented in TM#7 – Scenarios for Vulnerability Analysis. Task 6.3 – Modeling of Vulnerability Scenarios The Consultant will apply the DMS to simulate performance of the FCU water supply system under the selected scenarios. The first step will be to run all scenarios against the six hydrologic traces selected in Task 5 at demand levels for 2030, 2050 and 2070. This will be used to identify the scenarios that FCU feels deserve further study, e.g., because they significantly stress the system or include combinations of future conditions that are particularly relevant to FCU water supply planning. These selected scenarios will then be simulated for all 100 hydrologic traces developed in Task 5 and for each decade between 2020 and 2070 to provide a more robust and comprehensive view of potential future performance under a broad range of possible future conditions. Regular check-in meetings will be held with FCU staff while this task is being completed. During these meetings, the Consultant will provide FCU with modeling results, and FCU staff will be asked to evaluate the results critically and provide feedback. The coordination process is assumed to involve 3 model output review meetings and 3 conference calls with the modeling team. The Consultant will determine the specific combinations of demand, hydrology and system risks that make it impossible to meet FCU’s level of service goals. The Consultant will develop visualizations (charts and graphs) to summarize results in a format accessible to decision-makers. The exact form of the visualization tools will be tailored to the metrics, level of service goals and risks selected for the Vulnerability Study. Task 7 – Final Report Objective Document study methods and results in a final project report. Deliverables • Notes from Workshop #8 – Preliminary Draft Report Review: summary of comments on preliminary draft report • Draft Vulnerability Study Report: submit to Fort Collins and Northern Water for review • Final Vulnerability Study Report: incorporate review comments and provide all final technical memoranda in an appendix Task 7.1 – Report Preparation The Consultant will prepare a Fort Collins Water Vulnerability Study Report to summarize the research, methods and results of the study. The report will include the previously prepared technical memoranda in an appendix. It will provide the documentation necessary to serve as a foundation for a later integrated water supply plan for Fort Collins Utilities if desired. A Preliminary Draft Report will be prepared and presented at a workshop get input on content and layout from the FCU and Northern Water project teams. A Draft Report will be submitted for broader circulation and review within those organizations. A Final Report will be prepared to incorporate all comments. The Consultant will provide the Final Report in Word format as well as an electronic copy in PDF format.
