The simulation of flows in those basins would use the same approach and tools as the ones proposed for the Poudre River Basin, for consistency and to improve the accuracy on the water availability estimate for the CBT system under future conditions. Using hydrologic models to simulate flows for the CBT model was not included in base-proposed approach, so the scope of work and estimated additional effort to include the explicit hydrologic modeling in these basins in Fort Collins Utilities Vulnerability Study (FCUVS) is presented herein. Also, included in this document are the additional cost for purchasing the 2016 imagery for the area covering the general management area (GMA) extent that was not included in the other direct costs of the original budget. Changes from Original Scope of Work Task 3 - FUTURE WATER DEMAND CONSIDERATIONS RTI has acquired a 2016 satellite image for the entire GMA. This change order covers the difference between the cost of this image and original budget for the purchase. Task 5 – DEVELOP POTENTIAL YIELD CHANGES RTI will use the Joint Front Range Climate Change Vulnerability Study (JFRCCVS) calibrated models to simulate the rainfall-runoff processes in the basins used by the CBT model, which include the upper Colorado River, Fraser River, Willow Creek and Big Thompson River. RTI will use the same procedures and underlying assumptions selected to simulate future conditions in the Poudre River basin for the FCUVS, including variability from the tree-ring reconstructions and several trends of changes in precipitation and temperature, to generate a set of ensembles to represent variability and climate. The hydrology modeling approach selected uses transition probabilities from tree-ring paleo reconstructions in the South Platte basin as the base for the future weather generation, to capture potential future hydrologic conditions. RTI will use the existing models and tools developed for the base analysis, and will apply the same method proposed for the Poudre Basin to generate hydrology sets for the additional basins. RTI will run the rainfall-runoff models to estimate the resulting flows of the generated hydrology sets. RTI will process and organize the results to be used by the yield and CBT models. Budget Table 1 shows the additional required hours and the budget for the additional tasks. Additional project management time to process the change order and the subconsultant markup are included in the budget. The total of the requested change order is $16,469.
