After reviewing your RFP for a flood warning data management software, my team would like to proceed with responding, but we wanted to clarify first if the City of Fort Collins was looking for a new solution, or looking to upgrade the existing system already in place? A1. We're expecting that the best option for us is a new solution. As the RFP says, the current system was designed on PC -based operating systems predating Windows 7 and Server 2010. If the current system can be upgraded, then we'd evaluate that option if it is proposed. The current software is proprietary and the City is not able to modify the application, nor is the current vendor interested in supporting the current software any longer. Q2. There seems to be duplication in the City supplied "FWS Software Deliverables" spreadsheet for the headings "Sensor Management" and "Reports & Queries". Are there some additional requirements that may have been missed as a result of the duplication? A2. Any duplication may be part of imperfect review of the RFP documents, the City is not aware of additional requirements. The City would appreciate responses in both areas if it is applicable. Q3. Is the City looking to replace the GIS-sourced flood warning system (FWS) website? A3. The City intends to continue use of the current GIS solution for the public face of its FWS website in the near -future (and possibly beyond), but should the selected software offer alternatives and/or improvements and capabilities beyond those in the current GIS-based website, the City will be interested in migrating over to the new software solution. If alternatives and/or improvements and capabilities are available, feel free to identify them in your response. Be sure to provide enough detail for a decision as well as a line item cost for each item. Q4. If not, is a requirement of the RFP the establishment of the ODBC connections to continue the data access from the new database to the existing GIS-sourced FWS website database? A4. Yes, for an indeterminate time Q5. Is it a requirement that the new software run on a Windows Server platform? Or can the new software run on a virtual machine using a different operating system? A5. Though a Windows server platform that runs in a virtual environment is preferred, Linux Redhat is acceptable as well. Q6. Is it acceptable if the new software run on Linux Debian either in a dedicated computer or a virtual machine in the City's computer environment? A6. This is acceptable. Q7. Is it a requirement that the new software utilize Oracle 11g or SQL Server 2012? A7. Either is acceptable. Addendum 1 — 8161 Flood Warning Data Management Software Page 2 of 3 H It Q8. Is it a requirement that the new software utilize MySQL as the database? A8. The requirement is that data can be transferred to a MySQL database. Q9. Is it acceptable if the new software utilizes PostgreSQL as the database? A9. Yes Q10. Can you clarify the requirement that "alarms are based on selectable NWS guidance"? A10. Disregard this requirement. Q11. Can you clarify the requirement that "User authenticates using active directory for internal users"? A11. It would be nice to have users connect using active directory Q12. If VMS are used, will the City provide the VM servers or is the vendor required to supply these? Al2. Yes Q13. If dedicated computers are used, will the City provide or is the vendor required to supply these? A13. The City will provide dedicated computers Addendum 1 — 8161 Flood Warning Data Management Software Page 3 of 3
