MAX BUS RAPID TRANSIT SYSTEM
Location: Fort Collins, CO
As the City of Fort Collins' largest public works project in history, building the MAX
BRT system included the construction of a dedicated bus guideway, storm drainage
facilities, bridge construction, utility relocations and installation, and building con-
struction including a transit center, expanded maintenance facility, and 19 bus sta-
tions. Throughout the project, the team worked with the City of Fort Collins, CH2M
HILL, LS Gallegos, and Yeh to mitigate complex transportation construction issues to
bring the project in on schedule and $2 million under budget. This project required
an extensive communications plan and regular outreach to the public.
CITY OF FORT COLLINS UTILITIES ON -CALL
Location: Fort Collins, CO
Ditesco has developed close relationships with the City of Fort Collins, and has
worked with their project managers on many high profile projects. As a team, we
have had the opportunity to work on projects such as Plum Street Storm and Sew-
er, Linden Street Outfall, Drake Water Reclamation Facility Improvements, and Water
Treatment Facility Sedimentation Basin Improvements. We have also provided over-
sight on the Foothills Mall and the Integrated Recycling Center projects. Through
these opportunities we have learned the value of integrated teams and the City's
expectations for project delivery.

CITY OF LOVELAND ON -CALL
Location: Loveland, CO
For the past nine years, Ditesco has been working side by side with the City of Love-
land Water and Power Department providing project and construction management
services on a variety of projects. We have worked with City project managers on proj-
ects such as the $2 million WAS Thickening, $300,000 Lakeside Lift Station, $24 mil-
lion WaterTreatment Plant, $1.5 million Interchange lift station, and many other util-
ity, water and wastewater projects. We are a trusted member of their project team,
and have formed strong relationships through mutual coordination with City staff.

COLORADO STATE UNIVERSITY ON -CALL
Location: Fort Collins, CO
Our firm has been working with CSU annually since 2006 on a number of projects to
improve the campus community. Our work at CSU has spanned all three campuses in
Fort Collins, and ranges from controlled maintenance projects, to waterline studies,
to buildings. Recently, we have been contracted to provide project and construction
management to infrastructure improvement projects; including the replacement of
a gas line and water line, waterline studies, parking lot construction at the University
Center for the Arts (UCA) and at Research Drive, and rehabilitation of a fire road in
Hawaii.

POWERS BLVD. WIDENING PHASE III; CDOT REGION 2
Location: Colorado Springs, CO
AECOM provided construction management, inspection and materials testing coor-
dination servicesforthe widening of Powers Boulevard from Constitution to Carefree
in CDOT Region 2.The project provided construction or lengthening of acceleration
and deceleration lanes with HMA, drainage improvements, pipe, culverts, curb and
gutter, overhead and ground signing, striping and landscaping. This was a federally
aided safety improvement project and was documented and finalized to CDOT and
FHWA standards, including all EEO requirements.
BROADWAY, PINE TO IRIS
Location: Boulder, CO
AECOM provided construction management and inspection and materials testing
services for the reconstruction of Broadway from Pine to Iris for the City of Boulder,
Colorado.The project provides widening the roadway for safety improvements, tran-
sit stops and pedestrian and bicycle lanes. The work consists of removals, utility re-
location and replacement, subgrade, full depth concrete pavement, curb and gutter,
sidewalk, patching, lighting, signing, striping and landscaping. This was a federally
funded project and was successfully audited during construction by FHWA, CDOT
HQ and the CDOT local Agency coordinator.

INDUSTRIAL/PURCELL INTERSECTION IMPROVEMENTS
Location: Pueblo, CO
AECOM provided construction management and materials testing services to Pueb-
lo County for the widening and signalization of the Industrial/Purcell intersection.
The work included removals, drainage structures, earthwork, signalization, paving,
striping and landscaping. This was a CDOT local agency project completed to FHWA
standards for Federal reimbursement.
YEH
SH 119 MAIN STREET SOUTH
Location: Black Hawk, CO
The scope of this project consisted of the realignment and widening of SH 1 19 in a
constrained portion of the canyon near Black Hawk. The terrain was extremely steep
and posed significant challenges for the retaining walls, rock excavation, blasting,
and bridge construction. In addition to the roadway improvements, the project in-
volved a superfund cleanup of the mine tailings and mine waste present within the
project limits as well as the treatment of the acid mine discharge from the National
Tunnel that is polluting the North Fork of Clear Creek. Yeh provided materials testing
and inspection services.
Yeh was the prime consultant providing materials testing, inspection and construction management services.
US 160 GRANDVIEW, 4TH LANE PROJECT
Location: Durango, CO
Under our CDOT Region 5 NPS CM services contract, Yeh provided personnel on the
US 160/550 Interchange project near Durango. Construction services included on -
site construction inspection, schedule and submittal review, specialized construc-
tion instrumentation, bridge inspection, and materials testing.
The project was a modified design -build contract in which certain elements of the
work were designed by the contractor and others by the CDOT design team. Key
elements of the project included three bridge structures, five retaining walls, scour
mitigation, utility relocation, guardrail, a signalized intersection, complicated phasing and striping, and wetland mitigation.

LS GALLEGOS
1-70 EB CLIMBING LANES VAIL PASS AND STRAIGHT CREEK
Location: Vail, CO
This Interstate highway resurfacing project rotomilled approximately 300,000
square yards of pavement surface and replaced it with approximately 36,000 tons of
new pavement in Clear Creek, Summit and Eagle counties. This included mainline
pavement as well as paving inside both bores of the Eisenhower/Johnson Memorial
tunnels. It also included paving parking areas at both ends of the tunnels, guardrail

replacement, culvert lining and ramp metering. This project included bothay
night work. As the prime consultant, LSG provided construction project manage-
ment contract administration and inspection services to CDOT.
COLORADO ROUNDABOUT INTERCHANGE PROJECT
Location: Eagle, CO
LSG is currently teamed with Stantec Consulting to provide CDOT with Construc-
tion Management (CM) Services for improvements at the Eagle interchange on 1-70.
CDOT will construct four roundabouts to replace existing signalized intersections,
construct a new pedestrian bridge over 1-70, and provide ancillary roadway and pe-
destrian access improvements to improve traffic and pedestrian operations on Eby
Road within the town of Eagle. LSG is working with CDOT and Flatiron Construction
Co. through Stantec to provide schedule review and analysis on this CM/GC project.
Impacts to businesses and the travelling public was a major concern on this project and the CM/GC project delivery method has
allowed Flatiron Construction to participate in the design effort and provide valuable input into construction phasing, traffic
management and public relations effort.

VINE AND SHIELDS INTERSECTION APPROACH
Our approach to assisting the City with management of the Vine/Shields intersection will be holistic in nature. We will take an
immediate active role in the project depending on the roles needed to supplement City personnel. We have the unique ability
to design our team according to the City's needs, always providing oversight/professional engineering with staff uniquely fa-
miliar with Fort Collins processes and procedures.
GET ACQUAINTED SESSION
The first, and most important step to understanding any project is to understand its history. During this meeting, we would en-
deavor to learn all parts of the project from its current status, team members, stakeholders, organization, funding, coordination
elements and challenges.
We recognize the coordination needed with Larimer County's road improvement project on Shields Street north of the project
site to Willox. We have worked with Ron Winne in the past and could easily coordinate project details with Ron and his team.
We also recognize the need for early coordination with CDOT. We would meet with the local agency representative and discuss
the status of the project related to their concerns and involvement.
From this"Get Acq ua inted" session we would generate a project roadmap with action plans and implementation schedules to
meet the overall project goals and expectations.
RISK ASSESSMENT
With all successful projects, risks are known and planned for. We would work with the City's project manager to address project
risk items from the onset. We would then develop risk mitigation plans (as applicable) to ensure measures are in place to ad-
dress project risk. When building improvements such as the Vine/Shields intersection we would expect project risk to include:
• Traffic Management and Project Phasing
• Business/Property Access
• Utility Conflicts and Relocation
• Private Property Restoration
• Stakeholder Communication and Expectations
• Design Checks (turning radius; sight distance, etc.)
• Cost Control

project, their relative impact, a mitigation plan and assign tasks to individuals to implement the plans. With this proactive
tool, the project delivery can go on uninterrupted.

PROJECT DELIVERY STRATEGY
Each project has a unique project delivery strategy. Some are designed around lowest qualified bidding, some around de-
sign -build, and some around other hybrid alternate delivery methods. We completely understand delivery models used in the
market today and can advise the City on strategies around using each consistent with your procurement policies. For example,
the Vine/Shields delivery strategy is likely designed around lowest qualified bidding; unit price. Using this delivery model the
owner accepts much of the project risk. As such, it is critically important that:
• the contract plans and specifications are clear and concise.
• the unit price bidding schedule is accurate yet conservative and the items are well described from a payment under-
standing perspective
• the price items that could be extremely variable are controlled through how they are presented to the contractor
the contractor qualifications are clearly understood and evaluated thoroughly prior to award
• the bidding market conditions are understood and appropriate owner carried contingency is available to address the
bidding climate
With these contract administration tools in place, the project delivery can be extremely successful with an end product that
benefits the community as a whole.
PROJECT COORDINATION
It is very likely the City has been coordinating the Vine/Shields intersection project for some time through the various design
phases if construction is expected in July 2015. We would want to understand what coordination has taken place and if any
gaps exist. The construction market is currently extremely busy causing important items such as utility relocation to lag with
various utility companies. We would want to use local connections with Xcel, Century Link, Comcast and others to ensure all
parties understand the relocation needs and are plugged into the overall project delivery schedule.
As with any LA project, coordination with CDOT is important to ensure project readiness. We would work with the City project
manager to address CDOT's needs for readiness including:
• FIR/FOR review
Right of way clearance
• Construction Authorization
• EEO/DBE/Wage Decisions/OJT requirements
• Concurrence to advertise

for the City of Fort Collins. We have been project partners with the City of Fort Collins for nearly 10 years and are excited for
another opportunity to further our working relationship.
In order to provide unmatched service to the City of Fort Collins, we have created a collaborative on -call team that includes
Ditesco, AECOM, Yeh, and LS Gallegos. Having worked together on high profile infrastructure projects such as the MAX Bus
Rapid Transit system, our team members will be able to function as a high performing team from project start. We will use the
integrated team concepts learned and developed from these past experiences to effectively operate as an extension of your
staff assisting the management and inspection of the City's upcoming infrastructure projects.
Additionally, our collaborative team is able to meet Disadvantaged Business Enterprise (DBE), Federal Highway Association
(FHWA), Federal Transit Authority (FTA,) and Colorado Department of Transporation (CDOT) requirements. We understand the
need to leverage other funding sources with local money developing complex funding strategies. This is a reality when deliv-

BUDGET MANAGEMENT
Cost control through bidding strategies, contract document
preparation and schedule understanding all lead to overall
budget management. Our team would work collectively with
the City project manager to understand the overall budget,
contingencies and how they affect decisions related to the

budget, we can be very effective in managing risk to control

phase. If necessary, we can prepare independent cost verification estimates to a Class 2 level ensuring accurate budgets exist
prior to entering the bidding climate. This can greatly reduce owner's risk providing a very high level of cost understanding.
We will work with City staff to maintain budget reports, cost control worksheets and certainly to manage the contract through
pay application review, change order preparation and cost control.
Our team uniquely understands the forms, process and purchasing requirements in place at the City and expectations of the
FTA, CDOT and FHWA. This will allow us to quickly address contract and document management issues in an effective and
efficient manner.

SCHEDULE CONTROL
Our approach to schedule control for the Vine/Shields in-
tersection project would be to first understand the overall
delivery goals. We would then develop a "program" wide
schedule that includes remaining design or coordination
activities as well as a preliminary look at construction
schedule. We can create projects using P6 and MS Proj-
ect 2013 as needed for the level of sophistication required
for each project. We would use the schedule estimates to
ensure the contract completion times are reasonable and
achievable and do not add additional cost risk to the City.

During construction, we would work proactively with the contractor to understand and monitor their routine 3-4 week look
ahead schedules and their overall construction schedule. If inconsistencies in the project schedule exist our team would doc-
ument and report on these issues immediately advising the City and contractor. If recovery schedules are necessary, we can
provide advance looks at recovery strategies and how they might affect the overall project delivery.
QUALITY MANAGEMENT
Quality in our built work is the final measure of a project's success. It translates into public opinion and operational and main-
tenance effectiveness. Our team can prepare QA/QC plans as needed for various types of projects across the spectrum of what
might be expected for this on -call contract. For Vine/Shields we would expect to adhere to CDOT's local agency and local City
practices (LCUASS) for approaches to QA/QC. We would expect to work locally with CTL Thompson (the City's on -call material
testing firm) to develop testing plans and protocols to meet the project's needs. We would expect this to include:
• Earthwork (proctor, moisture/density, compaction, proof roll)
• Trenching (proctor, moisture/density, compaction, flow -fill)
• HMA - Asphalt paving (extraction/gradation; coring; field density)
• Concrete (smoothness, compressive strength, air content, slump, unit weight)
Lighting (continuity)
• Landscaping/Irrigation (pressure tests, plant health, etc.)
Our team would then track and implement the testing protocols and plan throughout the construction phase with oversight
engineering and inspection staff.

STAKEHOLDER ENGAGEMENT
Our team expects to fully engage the project stakeholders through any remaining design efforts as well as through the con-
struction phase. Here, we would work with City personnel through the CPIO office or within the Transportation Service Area
to develop a stakeholder engagement plan. This is likely to include email update, web site updates, social media outreach and
certainly face-to-face interaction with project neighbors.
If needed, Ditesco can engage specialty public relations firms headquartered locally to assist in the stakeholder engagement.
We have worked collaboratively with Slate Communications on past City projects and can bring their expertise to the project
team as necessary. Slate is a marketing/public relations firm that brings government experience, a balance of marketing and
public relations skills, proven stakeholder engagement framework, media relations expertise, and award -winning branding
and identity projects. Their collaborative approach includes hands-on meetings, brainstorming sessions and a high level of
availability for clients.
STAFFING
Recognizing that our team would be acting as an extension of City staff, it is important for us to provide the right people at
the right time for each project. To be successful with any on -call contract, very proactive communication is necessary with the
owner to understand their needs and project schedules so we can staff the projects appropriately with the right individuals.
With Vine/Shields being the first project - and coming very quickly, we would need to immediately understand the City's sup-
plemental needs for inspection and project management. From the request for proposal we understand this to be 30-40 hours
per week of inspection and 8 hours per week of project management. With this under-
standing, we would design our team to meet these staffing needs having the City play
a key role in selecting the appropriate staff for this and other projects contemplated
under the on -call contract.
We would expect City personnel to further interview these staff for compatibility with
the project team. Compatibility from an interpersonal, work ethic, experience and need
standpoint is critical to be effective integrated with City personnel.
To meet the 9% DBE requirement for consulting services, we would look to one of our subconsultant firms to support this proj-
ect filling the inspection role thereby meeting or exceeding the DBE goal.

Additionally, we have substantial experience with waste diversion techniques that are used to responsibly deconstruct and
recycle over 70% of the materials removed on a project. We have successfully managed these efforts recently on the Foothills
Mall and Elks Lodge Deconstruction projects.
