8432 ARMED SECURITY OFFICER SERVICES FOR PARKING
This First Amendment is entered into by and between G4S Secure Solutions (USA) Inc. (the
“Service Provider”), and the City of Fort Collins, Colorado (the “City”).
WHEREAS, the Service Provider and City have mutually entered into a Services
Agreement dated January 23, 2017 (“Agreement”); and
WHEREAS, the Service Provider and City desire to add Exhibit B, Scope of Work # 2,
Section 6.0; and
NOW, THEREFORE, in consideration of the foregoing recitals and the mutual promises
herein contained, the parties agree as follows:
1. The attached Exhibit 1 will be in addition to Exhibit B, Scope of Services; and
2. Amendment #01 will be effective as of November 8, 2017.
Except as expressly amended by this First Amendment, all other terms and conditions of the
Agreement, shall remain unchanged and in full force and effect. In the event of a conflict between
the terms of the Agreement as amended and this First Amendment, this First Amendment shall
prevail.

AMENDMENT 01
SCOPE OF SERVICES
1 Parking Structure Security
1.1 Background
The Firehouse Alley Parking Structure is located at the corner of Chestnut and Jefferson
Streets. It is a 3-level mixed-use parking structure with 335 parking spaces. The
structure is a public-private partnership between the City of Fort Collins and developers
of The Elizabeth Hotel. There is 2,988 square feet of retail space facing the Old
Firehouse Alley. This will be a gateless structure with entry on Chestnut Street. There
will be two (2) pay machines located on each floor, for a total of six (6) pay machines
throughout the structure. Patrons will pay for parking by using any one of the pay
machines; additionally, they can pay for parking via smartphone application.
The intent of this Scope of Services is to identify the duties needed to provide Armed
Security Officer Services for this new parking structure that will be completed in the core
downtown Fort Collins areas.
One Security Officer will be required to be stationed at the structure seven days a week
from 7:00pm to 3:00am, 365 days per year; and will complete patrols on foot. The one
extra Security Officer as mentioned in the Agreement’s Scope of Services is required
Friday-Saturday 7:00 pm-3:00 am. The purpose of this extra officer is to provide
additional coverage during high-volume structure usage. The officer at the Firehouse
Alley Parking Structure will bring the total number of Officers to four (4). Three of the
Officers are to be assigned specifically to a structure each shift. The fourth Officer will
typically be assigned to the Civic Center Parking Structure, but will be expected to float
among all three structures.
The expectation is that the officer stationed at Firehouse Alley Parking Structure would
be responsible for all phases of building protections, including, but not limited to:
guarding the premises against fire, theft, pilferage, malicious injury, damage and
destruction; monitoring the functionality of the equipment; assisting customers as
needed with the structure technology including pay machines; and insuring the safety of
the customers. Safety of the patrons utilizing this parking structure is ranked as the
primary importance of this service.
1.2 Scope of Work:
1.2.1 The area of coverage should be within the parking structure with the exception of exigent
circumstances.
1.2.2 Routine rounds of the facility will be performed at least two times per hour. A verification
wand will be used on every round to document a full patrol of the structure has been
completed as required. The Security Contractor shall provide the City representative a
verification report on a weekly basis. Included shall be the date, officer and time of each
completed round.

1.2.3 When two Security Officers are present in a garage the officers will conduct regular
rounds individually, rather than together. This will allow more coverage of the structures.
One Security Officer will be patrolling on level one to provide assistance to the
attendants and patrons and to direct traffic as needed, while the second Security Officer
is on rounds on the upper levels of the structure.
1.2.4 A security officer report including a time log of the shift events must be submitted via
email daily. The report should include a summary of activities on the rounds, and details
about any unusual incidents that occur during the shift.
1.2.5 Officers will be provided with a Standard Operating Procedure with instructions related to
operation of the pay machines and instructions for using the smartphone application.
Officers will be expected to assist customers as needed related to operation of the
machines and/or app. Officers will monitor and assist parking staff with disgruntled
customers on an as needed basis should a conflict arise.
1.2.6 From time to time, incidents may occur that require the security officer to contact the Fort
Collins Police Services (FCPS). When FCPS is contacted, a police case number must
be included on the daily report and any incident report that is completed by the security
officer. Items that must be reported to the police include, but are not limited to, the
following:
1) When a vehicle is damages either by another vehicle or vandalism
2) Any physical altercations
3) Verbal altercations that involve threats of physical harm
4) Any display of a weapon, or threat to use a weapon
5) Vandalism to the parking structure or any of the equipment. Graffiti would be
excluded unless the responsible person has been detained.
6) Contact with an inebriated individual who insists on driving
7) If a crime has been committed on City property, the police should be notified. They
will make the judgement as to whether the incident warrants dispatching an officer.
1.2.7 Any emergencies should be reported immediately to the City’s representative.
Emergency circumstances could include but are not limited to: theft, personal injury,
property damage, illegal activity, etc.
1.2.8 Officers will be trained by the City representative to recognize and analyze equipment
issues, and perform basic maintenance and repair operations if needed. Officers will be
expected to provide snow reports during storms to the appropriate City representative
when accumulations cause unsafe conditions for pedestrians and vehicles.
1.2.11 Regular traffic control will be required. The objective of traffic control is to keep vehicles
moving so that a queue does not develop inside the garage for vehicles entering and
exiting the garage. Officers will be trained in traffic control safety by the appropriate
agency as well as the facilities manager who will outline the best methods for facilitating
traffic flow in a parking garage.
1.2.12 Security officers must return phone messages and e-mail messages within 24 hours
except for any emergency.
1.2.13 Security Officers will be issued a set of keys to the structures and the automated parking
equipment.

The Firehouse Alley Parking Structure is located at the corner of Chestnut and Jefferson
Streets. It is a 3-level mixed-use parking structure with 335 parking spaces. This will be
a gateless structure with entry on Chestnut Street. There will be two (2) automated pay
machines located on each floor, for a total of six (6) pay machines throughout the
structure. The Services Provider will provide armed coverage for collection from the pay
machines for this additional facility during the same time frame as the other two facilities.
The treasury security procedures for the Firehouse Alley Structure will be the same as
identified for the other two parking structures.
