This report highlighted opportunities for additional assessment and analysis and follow up discussions. Therefore, the purpose of this scope of work is to complete two projects that are direct outcomes and necessary next steps of application of the SOPR. Task 1: Multi-criteria decision analysis tool As a follow up to the State of the Poudre project development of a multi-criteria decision analysis tool has been started. The purpose of this task is to complete the MCDA and present it as a tool to a variety of City departments. This task includes the following steps: 1) final analysis and quality control for the MCDA table, 2) complete review with Jen Shanahan, 3) develop a brief methods document, 4) creation of professionally designed concept designs and 5) presentation and participation in numerous related City meetings. Deliverables: Final MCDA methods, table, and concept designs. Presentation at one to three meetings. All materials should be completed by May 14, 2018. Scheduling and presentation with other City departments is yet undetermined but will likely be complete by August, 2018. Cost: Scope for this task assumes 140 hours and cost shall not exceed $13,000 without authorization from the City. Assumptions include the availability of existing data and one meeting with an estimated duration of two hours. Task 2: Documentation of methods and data organization The development of a consolidated methods document for the State of the Poudre is underway and is being led by Sue Miller, a consultant providing editorial services. This task outlines support needed Otak’s via input and oversight of specific areas of expertise and respective roles in the project. The second element of this task is the organization all pertinent SOPR data files. This will require some coordination with City staff Jared Heath and Doug Cain. This task will include two two-hour meetings with City staff, Johannes Beeby and Brad Johnson. Deliverables: Edits and input as requested by Sue Miller or project manager, Jen Shanahan. Delivery of all bare bones SOPR data and GIS files to Jen Shanahan. The due date for all components of this task is May 31st.
