Dear Ms. Strong
CP Compliance LLC would like to thank you for this opportunity and your time in reviewing this proposal
for the City of Fort Collins (City). Thank you for contacting me. As requested, am submitting this cost
proposal for your review. I am excited about this opportunity to provide the City a technical review of
the erosion control sections of the Stormwater Criteria Manual as well as comparing the requirements
outlined in the those sections to the MS4 Permit to show where the City may be more stringent than the
MS4 Permit requires.
I established CP Compliance LLC with the goal of providing high quality technical expertise to local
governmental agencies on regulatory development, permitting compliance and enforcement support
related to stormwater. I believe in providing quality services on time and on budget. I have worked
directly for local governmental agencies developing and implementing MS4 stormwater programs as well
as auditing their MS4 Programs. As a member of the Colorado Stormwater Council Permit Compliance
Committee, I have helped develop program audit guidance, serve as conduit for communication with
CDPHE on defining and determining compliance, and determine the impact of other regulatory activities
such as Minimum Industrial Discharge (MINDI), and other discharge permits on MS4 program
compliance.
Scope of Services
Background
The City of Fort Collins officials have already identified the need and are committed to protecting the
environment and the quality of water within its boundaries as evidenced by the robust Environmental
Management System in place. Since the City was issued its first MS4 Phase II General Permit in 2003, the
City has developed program documents and procedures, practices, and ordinances in support of MS4
Permit compliance.
This project will 1) provide the City with a technical review of the erosion control sections of the
Stormwater Criteria Manual and 2) compare City requirements found in the erosion control sections of
the Stormwater Criteria Manual to the MS4 permit to show where the City may be more stringent.
This project will be completed within the tasks described below. The tasks reflect CP Compliance’s

understanding and approach to ensure that the desired product is delivered throughout the project. A
breakdown by tasks is given in Attachment 1 and a summary of the work performed and deliverables
detailed below.
Task 1: Technical review of the erosion control sections of the Stormwater Criteria Manual
CP Compliance will provide a technical review of the erosion control sections of the Stormwater Criteria
Manual, estimated to be approximately 120 pages, including an appendix. The City’s Environmental
Regulatory Specialist will be responsible for providing the draft Stormwater Criteria Manual in a Word
document.
Deliverable: Redlines and comments within the Word document.
Task 2: Comparison of City requirements in the erosion control sections of the Stormwater Criteria
Manual to the MS4 permit
CP Compliance will review the Construction section of the gap analysis conducted by City staff and
provide an independent review of the erosion control sections of the Stormwater Criteria to determine
where the City’s requirements are more stringent than the MS4 Permit requirements.
Deliverable: A list of City requirements, if any, that are more stringent than the MS4 Permit.
Work Hours and Fee Estimate
I propose to conduct these services on a “time and materials” basis. Under such an agreement, I am
compensated on an hourly basis for all labor and other direct costs are reimbursed at a rate of 1.1 times
actual cost. The following is our standard hourly billing rates for the personnel expected to be involved in
this project:
Stormwater Specialist $150.00
At these standard hourly rates, CP Compliance LLC has estimated that the City of Fort Collins MS4
Program Assistance project could be completed for an additional budget of $3,750.00. The attached
Work Hour and Fee Estimate (Attachment 1) explain the breakdown of hours and costs anticipated for
the task. This budgeted amount below would be established as a “not to exceed” limit beyond which no
charges could be made without approval from the City. Additional services requested beyond the scope
of this proposal would be at your direction and billed at the above rate. The project, as proposed, would
be conducted from December 2017 and concluding by March 2018.
