Professional agrees to perform the services identified
above and on the attached forms in accordance with the
terms and conditions contained herein and in the
Professional Services Agreement between the parties. In
the event of a conflict between or ambiguity in the terms
of the Professional Services Agreement and this work
order (including the attached forms) the Professional
Services Agreement shall control.
The attached forms consisting of Exhibits B, C and D are
hereby accepted and incorporated herein, by this
reference, and Notice to Proceed is hereby given.

Exhibit B - City of Fort Collins – WTF Process
Lab Review
Scope The City of Fort of Collins, Services Colorado, a Municipal Corporation, hereinafter referred to as the City, and
CH2M HILL Engineers, Inc., hereinafter referred to as the Professional, have developed a scope of
services for a project generally described as:
Water Treatment Facility (WTF) Process Laboratory Improvements
The Professional’s services for the project are detailed hereinafter.
Project Objective: To evaluate the condition of the existing the Water Treatment Facility Process
Laboratory, define current and future water quality analytical level of service goals, and develop a
conceptual plan for the required laboratory services. The end product will be drawings showing floor
plan demolition and casework furnishing improvements sufficient for construction using Alternate
Product Delivery System APDS.
Background
The WTF Process Laboratory was originally built in 1987 and is used for the following:
-Cross check accuracy of in-line analyzers, (Turbidity, pH temp, Chlorine)
-Measure key operating parameters (MPA, TOC, alkalinity)
-Track the character of the raw water supplies, including algae enumeration, and
-Recommend adjustment to post and pre- treatment chemical additions.
A review of the laboratory was conducted in August 2017 and recommended the following for
further assessment:
1. Perform building code review for electrical, HVAC, and plumbing.
2. Provide Process Laboratory Improvements
3. Confirm minimum downtime for renovations. Eight (8) weeks was suggested as a minimum
time for the proposed improvements. The City’s Alternate Product Delivery System (APDS)
contractor (Hydro Construction) will confirm or revise duration.
4. Design layout for process lab including:
a. Casework Layout and Casework Type (City to select cabinet and counters from
supply catalog sheets and samples).
b. CH2M to refine Lab layout for desk, cabinets, and peninsula island station.
c. HVAC Plumbing
i. Confirm renovation extents.
ii. Cap existing sample line in the wall.
iii. Demo sample sink.

iv. Eliminate hazardous atmosphere from pilot lab
v. Provide centralized chemical storage
vi. Existing Ductwork Analysis (Possible Noise Issue)

viii. Cooling Load Analysis to match Electrical Changes
ix. Building HVAC condition of Existing Equipment
x. Plumbing Piping Condition of Existing Piping

ii. Provide area and under cabinet lighting
iii. Assess ground fault protections.

Task A kickoff meeting 1 Kickoff shall be conducted Meeting with and City staff Building to confirm the Code project scope, Review and discuss the
project approach. Screening of laboratory furnishings will be discussed during this meeting. It is
assumed the meeting will be held at the City’s Water Treatment Facility (WTF) offices. The
Professional’s Principal Project Manager, Architect, Electrical Subconsultant (Carollo Engineers, Inc.)
and Engineer Specialist will attend the kick-off meeting and the Laboratory Design Specialist
Subconsultant will attend by phone. A field investigation of the existing facilities will be performed
following the meeting.
The process lab will be reviewed for compliance with the City’s adopted electrical, HVAC, plumbing,
and Architectural Code. The electrical review will include assessment of the ground fault
protections and existing lab power panel and circuit breakers as well as the code review.
The level of effort assumes a 2-hour field investigation for the kickoff meeting and lab code review.
The City will attend and participate in the field investigation to assist with the assessment. Hydro
Construction will assist in the field assessment by providing access to above ceiling HVAC, electrical
duct and cable runs by removing ceiling tiles.
Professional will take photos, mark up drawings, and take notes during the site field inspections to
be incorporated into the Technical Memorandum (TM).

Task 2 Process Laboratory Layout
Based upon the Fort Collins WTF Operator’s Lab Review TM, October 12, 2017 and the Building Code
Assessment to be completed as part of this project, the Professional will prepare an updated Process
Lab layout, including:
1. Casework Layout and Casework Type (City to select cabinet and counters from supply
catalog sheets and samples).
2. HVAC Layout, confirming renovation extents, demolition, centralized storage, exhaust
fan noise and eliminating hazardous atmosphere from the pilot lab.
3. Electrical lighting and power plan.
4. Layouts will be based upon the following comments from City staff as detailed in the
Fort Collins WTF Operator’s Lab Review TM, October 12, 2017.
5. Functional layout.
Following City review of the draft documents, the Professional shall organize and facilitate one
Workshop up to 2 hours in length with the following Professional’s staff in attendance, Principal
Project Manager, Engineer Specialist, Architect and the Laboratory Design Specialist Subconsultant
will attend by phone. The purpose of the workshop will be to discuss the proposed improvements,
layouts and furnishings.

Deliverables:
Architectural Plan and Profile Casework Layout (both 2D and 3D), HVAC Plan and Profile,
Electrical Drawings will be prepared to approximately 60% completion and turned over to
the City’s APDS Contractor for construction
Meeting Agenda and Summary
Task 3 Services During Construction
The Professional will review shop drawing submittals from Hydro Construction.
The Professional’s review of shop drawings, samples and submittals will be for general conformance
with the design concept and general compliance with the requirements of the Construction
Documents. Such review will not relieve Hydro Construction from its responsibility for performance
in accordance with the contract for construction, nor is such review a guarantee that the work
covered by the shop drawings, samples and submittals is free of errors, inconsistencies or omissions.
Professional will respond to Hydro Construction’s requests for substitution of materials and
equipment if requested. Professional will review such requests, and will advise the City as to the
acceptability of such substitutions.

The schedule is based on an assumed date for the Kickoff meeting as shown on the schedule, which
in turn is based on an assumed date for the Notice to Proceed. Any changes in the date of
commencement of the project that are beyond the control of the Professional will result in a revised
project schedule that is based on the same task durations and sequencing. Project completion is
anticipated to be in December 2018.
Professional’s PM will prepare and submit to the City’s PM, on a monthly basis, a brief cost and
schedule status report. The report will include a narrative description of progress to-date, actual
costs for each Task, estimates of percent complete, and potential cost variances. The Professional’s
management, deliverable review, and coordination efforts are included in each of the tasks.

included in task descriptions and the following assumptions:
1. The City will contract directly with an environmental assessment firm to perform an asbestos
and hazardous material audit of the WTF Process Laboratory Facility. It is assumed that the
asbestos and hazardous material audit will be completed by January 30, 2018. It is assumed that
Professional’s site visit and condition assessment investigation will not require disturbance of
suspected or known asbestos or hazardous materials.
2. Professional will provide a meeting summary no later than one week after each meeting.
3. City will examine information submitted by Professional and render in writing or otherwise
provide decisions within two weeks.
4. City will give prompt notice to Professional whenever City observes or becomes aware of any
development that affects the scope or timing of Professional’s services, or of any defect in the
work of Professional.
5. Professional will provide the City with deliverables as defined respectively in this scope of work.
All deliverables will be distributed electronically via email (pdf format).
6. The condition assessment and code review will be based on the federal, state, and local codes
and standards in effect:
a. Within City Limits: It is assumed the 2012 IBC International Building Code (IBC);
International Plumbing Code (IBC) IPC; International Mechanical Code (IMC);
International Energy Conservation Code (IECC); and 2014 National Electrical Code (NEC)
will be used for this project.
b. Within the County Jurisdiction: It is assumed the 2015 IBC; IPC; IMC; IECC; IEBC; 1997
UAC; NEC), and 2014 National Electrical Code (NEC) will be used for this project.
7. Cost estimates will be prepared by Hydro Construction under a separate contract.
8. City staff and Hydro Construction will coordinate with the City’s development review process as
necessary for the project.
